Upstream Efforts Result
in Ongoing Improvements
Transportation funding was a hot topic for cyclists this past fiscal year, as the federal
transportation bill was debated in Congress for months on end with MCBC, state
and national bike organizations weighing in. The final bill was disappointing in its
treatment of the programs that fund pedestrian and bicycle projects. The Transportation
Enhancements, Safe Routes to School, and Recreational Trails programs
were combined into a new “Transportation Alternatives” program that cuts funding
by about a third. On the bright side, US Secretary of Transportation Ray LaHood
gave special kudos to MCBC in a public statement about our participation in and
help with the final report for the Nonmotorized Transportation Pilot Program.
MCBC was also active in the “One Bay Area” process that will create the region’s
future guide to jobs, housing and transportation investments.
MCBC’s extensive lobbying “upstream” for adequate planning polices and funding
at all levels have routinely paid high dividends for expanding Marin’s cycling
network, and this past year was no different. San Rafael’s SMART Station Area
Plan now includes the option of transforming Tamalpais Ave. between 2nd and
Mission Streets, the safest route already well used by cyclists, for a separated
multiuse facility. New “Cal Park Tunnel and Pathway” signs have been installed to
help the public find and use this hidden gem. The long-awaited Tennessee Valley
Pathway construction began and will provide a new pathway along Coyote Creek
for safer access between the Mill Valley-Sausalito Pathway and the Tam Valley
Community Center at Marin Avenue.
MCBC’s most significant feat of the past year was the launch of our Off-Road
Program in January 2012. Its top three goals include more trail access for mountain
bikers, improved trail etiquette for all users, and increased trail/land stewardship.
The list of critical projects grew so quickly that we developed a five-year
program strategy to prioritize and manage them. I am excited about the swell of
community interest that has emerged after we embraced this program – we will
need a united voice to change old attitudes towards shared land use of Marin’s
treasured open space.
And finally, I want to acknowledge the refreshing change our governing Board has
undergone with the addition of four new Directors in April 2012 who have brought
new energy, passion, perspectives, talents and a shared desire to invest in our
growth through improved fundraising and marketing strategies. When MCBC celebrates
its 15th birthday in 2013, expect more positive change for cyclists in Marin!

ADVOCACY HIGHLIGHTS
SMART
• MCBC worked to get the SMART multiuse pathway
constructed, and to seek funds for the pathway’s funding
shortfall.
ALTO TUNNEL
• MCBC worked with County of Marin to ensure that
$600,000 in Nonmotorized Transportation Pilot Program
funds were allocated for a property study and
geotechnical study of the tunnel. This research will
more accurately determine property lines and ownership
above the tunnel, and the condition inside the tunnel, all
of which will help develop a more accurate cost estimate
for re-opening the tunnel for bike/ped use.
BIKE PARKING
• MCBC provided the County of Marin and the incorporated
cities and towns with extensive program and technical
assistance to implement a $250,000 bike parking program
that increased secure and accessible bike parking
countywide. During the first 6 months of 2012, MCBC
helped the county with planning for the installation of
1002 new bike parking spaces throughout Marin.
CENTRAL MARIN FERRY CONNECTION
• MCBC worked with the Transportation Authority of
Marin (TAM) and resource agencies to ensure that this
bike/ped bridge project over Sir Francis Drake Blvd near
Larkspur Landing moves forward on schedule. MCBC
provided public comment to the Bay Conservation and
Development Commission and communicated with the
Regional Water Quality Control Board to request the
necessary permits. MCBC supported public outreach at
key meetings and efforts to ensure full project funding.
GREENBRAE CORRIDOR
IMPROVEMENT PROJECTS
• Late in the fiscal year, MCBC launched an effort to have
the bike/ped overcrossing at Lucky Drive replaced as
part of this $147 million freeway project. The current
plan by TAM is to remove the structure and not replace
it. MCBC will pursue designs and ideas to ensure the
overcrossing is replaced.
ROAD REPAIRS
• MCBC functioned as a liaison between all 12 Marin
jurisdictions to help ensure safe conditions for cyclists.
We supported efforts to identify and report hazardous
conditions on roadways including overhanging vegetation,
roadway debris, potholes, and worked to resolve
problems.

