The <strong>County</strong> of <strong>Salem</strong>’s Board of Chosen Freeholders is<br />

committed to maintaining and improving the quality of life for<br />

our residents by effectively and efficiently managing the<br />

<strong>County</strong>’s resources and employees to provide services that are<br />

socially and fiscally responsible. Through preservation and<br />

planned economic growth, we will maintain <strong>Salem</strong> <strong>County</strong>’s<br />

rich agricultural, cultural and historical legacy and ensure our<br />

viability for future generations. Working together we are<br />

Freeholder Board<br />

History<br />

The First 125 Years<br />

From the date of the earliest English settlement in West Jersey,<br />

which was founded by John Fenwick in 1675, there is no written<br />

record of Freeholder activity until April 13, 1724. Minutes were<br />

kept of a meeting of four Justices and sixteen Freeholders. Two<br />

Freeholders represented each of the eight municipalities of<br />

<strong>Salem</strong> <strong>County</strong> of the day. These were Alloway’s Creek, Pilesgrove,<br />

Mannington, Penns Neck, <strong>Salem</strong> Town, South Side Cohansey,<br />

North Side Cohansey, and Elsinboro.<br />

Previous to the establishment of a charter creating the Board of<br />

Chosen Freeholders of <strong>Salem</strong> <strong>County</strong>, these landowners and<br />

Justices administered affairs of county government. It is noted<br />

in the minutes of a meeting held the 28th day of March 1732, the<br />

clerk of this body was ordered to issue warrants to all slaves in<br />

their respective precinct and their master’s names.<br />

The Charter, an Act of the State of New Jersey, dated February<br />

13, 1798, incorporated the Boards of Chosen Freeholders for<br />

Bergen, Essex, Middlesex, Monmouth, Somerset, Burlington,<br />

Gloucester, <strong>Salem</strong>, Cape May, Hunterton, Morris and Cumberland<br />

Counties. What is referred to as The Charter is probably<br />

The Township Act of 1798. Duties of Freeholders included<br />

responsibilities to build bridges, locate roads, erect almshouses,<br />

and administer to the poor, provide <strong>County</strong> Court Houses, license<br />

school teachers, loan money, supervise hangings, collect<br />

taxes, and provide militia men to the cause when called by draft.<br />

Regular meetings of the Board were held semiannually and entitled<br />

Freeholders $1.00 in fee. Fines were levied against members<br />

absent. Special meetings were held on occasion.<br />

The Next 180 Years<br />

1796– First State approved Freeholder financed Poor House was<br />

a converted farmhouse/tavern near “Lakeview.” A building specifically<br />

built as a Poor House was completed in 1808.<br />

1813– The Board ordered the <strong>County</strong> Clerk to arrange all county<br />

papers and documents in case the British invaded <strong>Salem</strong> and<br />

forced the Freeholders to evacuate.<br />

1817– The Court House was completely rebuilt.<br />

1819– Public election continued <strong>Salem</strong> Town as <strong>County</strong> Seat. A<br />

municipality, Centerville, is mentioned.<br />

1845– It was voted to erect a Poor House (after the 1808 structure<br />

had burned down), which was also to accommodate the<br />

insane. The State reimbursed the <strong>County</strong> $1.00 per week per<br />

insane person so committed. Trustees of the Poor House “may”<br />

be selected from the Board membership and were paid a fee for<br />

attendance at meetings. An adjoining insane asylum was built in<br />

1870.<br />

1853– The hanging of Samuel Tredway is recorded in detail.<br />

Gallows were designed and drawings made part of the record.<br />

Sixteen special officers and eleven constables were appointed by<br />

resolution to provide security inside & outside the jail yard.<br />

Many seemed determined to leave their assigned posts to witness<br />

the execution. The Board deemed any officer leaving his<br />

post would not be considered hired.<br />

Although the execution was under the direct supervision of the<br />

Board, several members declined to witness the death penalty.<br />

The Sheriff escorted the prisoner to the scaffold where several<br />

clergy conducted the religious ceremony. Two minutes of solitude<br />

were allowed the victim alone on the scaffold before his<br />

doom. The clerk made distinct note of the prisoner’s calm resign<br />

to his fate and recorded death was instantaneous with the<br />

fall of about four feet.<br />

1864– The <strong>County</strong> Seal was designed and adopted. Bonded<br />

indebtedness for the <strong>County</strong> occurred. (This is contrary to popular<br />

belief that <strong>Salem</strong> <strong>County</strong> has never been under bonded debt.)<br />

Bonds in the amount of $248,000 were authorized to provide<br />

291 militia men for the 1863 draft. The following year the draft<br />

quota was approximately doubled.<br />

The monies were bounty funds to be employed for volunteers<br />

from the ten municipalities into the 24th Regiment of New Jersey.<br />

Each recruit received $30-$50. Toward the end of 1864,<br />

$300 was paid for the service. Subsistence for the wives and<br />

families was also granted. Many times substitutes for drafted<br />

men were purchased. On one occasion, a special committee was<br />

appointed to infiltrate the rebel states to purchase recruits.<br />

It is noted the <strong>County</strong> budget rose from $20,000 before the Civil<br />

