ADVOCACY DAY
Stand Up & Be Heard
As we journey toward the celebration of the Risen Lord,
may we remember,
Beyond sin there is love inexhaustible,
Beyond death there is life unimaginable,
Beyond brokenness there is forgiveness incomprehensible,
Beyond betrayal there is grace poured out eternally,
May we remember and give thanks.

to ERR is human,
to FORGIVE, divine.
Applying Just Culture to Our Policies and Procedures
SACRED HEART HOSPITAL RECENTLY ADOPTED A JUST CULTURE
PHILOSOPHY. THE TERM “JUST CULTURE” REFERS TO EFFORTS AS
AN ORGANIZATION TO BE “JUST”, TO BE FAIR, WITH ALL OF OUR
COLLEAGUES. WE SEEK THIS FAIRNESS WHILE ACKNOWLEDGING WE
WILL MAKE OCCASIONAL HUMAN ERRORS AND ENGAGE IN SOME AT-RISK
BEHAVIORS WHILE TRYING OUR BEST TO ACCOMPLISH OUR MISSION.
When accepting employment at Sacred Heart, you agreed to align your behaviors to
the expectations set by our organization – “be at work on time” or “don’t engage in
harassing behaviors.” In essence, you agreed to “do the right thing.”
Just Culture creates an environment where colleagues are encouraged to do the right
thing, so that we do not compromise our values in pursuit of our mission. As an
organization, we have written policies, procedures, and protocols, and have created
expectations that are intended to align with our values. The policies and procedures
guide us in our daily work, and it is our expectation that you know those policies and
procedures that provide guidance to you in your daily tasks, particularly those that
are directly related to the safe and effective completion of our mission.
We fully expect that all colleagues will make mistakes. We fully
expect that when faced with competing values, competing
demands (production vs. safety, for example), that
colleagues will sometimes make bad choices. It’s part
of being human.
While Sacred Heart incorporates changes to
our policies and procedures, we commit to look
through the “Just Culture Lens” when judging
errors and behaviors. We commit to analyzing
events with the goal of understanding how our
systems and behavioral choices led to an undesirable
outcome, and to using Just Culture to determine,
objectively, what individual behaviors were in play.
Sacred Heart and UWEC to Host Bone
Marrow Drive April 4
APRIL IS NATIONAL “DONATE LIFE” (ORGAN
AND TISSUE DONATION) MONTH. SACRED
HEART HOSPITAL AND THE UNIVERSITY OF
WISCONSIN-EAU CLAIRE ARE TEAMING UP
TO RAISE AWARENESS FOR THE NEED FOR
BONE MARROW DONORS RIGHT HERE IN THE
CHIPPEWA VALLEY.
On April 4, from 10 am - 4 pm, the two
organizations are hosting a “Be The Match” bone
marrow drive at the UWEC Davies Center, Maple
Lounge, Room 103. The event is free and open to
the community. People are encouraged to stop by
and learn about bone marrow donation, take home
information, and join the “Be the Match Donation
Registry” if/when they are ready to do so.
“Sacred Heart Hospital has been a long-time
supporter for organ donation, giving families the
opportunity to donate their loved ones’ organs for
a gift of life for another,” said Hailey Craig, certified
surgical technologist at Sacred Heart Hospital.
Hailey received a bone marrow transplant in 2005.
“If it had not been for my donor, I would not be
alive today. Hosting a bone marrow drive locally
and educating others on the need for bone marrow
donation has been a dream of mine since my
recovery.”
Hospital Nearing 60% CPOE Orders Entered by Providers
Thanks to our providers, colleagues and leaders, we are enjoying exciting
successes with our first weeks of Computerized Provider Order Entry (CPOE)!
In an effort to increase accuracy of the electronic medical record, Sacred
Heart and St. Joseph’s Hospitals went live with CPOE on March 5, 2013. This
initiative begins transitioning the majority of order entry from nurses and unit
secretaries to providers. It is our goal to have 80% of orders entered directly by
providers within 6 months.
59% and
climbing
SACRED HEART HOSPITAL WOULD
MORE THAN 360 COLLEAGUES HAVE
TAKEN STEPS TO IMPROVING THEIR
LIVES.
Although Sacred Heart has completed all of
its On-Site screenings, St. Joseph’s Hospital
does have one remaining screening date on
March 29 from 6 – 10 am — where walk-in’s
are welcome. Please be advised that those
who have appointments will be taken before
walk-in’s, so you may need to allow a few
more minutes to participate!
In addition, colleagues are still encouraged
to log onto www.hshshealthyhome.org to
take your Health Risk Assessment and earn
2 hours of PTO.
Colleague Giving Donations Change Lives, Improve Care
Assistance Fund — which are made possible
through the Colleague Giving Campaign.