ADVOCACY HIGHLIGHTS
SONOMA-MARIN NARROWS
• MCBC worked with TAM to develop communication
plans for Hwy 101 construction work between Novato and
Petaluma. The section of freeway between San Antonio
Road and north Novato currently permits cyclists on the
shoulder, and will be closed as of March 2013 for up to
one year. New bike/ped facilities being built as part of
the project will provide a safer way of traveling between
Marin and Sonoma Counties along the Hwy 101 corridor.
TAM VALLEY
• MCBC worked with local residents, Caltrans and the
County of Marin to help resolve serious bicycle and
pedestrian safety problems in the Tam Junction area.
MCBC supported efforts that have resulted in $175,000
of federal funds to the area for a bicycle safety study,
in addition to Caltrans agreeing to conduct a study on
pedestrian safety.
ONE BAY AREA GRANT (OBAG)
• MCBC wrote letters of support and worked with most of
Marin’s jurisdictions to encourage applications for OBAG
funds for bike/ped projects throughout the County.
REGIONAL FUNDING / COMPLETE STREETS
• MCBC worked to ensure that bike/ped funding from
the San Francisco bay region (through the Metropolitan
Transportation Commission), state and federal sources
were maintained. Our work focused primarily on ensuring
that MTC’s Complete Streets policy requirement
would be adequate to ensure that bike/ped projects
would be completed when One Bay Area Grant funds
were used by Marin County and our cities and towns.
PILOT PROGRAM
• MCBC worked with the County of Marin to prioritize the
programming of the final Nonmotorized Transportation
Pilot Program funds, some of which went to the property
and geotechnical studies for Alto Tunnel, amongst several
other important bike/ped projects throughout Marin.
VISTA POINT TRAIL
• MCBC worked with the San Francisco Bay Trail and the
National Park Service on opening Vista Point Road on the
north-east side of the Golden Gate Bridge (just below
Vista Point). This facility, once opened, will provide a safe,
traffic-free route under the bridge, as an alternative to
Alexander Road, which is narrow with fast moving traffic.

PROGRAM CURRICULUM
• The 2 nd , 4 th and 6 th grade classes were revised to be more
age appropriate and interactive.
• The Pedal Power assembly was revised to include more
safety issues and was performed at San Domenico.
• A new Green Curriculum Guide was created with classroom
sessions and field trips focused on:
✏ Mapping skills with historical transportation information
✏ The Cost of Transportation to assist in making travel
mode choices
✏ What Do I Stand For? to explore student values and
their willingness to take action by using green transportation
✏ Travel Journal – a two week travel method exploration
✏ History of Transportation in Marin to understand how
the choices we make today will affect our lives and
our planet tomorrow
PROJECTS FUNDED OR BUILT
• Wade Thomas in San Anselmo and Tam Valley in Mill
Valley got new sidewalks at the beginning of the 2011
school year.
• The Fairfax Bike Spine project was built with TAM funding;
Doherty Drive got new bike lanes and sidewalks.
• The City of Mill Valley was awarded $450,000 to construct
a multi-use pathway connecting Miller Ave. with
the existing multi-use pathway to Camino Alto.

