PROMOTING SAFE BICYCLING FOR EVERYDAY TRANSPORTATION & RECREATION
Upstream Efforts Result<br />
in Ongoing Improvements<br />
Transportation funding was a hot topic for cyclists this past fiscal year, as the federal<br />
transportation bill was debated in Congress for months on end with MCBC, state<br />
and national bike organizations weighing in. The final bill was disappointing in its<br />
treatment of the programs that fund pedestrian and bicycle projects. The Transportation<br />
Enhancements, Safe Routes to School, and Recreational Trails programs<br />
were combined into a new “Transportation Alternatives” program that cuts funding<br />
by about a third. On the bright side, US Secretary of Transportation Ray LaHood<br />
gave special kudos to MCBC in a public statement about our participation in and<br />
help with the final report for the Nonmotorized Transportation Pilot Program.<br />
MCBC was also active in the “One Bay Area” process that will create the region’s<br />
future guide to jobs, housing and transportation investments.<br />
MCBC’s extensive lobbying “upstream” for adequate planning polices and funding<br />
at all levels have routinely paid high dividends for expanding <strong>Marin</strong>’s cycling<br />
network, and this past year was no different. San Rafael’s SMART Station Area<br />
Plan now includes the option of transforming Tamalpais Ave. between 2nd and<br />
Mission Streets, the safest route already well used by cyclists, for a separated<br />
multiuse facility. New “Cal Park Tunnel and Pathway” signs have been installed to<br />
help the public find and use this hidden gem. The long-awaited Tennessee Valley<br />
Pathway construction began and will provide a new pathway along Coyote Creek<br />
for safer access between the Mill Valley-Sausalito Pathway and the Tam Valley<br />
Community Center at <strong>Marin</strong> Avenue.<br />
MCBC’s most significant feat of the past year was the launch of our Off-Road<br />
Program in January 2012. Its top three goals include more trail access for mountain<br />
bikers, improved trail etiquette for all users, and increased trail/land stewardship.<br />
The list of critical projects grew so quickly that we developed a five-year<br />
program strategy to prioritize and manage them. I am excited about the swell of<br />
community interest that has emerged after we embraced this program – we will<br />
need a united voice to change old attitudes towards shared land use of <strong>Marin</strong>’s<br />
treasured open space.<br />
And finally, I want to acknowledge the refreshing change our governing Board has<br />
undergone with the addition of four new Directors in April 2012 who have brought<br />
new energy, passion, perspectives, talents and a shared desire to invest in our<br />
growth through improved fundraising and marketing strategies. When MCBC celebrates<br />
its 15th birthday in 2013, expect more positive change for cyclists in <strong>Marin</strong>!<br />

ADVOCACY HIGHLIGHTS<br />
SMART<br />
• MCBC worked to get the SMART multiuse pathway<br />
constructed, and to seek funds for the pathway’s funding<br />
shortfall.<br />
ALTO TUNNEL<br />
• MCBC worked with <strong>County</strong> of <strong>Marin</strong> to ensure that<br />
$600,000 in Nonmotorized Transportation Pilot Program<br />
funds were allocated for a property study and<br />
geotechnical study of the tunnel. This research will<br />
more accurately determine property lines and ownership<br />
above the tunnel, and the condition inside the tunnel, all<br />
of which will help develop a more accurate cost estimate<br />
for re-opening the tunnel for bike/ped use.<br />
BIKE PARKING<br />
• MCBC provided the <strong>County</strong> of <strong>Marin</strong> and the incorporated<br />
cities and towns with extensive program and technical<br />
assistance to implement a $250,000 bike parking program<br />
that increased secure and accessible bike parking<br />
