A Letter from the Executive Director<br />

Dear Members,<br />

Bicycling in <strong>Marin</strong> <strong>County</strong> keeps getting better every year! And that<br />

has everything to do with your support and participation in the <strong>Marin</strong><br />

<strong>County</strong> <strong>Bicycle</strong> <strong>Coalition</strong>’s (MCBC) programs and outreach.<br />

Our largest milestone this past fiscal year was having <strong>Marin</strong> <strong>County</strong><br />

designated as a Non-motorized Transportation Pilot Program in August<br />

2005. As a result of MCBC’s advocacy in Washington, DC, the <strong>County</strong><br />

will receive $25 million over four years to develop our bike/ped network<br />

as a pilot program.<br />

But cycling facilities are not all that we strive for. Awareness is increasing<br />

nationwide that good nutrition, clean air and water, and regular physical<br />

activity lead to the reduction and elimination of disease (asthma,<br />

obesity, high blood pressure, attention deficit disorder, depression,<br />

etc.). MCBC provides safety and technical skills for cyclists of all ages<br />

and abilities to use <strong>Marin</strong>’s wonderful outdoor facilities for their physical<br />

activity needs.<br />

What’s next for MCBC? Here are some of the plans:<br />

• An increased offering of bike skill and safety<br />

workshops for all cycling levels.<br />

• An expanded Bike to Work Day campaign<br />

reaching employers and individuals.<br />

• New partnerships with the health community to increase<br />

physical activity as a daily lifestyle choice.<br />

• The launch of a Capital Improvement Project tracking<br />

system to help our local jurisdictions to create<br />

Complete Streets in our neighborhoods.<br />

Reviewing our accomplishments for the year was an affirming exercise<br />

for me and revealed our incredible progress for cyclists and our environment.<br />

It is easy to overlook the totality of what MCBC has achieved<br />

when the day-to-day activities of developing campaign strategies, writing<br />

articles, and coordinating events and volunteers fill our hours. I hope<br />

you too are inspired by all you have helped create!<br />

promotes our vision of a less congested,<br />

more connected and healthier <strong>Marin</strong><br />

with the help of you, our members.<br />

This 2005-06 <strong>Annual</strong> <strong>Report</strong> highlights<br />

some of our achievements and<br />

partners in our ongoing efforts to<br />

create improvements for bicyclists and<br />

pedestrians in our beautiful county.<br />

Share the Road<br />

Six free Basic Street Skills classes were held between September 2005<br />

and May 2006. 109 people attended; 39 had received traffic citations. As<br />

all bicycle traffic citation recipients reduce their fine to $50 via class attendance,<br />

there’s been a definite increase of attendees with citations.<br />

In July 2005, four Share the Road Checkpoints were held in Fairfax, Twin<br />

Cities, Sausalito, and Novato. 2,800 Share the Road educational flyers were<br />

distributed: 2,200 to motorists; 600 to bicyclists. Six police departments,<br />

California Highway Patrol, <strong>Marin</strong> <strong>County</strong> Sheriff’s Department, MCBC and<br />

Sausalito Volunteers in Public Safety staffed the Checkpoints.<br />

The new What is Share the Road? powerpoint was presented 12 times<br />

between July 2005 and June 2006 to a total of 252 people. Four presentations<br />

were public workshops seeking feedback about the powerpoint’s<br />

content; the remainder were provided to a cycling club, Rotary and Lions<br />

Clubs, Cities of Oakland and Berkeley employees, and Oakland’s Department<br />

of Public Works staff.<br />

Bike to Work Day<br />

Bike to Work Day promoted bicycling as healthy and fun transportation on<br />

May 18 during National Bike Month. 1,669 cyclists were counted at <strong>Marin</strong>’s<br />

14 morning energizer stations. The youngest commuter was five years old!<br />

Steve Cherry was selected as <strong>Marin</strong> Bike Commuter of the Year due to<br />

his 22 years of cycle commuting to his teaching job at White Hill School.<br />

The Team Bike Challenge encouraged bike commuters to recruit friends<br />

and co-workers to ride during May. <strong>Marin</strong>’s nine teams included: two from<br />

Guide Dogs for the Blind, two from the <strong>County</strong> of <strong>Marin</strong>, Drake High School<br />

staff, Bay Area Discovery Museum, Wildlife Works, MCBC, and the G Channel<br />

team. <strong>Marin</strong>’s winning team with 252 points (one per mile ridden) was<br />

“The <strong>Marin</strong> Planners.”<br />

<strong>Marin</strong>’s bike shops offered a first-time-ever Bike Month “Safety Check.”<br />

$10 bought a 10-minute bicycle safety check including tire inflation, chain<br />

lube, and a bike safety assessment to help cyclists prepare for Bike to<br />

Work Day.