SAFE ROUTES TO SCHOOLS
PROJECTS FUNDED OR BUILT (CONT.)
• The City of Novato was awarded a $441,600 Safe Routes
to Schools grant to construct paths along school perimeters,
sidewalks, bulb-outs, and install crosswalks and
separated bike lanes from Lynwood Dr. between Sunset
Pkwy. and the Lynwood School. Improvements are also
to be constructed at Vineyard Rd. and Mill Rd.. These
projects will benefit Lynwood Elementary and Sinaloa
Middle School.
10-YEAR SAFE ROUTES TO SCHOOLS PROGRAM
SUMMARY REPORT
• In 2000, there were nine schools participating in Safe
Routes to Schools; today, there are 52 schools.
• Since the program began, there has been an 8% mode
shift countywide from single-student car trips to walking,
bicycling, riding public transit, and carpooling to/
from schools.
• Launched in 2009, the Green Ways to School Campaign
proved to be a success through spring 2011. During this
time, there was an overall 4% increase in green trips to
school, and schools participating in the Green Ways to
School Program demonstrated a higher increase of 6%.
• Over 100 Safe Routes to Schools infrastructure projects,
totaling more than $17 million, have been constructed
or are currently under design.
• Nearly 2,000 families have enrolled in SchoolPool Marin
or taken the Green Ways to School pledge, representing
71 schools across the County.
• Street Smarts Marin was pilot-tested in 2008 in three
communities. The program has now been expanded into
nine out of 11 County jurisdictions.
• Marin’s Crossing Guard program currently deploys
trained school crossing guards at over 75 locations
throughout the County.
• Twenty-one schools have exceeded the countywide
average since joining SR2S. Old Mill and Tam Valley
elementary schools in Mill Valley and Bacich Elementary
in Kentfield, for example, have increased the number of
green trips to/from their school by over 20%.
• According to the most recent parent survey, over 25%
of families changed their travel mode because of SR2S.

MEMBERSHIP HIGHLIGHTS
• 1,300 members renewed
• 394 new members joined
• 800 additional contributions received through rides,
programs and events
MEMBERSHIP ACTIVITIES
• Tour de Marin 2100 – MCBC launched its first organized
road ride in July 2011 in partnership with Whole Foods
Market. Tour de Marin exceeded our expectations in
both participants (300) and dollars raised ($11,424).
• Marin Century - We received 54 memberships through
the online registration special offer and engaged with the
event’s 2,800 riders at MCBC’s hosted Nicasio rest stop.
• At Biketoberfest we hosted 16 brewers and over 40
exhibitors for 5,000 attendees who enjoyed a day of
bikes, beer and food, and raised $44,000 for bicycle
advocacy.
• Cranksgiving, coordinated with The Bicycle Works, collected
978 pounds of food for the Food Bank at Thanksgiving.
• MCBC hosted a successful Off-Road Public Forum
in November 2011 for 70 participants. They provided
valuable feedback that helped determine the priorities
of our new Off-Road Program, which was launched in
January 2012.
• 2011 Annual Fund Campaign raised $10,696 in response
to a $7,000 matching grant from the Marin Cyclists.
• MCBC partnered with the NorCal High School Cycling
League on the third annual Dirt Roll mountain bike ride
and fundraiser in March 2012. 75 participants rode with
mountain bike legends Mark Weir, Otis Guy, Joe Breeze
and Jim Jacobsen.
• MCBC partnered with the Drake and Redwood NorCal
High School Cycling League teams on the Marin premier
of Pedal Driven, a Bikeumentary on March 22 at the Lark
Theater. Over 300 people saw the movie which raised
$4,000 for MCBC and the Drake and Redwood teams.
• On Bike to Work Day MCBC recruited 14 new members
as 4,084 bicyclists visited 17 energizer stations in Marin.
• The 680 Trail officially opened for multiuse on May
19 after many years of hard work -- including planning,
design, environmental compliance, and construction.
MCBC brought out many cyclists to the celebration high
in the hills above San Anselmo and Fairfax.
• Tour de Marin 2012 - Our second ride took place in May
2012 with another relaxed West Marin route, and grew
to 400 participants and raised $16,500.

MEMBERSHIP HIGHLIGHTS
• MCBC’s third annual Bike Locally Challenge launched
in may with six new riders and a family fitted with bikes
and accessories. Participants included Anil Comelo (San
Rafael), Bilkis Bharuch (Sausalito), Brian Jones (San Rafael),
Greg Bernson (Fairfax), Tamara Muizelaar (Novato),
Viktoriya Wise (San Rafael) and the Brown family (Fairfax)
on a cargo bike. These riders shared their obstacles,
solutions and actual local bike trips through blogs and
articles to inspire others to give biking a try.
ROAD ADVOCACY
• MCBC participated in two ribbon cutting ceremonies,
including the reopening of the Corte Madera Creek Multiuse
Pathway and the new Enfrente Multi-use Pathway
in Novato.
• MCBC’s Business Sponsors grew by 20% in 2012 with
several new sponsors including Marin Bikes, Breezer
Bikes, Cannondale Bicycles, Good Earth Natural Foods
and Zinn Law Firm.