countywide. During the first 6 months of 2012, MCBC<br />
helped the county with planning for the installation of<br />
1002 new bike parking spaces throughout <strong>Marin</strong>.<br />
CENTRAL MARIN FERRY CONNECTION<br />
• MCBC worked with the Transportation Authority of<br />
<strong>Marin</strong> (TAM) and resource agencies to ensure that this<br />
bike/ped bridge project over Sir Francis Drake Blvd near<br />
Larkspur Landing moves forward on schedule. MCBC<br />
provided public comment to the Bay Conservation and<br />
Development Commission and communicated with the<br />
Regional Water Quality Control Board to request the<br />
necessary permits. MCBC supported public outreach at<br />
key meetings and efforts to ensure full project funding.<br />
GREENBRAE CORRIDOR<br />
IMPROVEMENT PROJECTS<br />
• Late in the fiscal year, MCBC launched an effort to have<br />
the bike/ped overcrossing at Lucky Drive replaced as<br />
part of this $147 million freeway project. The current<br />
plan by TAM is to remove the structure and not replace<br />
it. MCBC will pursue designs and ideas to ensure the<br />
overcrossing is replaced.<br />
ROAD REPAIRS<br />
• MCBC functioned as a liaison between all 12 <strong>Marin</strong><br />
jurisdictions to help ensure safe conditions for cyclists.<br />
We supported efforts to identify and report hazardous<br />
conditions on roadways including overhanging vegetation,<br />
roadway debris, potholes, and worked to resolve<br />
problems.<br />

ADVOCACY HIGHLIGHTS<br />
SONOMA-MARIN NARROWS<br />
• MCBC worked with TAM to develop communication<br />
plans for Hwy 101 construction work between Novato and<br />
Petaluma. The section of freeway between San Antonio<br />
Road and north Novato currently permits cyclists on the<br />
shoulder, and will be closed as of March 2013 for up to<br />
one year. New bike/ped facilities being built as part of<br />
the project will provide a safer way of traveling between<br />
<strong>Marin</strong> and Sonoma Counties along the Hwy 101 corridor.<br />
TAM VALLEY<br />
• MCBC worked with local residents, Caltrans and the<br />
<strong>County</strong> of <strong>Marin</strong> to help resolve serious bicycle and<br />
pedestrian safety problems in the Tam Junction area.<br />
MCBC supported efforts that have resulted in $175,000<br />
of federal funds to the area for a bicycle safety study,<br />
in addition to Caltrans agreeing to conduct a study on<br />
pedestrian safety.<br />
ONE BAY AREA GRANT (OBAG)<br />
• MCBC wrote letters of support and worked with most of<br />
<strong>Marin</strong>’s jurisdictions to encourage applications for OBAG<br />
funds for bike/ped projects throughout the <strong>County</strong>.<br />
REGIONAL FUNDING / COMPLETE STREETS<br />
• MCBC worked to ensure that bike/ped funding from<br />
the San Francisco bay region (through the Metropolitan<br />
Transportation Commission), state and federal sources<br />
were maintained. Our work focused primarily on ensuring<br />
that MTC’s Complete Streets policy requirement<br />
would be adequate to ensure that bike/ped projects<br />
would be completed when One Bay Area Grant funds<br />
were used by <strong>Marin</strong> <strong>County</strong> and our cities and towns.<br />
PILOT PROGRAM<br />
• MCBC worked with the <strong>County</strong> of <strong>Marin</strong> to prioritize the<br />
programming of the final Nonmotorized Transportation<br />
Pilot Program funds, some of which went to the property<br />
and geotechnical studies for Alto Tunnel, amongst several<br />
other important bike/ped projects throughout <strong>Marin</strong>.<br />
VISTA POINT TRAIL<br />
• MCBC worked with the San Francisco Bay Trail and the<br />
National Park Service on opening Vista Point Road on the<br />
north-east side of the Golden Gate Bridge (just below<br />
Vista Point). This facility, once opened, will provide a safe,<br />
