Tanker gasket failures<br />

As a result of near misses caused by tanker gasket failures, a working party was assembled at this depot to<br />

analyse bitumen handling.<br />

One problem lay in the fact that intake points are located next to the main traffic route that customers<br />

use to access the asphalt plant load-out facility. This was addressed by installing fixed barriers to enable<br />

traffic to be diverted via an alternative route during the discharge process. This diversion route is detailed<br />

on an information sheet issued to customers on arrival.<br />

The close proximity of the emergency shower to the discharge<br />

connection point was addressed by fixing a steel fender with<br />

60-degree deflectors to either side of the discharge point to<br />

catch any bitumen spills as a result of failed gaskets.<br />

The intake points, previously obscured from view of the plant<br />

operator, can now be monitored using a fixed camera.<br />

Other developments include training for all personnel in<br />

receiving bitumen and the issuing of procedures for safe<br />

delivery of bitumen to all delivery drivers.<br />

Alarm system for drench<br />

A new alarm system activated by the drench showers at Bardon Aggregates<br />

means that the workforce is aware of an accident immediately and help is<br />

at hand for the injured person. The audio / visual alarms are situated in the<br />

laboratory, the mixer cabin and in an elevated position above the bitumen tanks. Toolbox talks have been<br />

carried out with all personnel to train them on procedures following a bitumen incident.<br />

Tarmac Central’s team at Caldon Low Quarry near Stoke-on-Trent have evolved a <strong>com</strong>prehensive new<br />

system for controlling bitumen storage and delivery. Key elements include:<br />

• locked off delivery pipes with key only available from control cabin<br />

• drip tray incorporates slide rails so that it can be moved and emptied by fork-lift rather than manually<br />

• parking of delivery vehicles controlled to allow unobstructed access to emergency shower<br />

• high-level audible and visual alarms with camera to allow plant operator to monitor driver during<br />

discharge<br />

• delivery procedures clearly posted at delivery site with fire extinguishers for emergency use.