SHARE THE ROAD 2012
BIKE TO WORK DAY (BTWD)
• On May 10, 2012 over 4,000 cyclists visited 17 Marin
County Energizer Stations. Bike to Work Day in the Bay
Area reported a 20% increase in bicycle traffic. The
Team Bike Challenge also reported an increase of over
25% participation and a 30% increase of actual miles
biked compared to 2011.
• National Safe Routes to Schools announced a new annual
Bike to School Day in conjunction with BTWD; many
schools joined in the celebrations and contributed to
the ever increasing number of cyclists at many stations.
MCBC was pleased to award Terry Seaton as Marin’s Bike
Commuter of the Year. Terry works at Kaiser Permeate
in Terra Linda and cycles from Corte Madera daily.
BASIC STREET SKILLS
• MCBC hosted 6 classes with a total of 141 cyclists registered;
91 attended for cycling citations and 25 for
education. Classes were conducted in four communities,
providing greater accessibility by local residents.
The Sausalito Police Department requested classes to
increase bike education opportunities for Sausalito residents
and visitors. Kaiser Permanente sponsored a class
to provide education to Kaiser employees and members.
CHECKPOINTS
• MCBC partnered with the Fairfax Police Department,
Marin County Sheriff’s Office and the California Hwy
Patrol for an early fall 2011 safety checkpoint. A total of
600 residents and visitors to Fairfax received our “Let’s
be Part of the Solution” safety handout addressing the
concerns and responsibilities of all road users. In the
last two years law enforcement agencies have not been
requesting Checkpoints; MCBC believes this is due in
part to the many recent department budget cuts.
WOMEN ON WHEELS
• The summer 2011 Women on Wheels workshop series
included four workshop sessions: Basic Street Skills,
Bicycle Handling, Gearing and Hills, and Basic Bike Maintenance.
The series was attended by 39 female riders.
The spring 2012 classes attracted 28 participants, consisting
of many new female cyclists as well as previous
year attendees looking to learn more and practice their
skills. A new workshop, Century/Endurance and Ride
Preparation, was added to the spring series, which taught
women how to prepare and train for longer distance rides.

OFF-ROAD PROGRAM HIGHLIGHTS
PROGRAM LAUNCH
• New Off-Road Program began with hiring Erik Schmidt in
January 2012 as part time manager of the new activities.
MARIN COUNTY PARKS SALES TAX INITIATIVE
• Extensive planning and detailed recommendations for,
and endorsement of the November 2012 ballot measure.
MARIN COUNTY PARKS ROAD AND TRAIL MAN-
AGEMENT PLAN (RTMP)
• Public meeting participation and submission of detailed
trail projects and other recommendations for this important
plan to guide management of all roads and trails in
the County’s 34 open space preserves.
CHINA CAMP STATE PARK
• Support for and partnership with Friends of China Camp’s
successful community effort to prevent park closure
following state budget cuts.
NEW 680 TRAIL
• Volunteer labor, promotion and support for multiuse
trail opened May 2012; connects Loma Alta and Terra
Linda-Sleepy Hollow Preserves.
STAFFORD LAKE BIKE PARK
• Fundraising and planning support for first-of-its-kind
proposed off-road bike skills and jumps park in Novato.
VOLUNTEER EVENTS
• Promoted and participated in trail and habitat volunteer
work days at County Parks and MMWD sites, bringing
out 30+ mountain biking volunteers.
THANKSGIVING DAY APPETITE RIDE
• Planning and support for 2011 and 2012 closure of Repack
Fire Road and re-routing to avoid Cascade Canyon steelhead
habitat, with proposed future bike access improvements.
MCBC received kudos from land managers and
environmental organizations for achieving 100% compliance
from the mountain bike community.
TRAILS AND ROADS ACCESS DATA
• Compiled complete statistics about bike access on all
Marin public lands.