War to $150,000 during the war. The major costs of <strong>County</strong><br />

government, excluding the Civil War period, was for bridge<br />

building and care of indigent persons. In earlier days, $2,000 of<br />

a total $4,700 annual budget was for the poor.<br />

1855– State school aid to the county was begun. Early grants<br />

equaled $3,000 for the entire county. The surplus funds were<br />

invested in private mortgages and the interest from the same was<br />

distributed to the townships for education use.<br />

1879– Regular monthly meetings, in our modern concept began.<br />

The <strong>Salem</strong> <strong>County</strong> Board of Chosen Freeholders meets the first and third<br />

Wednesday of each month at 7:30PM in the Olde <strong>Salem</strong> Court House,<br />

104 Market Street, <strong>Salem</strong>, unless otherwise specified. Except in June<br />

when they meet on the second Wednesday only and July and August<br />

when they meet on the third Wednesday only; January 6, at <strong>Salem</strong> Community<br />

College, Davidow Theater; January 20, February 3 and 17th<br />

Freeholder Meeting Room, <strong>Salem</strong> <strong>County</strong> Court House, <strong>Salem</strong>, NJ and<br />

July 21 Pittsgrove Township Administration Building, 989 Centerton<br />

Rd, Pittsgrove, All meetings shall begin at 7:30 pm unless otherwise<br />

specified: January 6, 6:00 pm. May 19, June 9, July 21, August 18 and<br />

December 29 will begin at 4:00 pm<br />

Description of <strong>Salem</strong><br />

<strong>Salem</strong> <strong>County</strong> lies in the <strong>County</strong><br />

southwest corner of our great State of<br />

New Jersey. It is bounded by the Delaware River and Bay to the<br />

west and the Maurice River to the east. Oldmans Creek creates<br />

nearly half of <strong>Salem</strong> <strong>County</strong>’s northern border, while Stow<br />

Creek runs along a portion of its southern divide. <strong>Salem</strong><br />

<strong>County</strong>’s natural features include six rivers, more than 34,000<br />

acres of unique meadow and marshland, tidal and freshwater<br />

wetlands, 40 lakes and ponds, bay beaches, dunes, expansive<br />

woodlands, a critical underground aquifer, numerous streams<br />

and important headwaters. <strong>Salem</strong> <strong>County</strong> covers 338 square<br />

miles– with nearly half of the land actively farmed. It also<br />

boasts a population of less than 65,000– the lowest population<br />

and the lowest density per square mile in New Jersey.<br />

<strong>Salem</strong> <strong>County</strong>’s rich legacy of historical places and events; its<br />

vast array of natural resources and open spaces; its stable farming<br />

community and strong economic job base all contribute to a<br />

quality of life for <strong>Salem</strong> <strong>County</strong> residents that is unparalleled in<br />

New Jersey. <strong>Salem</strong> <strong>County</strong>’s Board of Chosen Freeholders is<br />

committed to the preservation of <strong>Salem</strong> <strong>County</strong>’s rural character.<br />

The Board is dedicated to pursuing balanced growth and<br />

select economic development that is compatible with <strong>Salem</strong><br />

<strong>County</strong>’s vision for the future. The strong work ethic of its people,<br />

corridor, and the accessibility to the metropolitan market all<br />

enhance our opportunities for carefully planned growth.<br />

The Board of Chosen Freeholders remains responsive to the<br />

needs of <strong>Salem</strong> <strong>County</strong>’s residents. Our nursing home, community<br />

college, county-wide emergency response services, state-ofthe-art<br />

landfill, correctional facility, upgraded administrative<br />

offices, “one-stop-shop” agricultural center, and college-prep<br />

academies at the county vocational-technical school are examples<br />

that attest to the high caliber services provided by the<br />

<strong>County</strong>. Through trained and dedicated employees, <strong>Salem</strong><br />

<strong>County</strong> provides knowledgeable, efficient services to <strong>Salem</strong><br />

<strong>County</strong> residents within a reasonable allocation of budget dollars.<br />

As we continue into the next millennium, the Board of Chosen<br />

LEE R. WARE<br />

Freeholder Director<br />

M r. Ware is a resident of Elsinboro Township, serving his<br />

ninth year as Freeholder with 5 years as Director. Mr. Ware was<br />

a teacher in the Woodstown School System for 38 years. He has<br />

been recognized for his coaching achievements being named All<br />

South Jersey Coach of the Year and inducted into the <strong>Salem</strong><br />

<strong>County</strong> Sports Hall of Fame. He recently recorded his 500th<br />

Career Victory. He and his wife Patty have three children and<br />

one grandchild.<br />

BETH E. TIMBERMAN<br />

Freeholder<br />

M s. Timberman is a Democrat District 1 Committeewoman<br />

in Woodstown, serving her seventh year as Freeholder. She<br />

works for Woodstown Family Practice as an RN bringing more<br />

than twenty-five years of experience to the post. She obtained<br />

her BS in Nursing from Trenton State College with a School<br />

Nurse Certificate from Rowan University and was a member of<br />

the Class of 2008 of the <strong>County</strong> Leadership Institute at NYU.<br />

