Bicycle Transportation Account (BTA) funding, Master Plans must comply with California<br />

Streets and Highways Code Section 891.2.<br />

Certified Unified Program Agency (CUPA)<br />

CalEPA designates specific local agencies as CUPAs, typically at the county level. Each<br />

designated CUPA is responsible for the implementation of six statewide programs within its<br />

jurisdiction. These programs include:<br />

Underground storage of hazardous substances;<br />

Hazardous Materials Business Plan (HMP) requirements;<br />

Hazardous Waste Generator requirements;<br />

California Accidental Release Prevention (CalARP) program;<br />

Uniform Fire Code hazardous materials management plan; and<br />

Above Ground Storage Tanks (Spill Prevention Control; and Countermeasures Plan<br />

only).<br />

Implementation of these programs involves:<br />

<br />

<br />

<br />

Permitting and inspection of regulated facilities;<br />

Providing educational guidance and notice of changing requirements stipulated in<br />

State or Federal laws and regulations;<br />

Investigations of complaints regarding spills or unauthorized releases; and<br />

Administrative enforcement actions levied against facilities that have violated<br />

applicable laws and regulations.<br />

The CalEPA designated CUPAs for the six-county SACOG region are:<br />

El Dorado County <strong>–</strong> Environmental Management Department;<br />

Placer County <strong>–</strong> Environmental Health Services Department;<br />

City of Roseville <strong>–</strong> Fire Department (The City of Roseville has its own CUPA<br />

program);<br />

Sacramento County <strong>–</strong> Environmental Management Department;<br />

Sutter County <strong>–</strong> Environmental Health Services Department;<br />

Yolo County <strong>–</strong> Environmental Health Department; and<br />

Yuba County <strong>–</strong> Environmental Health Department.<br />

Fire District Master Plans<br />

Many jurisdictions and fire districts in the region have adopted or are planning to adopt Fire<br />

District Master Plans. A master plan addresses staffing needs, facility needs, and service goals<br />

for the service area and serves as a guiding document for the organization and daily functions of<br />

the department.<br />
