Chapter 4: Infrastructure and Services 4.6.3 Energy Strategy This Energy Strategy for Elphin aims to encourage a sustainable approach to energy generation and use and, with the appropriate agencies, ensure the sustainable supply of energy to the Elphin area. Policies and objectives in relation to energy are outlined below. Policies in relation to Energy Policy 37 Policy 38 Policy 39 Policy 40 Ensure the development of renewable energy and energy infrastructure while ensuring that residential amenities and the quality of the local environment are protected. Encourage a sustainable approach to energy generation and use, and liaise with the appropriate agencies to ensure the supply of energy to the area. Support increased energy supply, energy efficiency and the development of renewable energy services at optimum locations. Ensure that the location of renewable energy structures should minimise and/or mitigate any adverse visual impacts on the built or natural environment. Objectives in relation to Energy Objective 43 Objective 44 Objective 45 Promote energy conservation initiatives and measures, including the incorporation of sustainable energy principles into building design and construction techniques. Endeavour to provide information on cost-effective measures and renewable energy technologies in accordance with best practice publications, including the use of passive solar design principles, solar panels and geothermal heat pumps. Facilitate improvement in the energy efficiency of the existing building stock, and promote energy conservation in all aspects of design and development of all new buildings in the Elphin LAP area. Objective 46 Prepare and implement an Energy Conservation Strategy and associated awareness campaign within the Plan area, as appropriate, if and when funding becomes available. 4.7 TELECOMMUNICATIONS Telecommunications investment is essential to furthering the social and economic development of County Roscommon. A high quality and competitive telecommunications service is considered essential in order to promote industrial and commercial development, to improve personal security and to enhance social inclusion and mobility. The future telecommunications access needs of business parks, new housing estates or communities, should be addressed as part of the planning process and it should be a requirement to install fibre optic capacity in all new roads infrastructure. The promotion of high quality and increased capacity telecommunications infrastructure in the area is imperative to ensure the development of a more vibrant commercial core in the LAP area. 4.7.1 Policy Context The framework for the delivery of the policies and objectives, listed below, is set in the context of national and regional plans, policies and strategies. Chapter 4: Infrastructure and Services At national level these include: • Sustainable Development – A Strategy for Ireland, DOE, 1997. • National Spatial Strategy, 2000–2020 People, Places and Potential, DOELG, 2002. • Wind-farm Development, Guidelines for Planning Authorities, DOE, 1996. • The National Climate Change Strategy, DOELG, 2000. • Telecommunications Antennae and Support Structures, Guidelines for Planning Authorities, DOE, 1996. • Green Paper on Sustainable Energy, DPE, 1999. • Strategy for Intensifying Wind Energy Development, DPE, 2000. The regional context is provided by the: Regional Planning Guidelines for the West, 2004 – 2016, which are being reviewed. 4.7.2 Physical Context 1. Broadband The implementation of broadband is under the auspices of the Department of Communications, Marine and Natural Resources. There are three programmes in place to ensure the delivery of Broadband within the country. Roscommon County Development Board (RCDB) has identified the provision of Broadband as vital for development in the County and has formulated a Broadband Strategy i.e. ‘The Rollout of Broadband in County Roscommon’. The main modes of delivery of Broadband throughout the country are DSL via phone lines, Wireless Broadband and Satellite Communication. Wireless service providers include Last Mile Broadband, and Azotel-Brisknet. FWA is available in a number of areas with transmitters centered in Athlone, Ballinlough, Ballyleague, Boyle, Knockcroghery and Strokestown. Elphin is also serviced by FWA. 2. Mobile Phone Network Development It is a policy of the Council to achieve a balance between facilitating the provision of telecommunications services, in the interests of social and economic progress, and sustaining residential amenities including public health, whilst maintaining a quality environment. The Telecommunications policy for the County shall be based on the recommended Guidelines for Planning Authorities with regard to Telecommunications Antennae and Support Structures (1996). This policy encourages co-sharing and clustering of masts. 4.7.3 Telecommunications Strategy The Telecommunications Strategy for Elphin aims to promote the provision of high quality and capacity telecommunications infrastructure in the area, to ensure the development of a more vibrant commercial core in the town, which is essential. Policies in relation to Telecommunications Infrastructure Policy 41 Promote an integrated approach with service providers and with appropriate bodies in the creation of a modern telecommunications infrastructure in the Elphin area.