traffic-free route under the bridge, as an alternative to<br />
Alexander Road, which is narrow with fast moving traffic.<br />

PROGRAM CURRICULUM<br />
• The 2 nd , 4 th and 6 th grade classes were revised to be more<br />
age appropriate and interactive.<br />
• The Pedal Power assembly was revised to include more<br />
safety issues and was performed at San Domenico.<br />
• A new Green Curriculum Guide was created with classroom<br />
sessions and field trips focused on:<br />
✏ Mapping skills with historical transportation information<br />
✏ The Cost of Transportation to assist in making travel<br />
mode choices<br />
✏ What Do I Stand For? to explore student values and<br />
their willingness to take action by using green transportation<br />
✏ Travel Journal – a two week travel method exploration<br />
✏ History of Transportation in <strong>Marin</strong> to understand how<br />
the choices we make today will affect our lives and<br />
our planet tomorrow<br />
PROJECTS FUNDED OR BUILT<br />
• Wade Thomas in San Anselmo and Tam Valley in Mill<br />
Valley got new sidewalks at the beginning of the 2011<br />
school year.<br />
• The Fairfax Bike Spine project was built with TAM funding;<br />
Doherty Drive got new bike lanes and sidewalks.<br />
• The City of Mill Valley was awarded $450,000 to construct<br />
a multi-use pathway connecting Miller Ave. with<br />
the existing multi-use pathway to Camino Alto.<br />

PROJECTS FUNDED OR BUILT (CONT.)<br />
• The City of Novato was awarded a $441,600 Safe Routes<br />
to Schools grant to construct paths along school perimeters,<br />
sidewalks, bulb-outs, and install crosswalks and<br />
separated bike lanes from Lynwood Dr. between Sunset<br />
Pkwy. and the Lynwood School. Improvements are also<br />
to be constructed at Vineyard Rd. and Mill Rd.. These<br />
projects will benefit Lynwood Elementary and Sinaloa<br />
Middle School.<br />
10-YEAR SAFE ROUTES TO SCHOOLS PROGRAM<br />
SUMMARY <strong>REPORT</strong><br />
• In 2000, there were nine schools participating in Safe<br />
Routes to Schools; today, there are 52 schools.<br />
• Since the program began, there has been an 8% mode<br />
shift countywide from single-student car trips to walking,<br />
bicycling, riding public transit, and carpooling to/<br />
from schools.<br />
• Launched in 2009, the Green Ways to School Campaign<br />
proved to be a success through spring 2011. During this<br />
time, there was an overall 4% increase in green trips to<br />
school, and schools participating in the Green Ways to<br />
School Program demonstrated a higher increase of 6%.<br />
• Over 100 Safe Routes to Schools infrastructure projects,<br />
totaling more than $17 million, have been constructed<br />
or are currently under design.<br />
• Nearly 2,000 families have enrolled in SchoolPool <strong>Marin</strong><br />
or taken the Green Ways to School pledge, representing<br />
71 schools across the <strong>County</strong>.<br />
• Street Smarts <strong>Marin</strong> was pilot-tested in 2008 in three<br />
communities. The program has now been expanded into<br />
nine out of 11 <strong>County</strong> jurisdictions.<br />
• <strong>Marin</strong>’s Crossing Guard program currently deploys<br />
trained school crossing guards at over 75 locations<br />
throughout the <strong>County</strong>.<br />
• Twenty-one schools have exceeded the countywide<br />
average since joining SR2S. Old Mill and Tam Valley<br />
elementary schools in Mill Valley and Bacich Elementary<br />
in Kentfield, for example, have increased the number of<br />
green trips to/from their school by over 20%.<br />
• According to the most recent parent survey, over 25%<br />
of families changed their travel mode because of SR2S.<br />

MEMBERSHIP HIGHLIGHTS<br />
• 1,300 members renewed<br />
• 394 new members joined<br />
• 800 additional contributions received through rides,<br />
programs and events<br />
MEMBERSHIP ACTIVITIES<br />
