1. The excellent improvement <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Healthcare Commissi<strong>on</strong> rat<str<strong>on</strong>g>in</str<strong>on</strong>g>g for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Trust’s performance last year by mov<str<strong>on</strong>g>in</str<strong>on</strong>g>g from a ‘Fair’ and ‘Fair’ to<br />

‘Excellent’ and ‘Good’. This is a significant achievement because not many<br />

Trusts <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> country achieved such a significant shift <str<strong>on</strong>g>in</str<strong>on</strong>g> performance and<br />

we are <strong>on</strong>ly <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> two <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> south east regi<strong>on</strong>. We should celebrate this <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Trust as a step <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> journey to provide excellent and outstand<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

services.<br />

2. The f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial situati<strong>on</strong> is tight - <str<strong>on</strong>g>the</str<strong>on</strong>g> forecast positi<strong>on</strong> is breakeven at best.<br />

We did start <str<strong>on</strong>g>the</str<strong>on</strong>g> year with a f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial plan to achieve a £1 milli<strong>on</strong> surplus; at<br />

mid year <str<strong>on</strong>g>the</str<strong>on</strong>g> Board agreed a reforecast. The situati<strong>on</strong> changed because <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>creased cost pressures <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> credit crunch and some slippage with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> expected sav<str<strong>on</strong>g>in</str<strong>on</strong>g>gs from <str<strong>on</strong>g>the</str<strong>on</strong>g> service change programme. M<strong>on</strong>itor, our<br />

regulators, have c<strong>on</strong>firmed that because our cash positi<strong>on</strong> is still above <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

l<str<strong>on</strong>g>in</str<strong>on</strong>g>e, our risk rat<str<strong>on</strong>g>in</str<strong>on</strong>g>g rema<str<strong>on</strong>g>in</str<strong>on</strong>g>s at 3 for quarter 2. We have an amber<br />

governance rat<str<strong>on</strong>g>in</str<strong>on</strong>g>g because <str<strong>on</strong>g>the</str<strong>on</strong>g> forecast is that we expect to achieve <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Healthcare core standards this year, but we are still at risk with <str<strong>on</strong>g>the</str<strong>on</strong>g> delayed<br />

transfer <str<strong>on</strong>g>of</str<strong>on</strong>g> care target to achieve no more than 7.5% <str<strong>on</strong>g>of</str<strong>on</strong>g> our beds be<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

blocked with<str<strong>on</strong>g>in</str<strong>on</strong>g> a given period.<br />

3. Fi<strong>on</strong>a Edwards commented that as result <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> excellent partnership work<br />

with Service Users and Carers, now is <str<strong>on</strong>g>the</str<strong>on</strong>g> time to take it a stage fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r to<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>clude Staff and Foundati<strong>on</strong> Trust Members. The Board at its meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong><br />

17 December will be requested to c<strong>on</strong>sider a proposal for <str<strong>on</strong>g>the</str<strong>on</strong>g> Trust’s<br />

Involvement activities to be <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> strategic directi<strong>on</strong>.<br />

Four deadl<str<strong>on</strong>g>in</str<strong>on</strong>g>es have been pr<str<strong>on</strong>g>of</str<strong>on</strong>g>fered and missed s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce<br />

August 2008, <str<strong>on</strong>g>the</str<strong>on</strong>g> latest deadl<str<strong>on</strong>g>in</str<strong>on</strong>g>e be<str<strong>on</strong>g>in</str<strong>on</strong>g>g Friday 21 November. The Board<br />

c<strong>on</strong>siders that <str<strong>on</strong>g>the</str<strong>on</strong>g> safety <str<strong>on</strong>g>of</str<strong>on</strong>g> patients is our primary c<strong>on</strong>cern and noted two ma<str<strong>on</strong>g>in</str<strong>on</strong>g><br />

risks:<br />

1. The current management arrangements <str<strong>on</strong>g>in</str<strong>on</strong>g> a time <str<strong>on</strong>g>of</str<strong>on</strong>g> change and through<br />

change.<br />

2. The l<strong>on</strong>g term provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> care; assurance to both commissi<strong>on</strong>ers and<br />

ourselves that <str<strong>on</strong>g>the</str<strong>on</strong>g> care pathway could be <str<strong>on</strong>g>held</str<strong>on</strong>g> safely with all agencies<br />

across <str<strong>on</strong>g>the</str<strong>on</strong>g> boundary with Sussex.<br />

The Board agreed that:<br />

need to take immediate acti<strong>on</strong> to ensure its safety.<br />

• The service will now be run with transfer suspended, with ‘a bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess as<br />

usual message’ to all <str<strong>on</strong>g>in</str<strong>on</strong>g>volved with<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> unit, partners and families and<br />

carers, pend<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> comprehensive safety assurance to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

PCT and ourselves.<br />

• Staff <strong>on</strong> temporary c<strong>on</strong>tracts will be c<strong>on</strong>firmed as substantive and<br />

which was orig<str<strong>on</strong>g>in</str<strong>on</strong>g>ally due to c<strong>on</strong>clude <strong>on</strong> 28 November 2008.<br />

The Trust:<br />

• Has received a number <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>ses from organisati<strong>on</strong>s and <str<strong>on</strong>g>in</str<strong>on</strong>g>dividuals; we<br />

are currently collat<str<strong>on</strong>g>in</str<strong>on</strong>g>g and understand <str<strong>on</strong>g>the</str<strong>on</strong>g> resp<strong>on</strong>ses.<br />

• Attended both <str<strong>on</strong>g>the</str<strong>on</strong>g> Surrey and Hampshire Health and Scrut<str<strong>on</strong>g>in</str<strong>on</strong>g>y Committees,<br />

both support, <str<strong>on</strong>g>in</str<strong>on</strong>g> pr<str<strong>on</strong>g>in</str<strong>on</strong>g>ciple, that our facilities require modernisati<strong>on</strong>. We have<br />

agreed to do some additi<strong>on</strong>al work to <str<strong>on</strong>g>in</str<strong>on</strong>g>clude stakeholder <str<strong>on</strong>g>in</str<strong>on</strong>g>volvement and<br />

develop a Hampshire specific document. The Trust will report back to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Scrut<str<strong>on</strong>g>in</str<strong>on</strong>g>y Committees <str<strong>on</strong>g>in</str<strong>on</strong>g> February/ March 2009.<br />

Tracey Hayes requested an update <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> additi<strong>on</strong>al cost impact to <str<strong>on</strong>g>the</str<strong>on</strong>g> Trust <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

deferr<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sultati<strong>on</strong>. Fi<strong>on</strong>a Edwards reiterated this is about improv<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