Safe Routes To Schools<br />

The Safe Routes to Schools program organized an array of successful<br />

countywide walking and cycling events: International Walk to School Day had<br />

10,000 participants; Human Powered Parade in Fairfax attracted 100 participants;<br />

Ride N’ Seek treasure hunt in Samuel P. Taylor Park attracted 120<br />

players; Frequent Rider Miles Contest had 2,500 student participants.<br />

The program occurred in 40 schools, reaching 12,000 students via classes,<br />

rodeos and assemblies.<br />

Several Safe Routes to Schools engineering projects were awarded<br />

construction dollars from Caltrans grants this year.<br />

■ City of Novato: $108,000 for school-area warning signs and pavement<br />

markings and for a pathway on Vineyard Road.<br />

■ Town of Corte Madera: $104,000 to improve a pathway link on Lakeside<br />

Drive and install school-area warning signs and pavement markings at<br />

five schools.<br />

■ City of San Rafael: $159,000 for sidewalk gap closures and curb ramps,<br />

crosswalks and speed feedback signs near San Rafael High School.<br />

■ Town of Fairfax: $132,000 for Sir Francis Drake Blvd.-<strong>Marin</strong> Road-Oak<br />

Tree Lane improvements.<br />

Membership<br />

MCBC had 1157 total members as of June 30, 2006. 484 new members<br />

joined MCBC this fiscal year.<br />

MCBC and the <strong>Bicycle</strong> Trails Council developed a dual membership discount<br />

offer for April 1 to July 31. 136 people took advantage of the offer:<br />

46 joined MCBC; 90 renewed their membership.<br />

Wilderness Trail Bikes (WTB) and Transportation Alternatives for<br />

<strong>Marin</strong> (TAM) sponsored numerous new MCBC members. 56 new MCBC<br />

members joined at WTB/TAM’s October Fiesta Party; in November, 33 bike<br />

shop employees joined MCBC; in spring 2006, 84 members of ZteaM,<br />

Paradigm-Proman, Village Peddler, and Team Spine cycling teams became<br />

MCBC members.<br />

Also in spring 2006, Paradigm Cycles sponsored 37 Team Tam riders to<br />

become new MCBC members.


Long Term Projects in Motion<br />

Nonmotorized Transportation Pilot Program: MCBC is actively working<br />

with the <strong>County</strong> of <strong>Marin</strong> on the $25 million project and participates with the<br />

three other pilot programs on a national “working group” run by the Federal<br />

Highway Administration.<br />

Alto Tunnel Rehabilitation: The <strong>County</strong> of <strong>Marin</strong> has grant applications<br />

pending to complete a feasibility study for Alto Tunnel, to provide public<br />

outreach, engineering research and a cost estimate.<br />

Central <strong>Marin</strong> Ferry Connection Project: The Transportation Authority of<br />

<strong>Marin</strong> has indicated that it might be possible to “pull” this bike/ped project<br />

from the larger Greenbrae Coordinator Improvement Program Project. The<br />

Initial Project Study <strong>Report</strong> for Regional Measure 2 shows full funding ($8.5<br />

million) for the project.<br />

Cal Park Hill Tunnel: The project is fully funded and is being designed<br />

to accommodate a bike/ped pathway as well as accommodations for the<br />

SMART rail. The project is expected to go out to bid in 2007, with an opening<br />

date slated for the fall of 2008.<br />

Lincoln Hill Pathway: The <strong>County</strong>’s 2004 transportation sales tax provided<br />

funding for a pathway to parallel Lincoln Avenue. The project is fully funded<br />

and will go out to bid for construction in January 2007.<br />

SMART: The rail-with-trail project’s $0.25 cent sales tax ballot measure<br />

goes before voters in November 2007 and includes a total of $61 million in<br />

capital and operating costs for the North-South Greenway.<br />

Public Outreach<br />

Our Valet Bike Parking service was provided at 22 local events and parked<br />

3,000+ bicycles during our 2005 calendar year schedule.<br />

The 8th <strong>Annual</strong> Big Bike Bash membership party at the Mill Valley Community<br />

