Chapter 8: Recreation, Leisure and Tourism<br />

Each year many <strong>local</strong> communities organize events throughout <strong>County</strong> <strong>Roscommon</strong> as part of Heritage<br />

Week with the aim of building awareness of our built, natural and cultural heritage thereby encouraging its<br />

conservation and preservation 3 as well as acting as a draw for tourists.<br />

The <strong>County</strong> Arts Plan 2003-<strong>2009</strong> sets out policies and objectives for the promotion of a wide variety of<br />

arts and encourages participation in the arts. Its four strategic objectives are as follows:<br />

1. Awareness and appreciation – Promote public awareness and appreciation of the value of the arts.<br />

2. Access – Provide access to the arts for the entire community.<br />

3. Participation – Promote and enable participation in the arts for the entire community.<br />

4. Professional Development – Develop the capacity and capability of the arts sector.<br />

Objective in relation to Arts and Theatre<br />

Objective 105 Support the development of artistic tourism in the <strong>area</strong> including the facilitation of new<br />

festivals and other events including ‘rainy day’ events for visitors such as exhibitions,<br />

musical entertainment and theatre.<br />

8.4.3 Access to recreational lands<br />

The issue of access to recreational lands is becoming of increasing importance. <strong>Roscommon</strong> <strong>County</strong><br />

<strong>Council</strong> recognises the need to preserve and enhance the existing public rights of way to recreational <strong>area</strong>s<br />

including u<strong>plan</strong>d <strong>area</strong>s, lakeshores, river-bank <strong>area</strong>s and heritage sites, in accordance with the sustainable<br />

management practices and the overall amenity of these <strong>area</strong>s and where necessary to establish new ones in<br />

co-operation with landowners and the <strong>local</strong> community.<br />

Ways should be examined to improve access to the countryside (as promoted in the European Charter of<br />

Pedestrian Rights) for informal recreation purposes such as walking, cycling and horse riding, as well as<br />

<strong>area</strong>s of open space, recreation and sports facilities, especially in urban <strong>area</strong>s within easy access by<br />

walking and cycling.<br />

8.5 TOURISM<br />

Sustainable tourism provides a high quality product based on, and in harmony with, a high quality natural<br />

environment. Adverse impacts upon <strong>local</strong> communities, built heritage, landscapes, habitats and species are<br />

minimized while the economic benefits accruing to <strong>local</strong> communities are maximized. Tourism is<br />

continually evolving and the product offered must reflect this evolving market.<br />

Sustainable Tourism is defined as:<br />

• socially and environmentally considerate;<br />

• drawing on the natural beauty and character of the <strong>area</strong>;<br />

• small in scale and developing slowly;<br />