Ms. Timberman is President of the South Jersey Freeholders<br />

Association, the <strong>Salem</strong> <strong>County</strong> representative on the New Jersey<br />

Association of Counties, secretary of the South Jersey Economic<br />

Development Council, vice chair of the <strong>Salem</strong> Health and<br />

Wellness Foundation Board, and a member of AAUW– <strong>Salem</strong><br />

<strong>County</strong> Branch. She is also a liaison to the SJTPO, Tourism<br />

Advisory Council, Cultural & Heritage Commission, and Commission<br />

on Women, and a Trustee of Elmer Methodist Church,<br />

where she teaches Sunday School. She has a daughter, Natalie.<br />

BRUCE L. BOBBITT<br />

Freeholder<br />

M r. Bobbitt is a resident of Pilesgrove Township serving<br />

his eighth year as Freeholder. He served six years as a Pilesgrove<br />

Committeeman and two years on the Pilesgrove-<br />

Woodstown Board of Education. He is a member of the <strong>Salem</strong><br />

Chamber of Commerce. Mr. Bobbitt graduated from Penns<br />

Grove Regional High School and is a U.S. Army Vietnam veteran.<br />

He has three children.<br />

DAVID T. LINDENMUTH<br />

Deputy Freeholder Director<br />

M r. Lindenmuth is a resident of Woodstown serving his<br />

second term as Freeholder. He is married to his wife Christine<br />

and has one son and three daughters. Mr. Lindenmuth attended<br />

Wilmington College where he received a Masters of Education<br />

in School Counseling and West Chester University where he<br />

received a B.S. Ed in Mathematics. He is currently the Superintendent<br />

of Oldmans Township School. He previously was an<br />

Administrator at <strong>Salem</strong> Middle School and served on the<br />

Woodstown Borough Council for 7 years. He also has been a<br />

member of the <strong>Salem</strong> <strong>County</strong> Advisory Solid Waste Committee;<br />

the Democratic Leadership Committee Attendee; and the Calvary<br />

Community Development Board of Trustees. His memberships<br />

include the NAACP, Democratic Leadership Committee,<br />

Woodstown-Pilesgrove Democrat Association and the Morning<br />

Star Baptist Church.<br />

BENJAMIN H. LAURY<br />

Freeholder<br />

M r. Laury is a resident of the Borough of Elmer serving his<br />

first term as Freeholder. He is a graduate of Drexel University<br />

and has been a successful business owner for 24 years, Laury<br />

Heating Co. He has served as a member of the Elmer Board of<br />

Education, Elmer Borough Council, and Elmer Planning Board.<br />

Within the community he is the Finance Committee Chairman<br />

for Elmer United Methodist Church. Growing up he was an<br />

Eagle Scout, Boy Scouts of America. He has been a member of<br />

the Rotary Club for 24 years, and a Paul Harris Fellow. Ben and<br />

his wife Kathy have two children, Brittany and Timothy.<br />

DALE A. CROSS<br />

Freeholder<br />

The son of Stewart and Valarie, Mr. Cross is a resident of<br />

Pennsville Township serving his first term as Freeholder. He and<br />

his wife Kathy have one son, Kyle. Upon graduation from<br />

Glassboro State College in 1986 with a BA in Finance, he<br />

gained employment with PSEG Nuclear where he is currently<br />

employed as a Controls Technician and proud member of IBEW<br />

Local 94. He currently volunteers time to Island Charities,<br />

which assists needy <strong>County</strong> residents. He is a longtime member<br />

of the Fraternal Order of Police, Old Oak #6, donating his time<br />

lettering the bibles for member families. Dale and his wife attend<br />

Queen of the Apostles Church where he currently serves as<br />

a lector. He and his teammates from the undefeated 1981 State<br />

Championship baseball team gained induction into the <strong>Salem</strong><br />

<strong>County</strong> Sports Hall of Fame in 2007.<br />

M rs. Acton is a resident of Pennsville Township. As a<br />

<strong>Salem</strong> <strong>County</strong> Freeholder, she serves as chair of the <strong>County</strong><br />

Committee for the <strong>Salem</strong> Community College, <strong>Salem</strong> <strong>County</strong><br />

Vocational Technical School, <strong>Salem</strong> <strong>County</strong> Special Services<br />

School District, Superintendent of Schools, Board of Elections,<br />

Workforce Investment Board, and <strong>Salem</strong> <strong>County</strong> Board of Social<br />

Services. Mrs. Acton has been active in the community<br />

serving on the <strong>Salem</strong> <strong>County</strong> Women’s Services Board, Meals<br />

Apostles Church, Committeeperson for the Boy Scouts, Troop<br />

15, New Jersey Governor’s Board of Volunteerism and Board of<br />

Trustees for Family Promise of <strong>Salem</strong> <strong>County</strong>. Julie graduated<br />

from the first class of the Christine Todd Whitman Excellence in<br />

Public Service Series, and also graduated from the New Jersey<br />

Association of Counties LEAD program. She is the daughter of<br />

Virgil and Jean Gross and resides with her husband, John and<br />

two sons, Jonathan and Justin.<br />