Center satisfied over 200 guests, raised $16,000 for MCBC and was<br />

made possible by in-kind donations from 99 contributors.<br />

MCBC participated in the February 2006 Tour of California bike race with<br />

bike parking, tabling, and a Bike Rodeo, provided a bicycle safety Yikes!<br />

assembly to 350 students in the Sausalito school district, and assisted<br />

with a bike giveaway to 70 lucky kids.


Advocacy Program Milestones<br />

JULY: MTC approves the use of Regional Measure 2 funds for the design of<br />

the Cal Park Hill Tunnel.<br />

• The first countywide bike route directional guide signs are installed.<br />

August: The federal transportation bill is approved and includes $25 million<br />

for <strong>Marin</strong> <strong>County</strong> to create a Nonmotorized Transportation Pilot Program.<br />

September: The Novato City Council approves bike lanes on Diablo Boulevard<br />

between Novato Boulevard and Center Street.<br />

• Caltrans reopens the bicycle path on the west side of the Greenbrae<br />

Interchange with improvements recommended by MCBC.<br />

October: MCBC organizes cyclists to attend a Greenbrae Corridor Improvement<br />

meeting. About 30% of the public comments were related to bicycle<br />

and pedestrian improvements and access including the Central <strong>Marin</strong> Ferry<br />

Connection Project.<br />

December: More than 60 cyclists and pedestrians attend a public meeting<br />

to support construction of the Cal Park Hill Tunnel and express support for<br />

the design features sought by MCBC.<br />

• Dozens of cyclists, pedestrians and advocates attend a public meeting<br />

regarding the proposed Lincoln Hill pathway, showing support for the project<br />

and asking for design revisions to connect to the Dominican community.<br />

January: MCBC submits 14 pages of comments on SMART’s Draft EIR.<br />

• MCBC appears in two cover stories in the <strong>Marin</strong> Independent Journal.<br />

• The <strong>Marin</strong> <strong>County</strong> Director of Public Works issues a new multi-modal transportation<br />

policy directive requiring all public works projects to consider<br />

the needs of bicyclists, pedestrians, the disabled, and transit safety.<br />

March: The Board of Supervisors approve a structure for <strong>Marin</strong>’s Nonmotorized<br />

Transportation Pilot Program which includes input from MCBC.<br />

April: Fairfax awards a construction contract for the Safe Routes Manor<br />

Circle Bridge.<br />

May: More than 50 bicyclists participate in the MCBC’s North-South Greenway<br />

Tour which included speeches from Supervisors Susan Adams, Steve<br />

Kinsey, and Charles McGlashan.<br />

• More than 50 bicyclists attend a public meeting about the Cal Park Hill<br />

Tunnel and ask for 24-hour access.<br />

June: SMART finalizes its expenditure plan for the November 2006 $0.25 cent<br />

transportation sales tax and votes to include $46 million in capital expenses<br />

for the North-South Greenway plus $15 million for pathway maintenance and<br />

operations.<br />

• SMART’s final Environmental Impact <strong>Report</strong> is released and estimates that<br />

7,000 bicyclists will use the pathway on weekdays, with 10,000 riders<br />

using the pathway on weekends.<br />

• Fifteen bicyclists attend and speak at the Transportation Authority of <strong>Marin</strong>’s<br />

meeting to highlight the need for maintenance funding for the North-South<br />

Greenway portions not managed by SMART. TAM votes to reserve a portion<br />

of Measure A funds and to do a survey of maintenance needs.<br />

• The <strong>Marin</strong> <strong>County</strong> Board of Supervisors approves a $940,563 design contract<br />

for Cal Park Hill Tunnel to bring the project from 60% to 100% design.<br />

• The Metropolitan Transportation Commission approves a “complete streets”<br />

policy requiring that all funding that goes through the agency is used on<br />

projects that have considered the needs of bicyclists and pedestrians.
