Meeting opened at 4.05 pm by A/ Supt TRENCH.<br />

Minutes from the previous meeting.<br />

Resolved that the minutes of the meeting held 05/12/2011 be adopted. Neville Castle and<br />

Roger Bailey<br />

Nil: New Correspondence.<br />

Matters arising from the previous minutes:<br />

Mayor Bruce KINGHAM of Blayney made enquires about staffing at Blayney. Informed<br />

that A/Sgt. GOODSELL was in charge of the Sector by Sgt. KLOWER. Part time officer<br />

Tamara GRIXTI had resumed duties and that Bathurst <strong>Police</strong> were supplementing staff<br />

when required (KLOWER). A/Supt. TRENCH informed the committee that Sgt. Barry<br />

WALKER’S position maybe moved to an over strength position and a new Sergeant may<br />

take over their shortly.<br />

Oberon Council stated that Shelley JACKSON had started in the Sgt. position and that she<br />

had already introduced herself. Concerns were expressed about P platers causing<br />

trouble at night when the Oberon police finished work.<br />

Outstanding actions: Sgt. KLOWER to arrange for patrols etc.<br />

Blayney Council expressed concerns about miners speeding in the Forest Reefs area<br />

travelling to and from work.

Chifley Commander Report:<br />

A/Supt. TRENCH stated that the PARSONS report was still in the consideration process<br />

and spoke briefly about the possibility that 10 new probationary constables may<br />

commence in the Command from the current class.<br />

Traffic Services has taken over the command of all HWP and Taskings are administered<br />

by a central location.<br />

Staffing: Oberon: New Sergeant Shelley JACKSON has started in the Oberon Sector.<br />

Crime overview:<br />

Break and Enters – Dwellings<br />

Lithgow has had an increase mainly due to one offender whom is now on probation,<br />

having been admitted to rehab but since absconded.<br />

Blayney has had minor incidents with one incident taking place at a railway residence were<br />

an offender has been arrested.<br />

Oberon numbers are down.<br />

Bathurst numbers have steeply declined due to the identification and arrest of an offender<br />

whom remains in custody.<br />

Break and Enters – Non Dwellings<br />

Lithgow has had an increase due mainly to the targeting of commercial premises in the<br />

Portland/Wang areas. Offenders are unknown and appear to be transient.<br />

Blayney has had a minor increase, were a container was broken into at a local factory.<br />

Oberon has had a decline.<br />

Bathurst has had an increase followed by a decline due to the arrest of two individuals for<br />

stealing several cartons of alcohol. The property fencer was also identified and charged.<br />

Assaults –Non Domestics<br />

Lithgow has had a constant level of reporting mainly due to young girls fighting, social<br />

media is used/cause of a number of fights.<br />

Blayney has had a minor level of reporting.<br />

Oberon has had a minor level of reporting.<br />

Bathurst has had a decrease but remains constant again due to social media and young<br />

girls, a number of high profile arrests have resulted in a slight reduction.


Assaults – Alcohol Related.<br />

Lithgow has had a decrease, due mainly to seasonal and the targeting of licensed<br />

premises by the Chifley licensing officer.<br />

Blayney have had minor levels reported (2).<br />

Oberon nil reports for period.<br />

Bathurst has had a decrease however a slight increase has been experienced on the<br />

latest month due to proactive policing strategies encouraging reports and targeting<br />

licensed premises to prevent/detect offences.<br />

Assaults- Domestic<br />

General domestic assaults are decreasing across the command. There has been a trend<br />

towards victims reporting incidents of crime and being hostile towards police when<br />

investigations to prosecute are commenced. It is believed that victims are increasingly<br />

becoming aware of legislation and using it to manipulate partners in relationships.<br />

Malicious Damage<br />

Lithgow has experienced an increase mainly due to graffiti and minor damage such as<br />

egging a house or car.<br />

Blayney has experienced a decrease.<br />

Oberon has experienced a decrease.<br />

Bathurst has experienced a peak as well as a trough due to the arrest of several key<br />

offenders for B and E and malicious damage to cars whilst attempting to break in.<br />

Bathurst has also experienced an increase in graffiti.<br />

Steal from Motor Vehicles.<br />

Lithgow has experienced a decrease due mainly to the proactive work done by police in<br />

the areas of bail compliance checks.<br />

Blayney and Oberon have had a low level of reports.<br />

Bathurst has experienced a decrease due to the arrest and incarceration of an offender.<br />

Drugs.<br />

Cannabis appears to be the main drug seized by police across the command, however<br />

much crime is attributed to heroin use such as shop lifting and steal from motor vehicles.<br />

Several significant arrests have occurred in the command were large amounts of powder<br />

drugs have been seized.<br />

Fatal Accidents.


Sadly one fatal accident has occurred in the Command at O’Connell, this was a single<br />

vehicle accident.<br />

Highway Patrol <strong>Police</strong> are now tasked centrally by Traffic Services in Sydney.<br />

GENERAL DISCUSSION<br />

Chifley Local Area Command <strong>Police</strong> would like to thank two outgoing mayors for their<br />

support during their terms in Office. Mr Neville CASTLE and Bruce KINGHAM, we wish<br />

you both all the best to you and your families in the future.<br />

Roger BAILEY (Lx Council) wished to thank Mr MADDOX for his efforts in the Lithgow<br />

area.<br />

Oberon Council wished to thank the Oberon police for their efforts over the last 12 months<br />

within the community.<br />
