– Manual corrections
What is Address Correction Service?
• Address Correction Service is an optional service offered by the USPS
• If mail cannot be delivered as addressed, Address Correction Service
allows the sender on request, using the appropriate Ancillary Service
Endorsement “ASE”
– to obtain the addressee’s new (forwarding) address - if the addressee filed a
change-of-address order with the USPS
– the reason for nondelivery
• Address Correction Service is available in combination with forwarding
and return service.
• Address Correction Service includes
– Manual/hardcopy corrections
Manual
Address Correction
– Address Change Service – ACS – for Electronic data corrections
ACS - Electronic
• Data can be used to meet Move Update requirements on future mailings
5

What is Address Change Service - ACS?
• Address Change Service (ACS) is an automated or electronic process
providing mailers with notices of address correction or reason for nondelivery
• The electronic environment was designed to help reduce manual labor and
costs involved in providing updated addresses to the mailers
• Address Correction Information
– Change-of-Address “COA”
• New Address for identified moves
• Includes: Moved Left No Address (MLNA), PO Box closed, and Foreign Move without new
address information
– Nixie: nondelivery for reasons other than a move
6

Why do Clients Want it?
• Yearly 45 million American’s Move
– Almost 5 out of every 100 mailpieces are undeliverable-as-addressed (UAA) Mail
– Standard Mail accounts for almost 63% of all UAA Mail
– 75% of UAA Mail is move-related
•Capture additional moves
– NCOA only catches 75% of consumer moves
– Adding Address Correction Services can capture an additional 20% of consumer moves
•Reducing the amount of undeliverable-as-addressed (UAA) mailpieces
•Time and money are saved when electronic address corrections are compared with
manual address corrections
•Comply with the Move Update Regulation when the data is used
•Getting your message delivered to it’s intended target is an important key to
maximizing postal spend and increasing ROI
5 Steps for ASE and ACS Decisions
1. Who are the recipients?
• House file or purchased file
2. When the move occurred or is it undeliverable?
• 1-12 months
• 13-18 months
• After 18 months or undeliverable
3. Where does the mailpiece go?
• Forwarded, returned, or trashed
4. What happens to the address information?
• Returned electronically or manually
• Which electronic options
5. How much does it cost?
• First-Class Mail and Standard Mail have major cost differences
9

Responsibilities
• The Client is responsible for all decisions on ACS &
Ancillary Service Endorsements
• The Client is responsible for setting up ACS with the
service with the Postal Service
– Client Mailer's Profile – instructions on the type of
service, data distribution and invoicing
• RMS can provide information on both ASE and ACS
• RMS does not make specific recommendations
– There are liabilities for the options, consequences,
and costs
10

Participation & Cost
Two items control the participation and the cost
1. Ancillary Service Endorsement - ASE
– Treatment of the mailpiece
– Type of address correction data allowed
2. Address Correction Service
– Type and format of address correction data
Ancillary Service Endorsements
• Printing an ASE on the mailpiece is required for
most Address Correction services:
– OneCode ACS and Full-Service ACS
• Standard Mail Letters and flats
• First-Class Mail Flats
– Not required for Letters or Postcards
• Bound Printed Matter Flats
• Periodicals – not required
– And all
• Manual Notices
• Traditional ACS
12

IMb and ACS
• Service Type ID - STID
– Indicates the ACS service
– Indicates the ASE
• Mailer ID – MID
– Who has access to the data
• Serial Number –
– Design to be used for matching to the database
– Recommend uniqueness for at least 6 months
• eDoc for Full-Service IMb
– Additional data to be used for the database matching
NEW - SingleSource ACS
• New OPTIONAL file format for ACS
• SingleSource ACS removes the need for handling different file formats
when dealing with both Full Service ACS, OneCode ACS and Traditional
ACS
• With SingleSource ACS, all of the ACS notices are combined into a single
file format and are provided via Electronic Product Fulfillment (EPF)
• Utilizes the OneCode ACS file format for COA and Nixie records
• Mailers must register to participate on SingleSource ACS
• Mailers must still participate in their regular ACS service
– Ancillary Service Endorsements
– STID codes in IMb
– Costs for Traditional and OneCode ACS
38

NEW - SingleSource ACS
• Advantage
– Eliminate the need to retrieve multiple Full Service ACS reports that require
multiple queries and processing before all of the ACS data is retrieved
– Resolve the requirement to change the STID on non-qualifying mail included in a
Full Service mailing - All ACS notices that are generated for mail requesting ACS
will be provided, regardless of whether it contains a Full Service ACS or a
Basic/Nonauto ACS STID
– Resolve the concern that Full Service ACS notices will not be provided when a
container, a mailpiece, or an entire mailing is disqualified for Full Service
discounts and benefits. The ACS notice will have been provided regardless of
the disqualification. Fees will be charged.
– SingleSource ACS will provide a detailed “shipping notice” with each fulfillment
regarding the notices provided as well as a count of those provided for free and
which will be charged.
• Disadvantage
– Does not provide the ACS Keyline from the Full-Service eDoc
39

The “By/For” Relationship
• Mail Owners may choose to use the services of a mail service
provider to prepare and submit mailings, or to receive data back,
on their behalf. When this occurs:
– Mail is prepared BY the mail preparer
– Mail is prepared FOR the mail owner
• This relationship is identified for the Postal Service in the electronic
documentation (eDoc)
• Only one company can receive the data
40

Third-Party Delegation
• Full-Service ACS data distribution allows data to be sent to a
third-party
– Use Mailer ID to identify the By/For relationship
– Create Mailer ID Profile with the USPS to link the Mailer ID in the
eDoc By/For to a third-party MID
• Mail owners have two methods to grant data access to thirdparties
through relationship profiles
– Static Relationship Profile
– Dynamic Relationship Profile
