Learning disability inpatient services<br />

compliant says national report<br />

A national report has declared three of<br />

our inpatient services compliant with the<br />

Care Quality Commission’s (CQC) essential<br />

st<strong>and</strong>ards of quality <strong>and</strong> safety.<br />

The CQC, which regulates health <strong>and</strong> social care<br />

in Engl<strong>and</strong>, performed unannounced inspections<br />

between February <strong>and</strong> May this year, looking<br />

at two st<strong>and</strong>ards: ‘Care <strong>and</strong> Welfare’ <strong>and</strong><br />

‘Safeguarding Adults from<br />

Abuse’.<br />

The services they inspected<br />

were Farmfield in Charlwood,<br />

Fairmead in Staines <strong>and</strong><br />

Oakl<strong>and</strong>s in Caterham. No<br />

concerns were reported at Oakl<strong>and</strong>s. One minor<br />

concern was noted at Farmfield <strong>and</strong> two minor<br />

concerns reported at Fairmead.<br />

Jo Young, director of quality <strong>and</strong> nursing, said: “I<br />

am delighted that all our services were declared<br />

compliant <strong>and</strong> that Oakl<strong>and</strong>s in particular was<br />

given a completely clean bill of health - putting it<br />

in the top 24% of units in the country. We have<br />

already taken action to address the minor concerns<br />

<strong>and</strong> I would like to congratulate the three teams<br />

for their continued hard work <strong>and</strong> achievements.”<br />

The inspections were ordered across the country<br />

after a BBC Panorama investigation found<br />

residents at Winterbourne View, a private hospital<br />

near Bristol, were being subjected to beatings.<br />

Nationally just over half of<br />

all 145 services inspected<br />

were found to be compliant.<br />

The inspectors had either<br />

moderate or major concerns<br />

at all of the remaining services<br />

they visited <strong>and</strong> concluded<br />

that these failings left vulnerable people at risk of<br />

abuse or neglect.<br />

The CQC found that NHS locations were twice<br />

as likely to be compliant as private hospitals,<br />

with 33% of independent providers meeting the<br />

st<strong>and</strong>ards compared with 68% of those run by the<br />

state.<br />

I am interested in day care for people with learning<br />

disabilities <strong>and</strong> improving services for people<br />

How do you think Governors can help bring<br />

about quality improvements?<br />

By ensuring that the Trust makes information<br />

accessible for everyone, <strong>and</strong> by listening to<br />

members <strong>and</strong> making others aware of what needs<br />

to improve.<br />

What do you hope to achieve as a Governor?<br />

Making our voices heard so that things can<br />

improve for people who use services. I am also<br />

very keen on getting more people with a learning<br />

disability to become members of the Foundation<br />

Trust.<br />