• Tour de <strong>Marin</strong> 2100 – MCBC launched its first organized<br />
road ride in July 2011 in partnership with Whole Foods<br />
Market. Tour de <strong>Marin</strong> exceeded our expectations in<br />
both participants (300) and dollars raised ($11,424).<br />
• <strong>Marin</strong> Century - We received 54 memberships through<br />
the online registration special offer and engaged with the<br />
event’s 2,800 riders at MCBC’s hosted Nicasio rest stop.<br />
• At Biketoberfest we hosted 16 brewers and over 40<br />
exhibitors for 5,000 attendees who enjoyed a day of<br />
bikes, beer and food, and raised $44,000 for bicycle<br />
advocacy.<br />
• Cranksgiving, coordinated with The <strong>Bicycle</strong> Works, collected<br />
978 pounds of food for the Food Bank at Thanksgiving.<br />
• MCBC hosted a successful Off-Road Public Forum<br />
in November 2011 for 70 participants. They provided<br />
valuable feedback that helped determine the priorities<br />
of our new Off-Road Program, which was launched in<br />
January 2012.<br />
• 2011 Annual Fund Campaign raised $10,696 in response<br />
to a $7,000 matching grant from the <strong>Marin</strong> Cyclists.<br />
• MCBC partnered with the NorCal High School Cycling<br />
League on the third annual Dirt Roll mountain bike ride<br />
and fundraiser in March 2012. 75 participants rode with<br />
mountain bike legends Mark Weir, Otis Guy, Joe Breeze<br />
and Jim Jacobsen.<br />
• MCBC partnered with the Drake and Redwood NorCal<br />
High School Cycling League teams on the <strong>Marin</strong> premier<br />
of Pedal Driven, a Bikeumentary on March 22 at the Lark<br />
Theater. Over 300 people saw the movie which raised<br />
$4,000 for MCBC and the Drake and Redwood teams.<br />
• On Bike to Work Day MCBC recruited 14 new members<br />
as 4,084 bicyclists visited 17 energizer stations in <strong>Marin</strong>.<br />
• The 680 Trail officially opened for multiuse on May<br />
19 after many years of hard work -- including planning,<br />
design, environmental compliance, and construction.<br />
MCBC brought out many cyclists to the celebration high<br />
in the hills above San Anselmo and Fairfax.<br />
• Tour de <strong>Marin</strong> 2012 - Our second ride took place in May<br />
2012 with another relaxed West <strong>Marin</strong> route, and grew<br />
to 400 participants and raised $16,500.<br />

MEMBERSHIP HIGHLIGHTS<br />
• MCBC’s third annual Bike Locally Challenge launched<br />
in may with six new riders and a family fitted with bikes<br />
and accessories. Participants included Anil Comelo (San<br />
Rafael), Bilkis Bharuch (Sausalito), Brian Jones (San Rafael),<br />
Greg Bernson (Fairfax), Tamara Muizelaar (Novato),<br />
Viktoriya Wise (San Rafael) and the Brown family (Fairfax)<br />
on a cargo bike. These riders shared their obstacles,<br />
solutions and actual local bike trips through blogs and<br />
articles to inspire others to give biking a try.<br />
ROAD ADVOCACY<br />
• MCBC participated in two ribbon cutting ceremonies,<br />
including the reopening of the Corte Madera Creek Multiuse<br />
Pathway and the new Enfrente Multi-use Pathway<br />
in Novato.<br />
• MCBC’s Business Sponsors grew by 20% in 2012 with<br />
several new sponsors including <strong>Marin</strong> Bikes, Breezer<br />
Bikes, Cannondale <strong>Bicycle</strong>s, Good Earth Natural Foods<br />
and Zinn Law Firm.<br />

SHARE THE ROAD 2012<br />
BIKE TO WORK DAY (BTWD)<br />
• On May 10, 2012 over 4,000 cyclists visited 17 <strong>Marin</strong><br />
<strong>County</strong> Energizer Stations. Bike to Work Day in the Bay<br />
Area reported a 20% increase in bicycle traffic. The<br />
Team Bike Challenge also reported an increase of over<br />
25% participation and a 30% increase of actual miles<br />
biked compared to 2011.<br />
• National Safe Routes to Schools announced a new annual<br />
Bike to School Day in conjunction with BTWD; many<br />
