Programme of improvements<br />

Following a thorough re-assessment of all procedures, Tarmac Northern’s Concrete and<br />

Mortar North division made a raft of improvements to ensure site assured <strong>com</strong>petency. These include:<br />

• employing only approved contractors<br />

• developing up-to-date site specific and generic risk assessments and safe systems<br />

• re-structuring the department and creating a team leader role: now team leaders, operations<br />

coordinators and a transport supervisor report to operations managers<br />

• making planned plant closures for maintenance<br />

• creating a manual used by all staff that demonstrates the procedures for <strong>com</strong>pliance and safety<br />

assurance during maintenance work<br />

• expanding training programmes and modules and putting all operational staff back through the<br />

induction process.<br />

Cautionary warning notes<br />

To provide proof to HSE Inspectors that managers had consulted staff and contractors on breaches of<br />

health & safety, Foster Yeoman has introduced a Cautionary Warning Note system.<br />

Foster Yeoman is in the process of integrating its warning note system with its in-house training system.<br />

One transgression triggers a re-examination of the individual on the relevant training module; the issue of<br />

two notes requires the individual to re-attend (and be tested on) the full two-day induction programme.<br />

Finally, it was agreed with the workforce more than three notes in a calendar year would trigger a<br />

counselling process with that individual’s line manager.<br />

Training – confined spaces<br />

When no training course for entry into confined spaces could be found that was tailored to the quarrying<br />

industry, Tarmac created its own. A meeting was arranged with Mines Rescue and EPIC where the concept<br />

of three courses, aimed at quarry management, their employees and contractors, was established:<br />

• 1-day: managing confined spaces<br />

• 2-day: entry into confined spaces<br />

• toolbox talk for all site operations.<br />

The management of confined spaces course covers the identification of confined spaces, their assessment,<br />

categorisation and the safe systems and precautions that need to be adopted, including emergency<br />

situations. On <strong>com</strong>pletion of the course, each delegate is provided with a briefing pack and PowerPoint<br />

presentation to enable them to provide awareness training to other employees.<br />

The courses have proved successful with the operatives as, although they embrace legislation, they also<br />

make learning interesting and interactive wherever possible. The training has received EPIC accreditation<br />

and is now available to the whole industry.