Every donation to Sacred Heart’s Colleague
Giving Campaign truly makes a difference in
the lives of our patients and colleagues. For
that reason, we would like to thank all who
have contributed to this year’s campaign
and would like to remind all who have not
yet participated that it is not too late to
support — in any amount.
These funds not only provided leading edge
equipment to save or change the lives of
our patients, but it also is used to help our
fellow colleagues who may be experiencing
a difficult time and need financial
assistance. “We want to thank you very
much for your help, when we really needed
it,” said a grateful colleague after receiving
a grant from the Colleague Emergency
So far, 305 colleagues have generously
donated a record amount of $102,947 to help
continue the healing ministry of the Hospital
Sisters. The above pictures are just a few of
the happy colleagues who won great prizes
from the Colleague Giving prize drawings.
If you wish to participate, please contact
Clinical Education Specialist
Sacred Heart Hospital is pleased to
announce that Theresa Polzin, MSN, RN-
BC, (pictured above) has recently earned
her Nursing Professional Development
only indicates that Theresa is Board
Certified, but it validates that she has a
thorough working knowledge and skills
that demonstrate her commitment to
nurturing the professional development
of her peers.
In addition, Theresa’s certification also
means that all the RNs in the hospital’s
Organizational Learning Department
are board certified in their respective
specialties. That team also includes
Chris Zimmerman, Tari Kennedy, Rorey
All are Welcome
Hospitals Participate in Annual Advocacy Day Trip
to Madison
ON TUESDAY, APRIL 23, SACRED HEART AND ST.
JOSEPH’S HOSPITALS ARE ONCE AGAIN SPONSORING
A BUS TO MADISON FOR THE WISCONSIN HOSPITAL
ASSOCIATION (WHA) ADVOCACY DAY. THIS ANNUAL
LEGISLATIVE EVENT IS DESIGNED TO MOTIVATE AND
EDUCATE HEALTH CARE COLLEAGUES, VOLUNTEERS
AND OTHERS ON HEALTH-RELATED ISSUES AND
GRASSROOTS ADVOCACY OPPORTUNITIES ON
BEHALF OF OUR HOSPITALS AND THOSE WE SERVE.
Each year the State Legislature introduces and debates dozens of
policy changes that will positively or negatively impact our ability
to care for patients. Much continues to be at stake for hospitals,
especially with the state budget process and important Medicaid
decisions yet to be made. Your visible presence in the Capitol allows
us to underscore how important health care issues are in Wisconsin
communities. This event is a day to hear from national speakers
and key elected officials. What’s even more powerful is when we all
go to the State Capitol to meet one-on-one with our legislators and
staff on key issues that impact our ability to care for patients here
in the Chippewa Valley.
If interested, discuss with your supervisor and sign up today by
contacting Juliet Nguyen at 715-717-6164 or jnguyen@shec.hshs.
org. For hospital colleagues, this will be paid as an eight-hour
Outside Education/Seminar day for your service area. There is no
charge to you to participate in Advocacy Day, as the hospital will
sign up participants and pay associated registration fees.
Tuesday, April 23
Participants will board the bus from the Target
parking lot in Eau Claire at 5:30 am, and will
return at approximately 7:30 pm that evening.
Why It’s Important to
Get Involved!
From Julie Manas, President & CEO
Julie Manas
The concept of advocacy has been central to the Hospital
Sisters Health System (HSHS) mission through our
long-standing tradition of providing services to the most
vulnerable and advocating on their behalf. For that reason,
hospital colleagues and volunteers are encouraged to let
your voice be heard by joining us for the most important
grassroots event of the year.
At Sacred Heart, one way we continue the traditions
of the Hospital Sisters is by engaging at the State and
Federal levels to educate our legislators about the impact
that policies have on our delivery of health care. We
work collaboratively with other HSHS hospitals and
organizations like the Wisconsin Hospital Association to
identify and analyze issues that may influence our ability
to care for our patients. Strong relationships with our
legislators have bolstered our effectiveness in realizing
policies that support our efforts to improve the quality of
the care we provide.
Our most recent efforts occurred at the Federal level and
were aimed at avoiding sequestration (a series of automatic
cuts to government agencies including hospitals and
physicians, totaling $1.2 trillion over 10 years). HSHS
leaders System-wide sent letters, made phone calls, and
conducted visits with Federal lawmakers to promote valuebased
payment reform versus blunt cuts to reimbursement
rates for hospitals and health care providers. As our Nation
continues to face the challenge of a growing Federal deficit
and debt, HSHS Hospitals will carry on our work with
lawmakers to find solutions that support and reward
value-oriented approaches to long-term savings rather than
slashing payments indiscriminately.
For these reasons, it is crucial that we make a strong
presence and represent our hospital and patients to the best
of our ability. I hope to see you there!