schools joined in the celebrations and contributed to<br />
the ever increasing number of cyclists at many stations.<br />
MCBC was pleased to award Terry Seaton as <strong>Marin</strong>’s Bike<br />
Commuter of the Year. Terry works at Kaiser Permeate<br />
in Terra Linda and cycles from Corte Madera daily.<br />
BASIC STREET SKILLS<br />
• MCBC hosted 6 classes with a total of 141 cyclists registered;<br />
91 attended for cycling citations and 25 for<br />
education. Classes were conducted in four communities,<br />
providing greater accessibility by local residents.<br />
The Sausalito Police Department requested classes to<br />
increase bike education opportunities for Sausalito residents<br />
and visitors. Kaiser Permanente sponsored a class<br />
to provide education to Kaiser employees and members.<br />
CHECKPOINTS<br />
• MCBC partnered with the Fairfax Police Department,<br />
<strong>Marin</strong> <strong>County</strong> Sheriff’s Office and the California Hwy<br />
Patrol for an early fall 2011 safety checkpoint. A total of<br />
600 residents and visitors to Fairfax received our “Let’s<br />
be Part of the Solution” safety handout addressing the<br />
concerns and responsibilities of all road users. In the<br />
last two years law enforcement agencies have not been<br />
requesting Checkpoints; MCBC believes this is due in<br />
part to the many recent department budget cuts.<br />
WOMEN ON WHEELS<br />
• The summer 2011 Women on Wheels workshop series<br />
included four workshop sessions: Basic Street Skills,<br />
<strong>Bicycle</strong> Handling, Gearing and Hills, and Basic Bike Maintenance.<br />
The series was attended by 39 female riders.<br />
The spring 2012 classes attracted 28 participants, consisting<br />
of many new female cyclists as well as previous<br />
year attendees looking to learn more and practice their<br />
skills. A new workshop, Century/Endurance and Ride<br />
Preparation, was added to the spring series, which taught<br />
women how to prepare and train for longer distance rides.<br />

OFF-ROAD PROGRAM HIGHLIGHTS<br />
PROGRAM LAUNCH<br />
• New Off-Road Program began with hiring Erik Schmidt in<br />
January 2012 as part time manager of the new activities.<br />
MARIN COUNTY PARKS SALES TAX INITIATIVE<br />
• Extensive planning and detailed recommendations for,<br />
and endorsement of the November 2012 ballot measure.<br />
MARIN COUNTY PARKS ROAD AND TRAIL MAN-<br />
AGEMENT PLAN (RTMP)<br />
• Public meeting participation and submission of detailed<br />
trail projects and other recommendations for this important<br />
plan to guide management of all roads and trails in<br />
the <strong>County</strong>’s 34 open space preserves.<br />
CHINA CAMP STATE PARK<br />
• Support for and partnership with Friends of China Camp’s<br />
successful community effort to prevent park closure<br />
following state budget cuts.<br />
NEW 680 TRAIL<br />
• Volunteer labor, promotion and support for multiuse<br />
trail opened May 2012; connects Loma Alta and Terra<br />
Linda-Sleepy Hollow Preserves.<br />
STAFFORD LAKE BIKE PARK<br />
• Fundraising and planning support for first-of-its-kind<br />
proposed off-road bike skills and jumps park in Novato.<br />
VOLUNTEER EVENTS<br />
• Promoted and participated in trail and habitat volunteer<br />
work days at <strong>County</strong> Parks and MMWD sites, bringing<br />
out 30+ mountain biking volunteers.<br />
THANKSGIVING DAY APPETITE RIDE<br />
• Planning and support for 2011 and 2012 closure of Repack<br />
Fire Road and re-routing to avoid Cascade Canyon steelhead<br />
habitat, with proposed future bike access improvements.<br />
MCBC received kudos from land managers and<br />
environmental organizations for achieving 100% compliance<br />
from the mountain bike community.<br />
TRAILS AND ROADS ACCESS DATA<br />
• Compiled complete statistics about bike access on all<br />
<strong>Marin</strong> public lands.<br />
