Take account of any policies and programmes that may be in place for waste management<br />

issues, such as the relevant Environmental Inspection Plan (developed in line with the<br />

<strong>Council</strong> Recommendation on Minimum Criteria for Environmental Inspections – RMCEI)<br />

and Enforcement Policy for Unauthorised Waste Activity established following the<br />

Ministerial Policy Direction of July 2008 (Circular WPR 04/08).<br />

Promote, where appropriate, the DoEHLG Best Practice Guidelines on the preparation of<br />

Waste Management Plans for Construction & Demolition Projects, July 2006.<br />

Encourage and assist the community to become involved in environmental awareness<br />

activities and community-based recycling initiatives or environmental management<br />

initiatives that will lead to sustainable waste management practices.<br />

Liaise and work with the Elphin Tidy Towns Committee in order to develop and<br />

implement a strategy to increase the awareness of litter, and implement controls and<br />

improvements with respect to litter.<br />

Require the undertaking of appropriate investigations to determine the nature and extent<br />

of any soil and / or groundwater contamination and the risks associated with site<br />

development work, where Brownfield development is to occur within the Plan <strong>area</strong>.<br />

4.6 ENERGY<br />

4.6.1 Policy Context<br />

The National Spatial Strategy 2002-2020 indicates that the key points to consider between <strong>local</strong><br />

<strong>plan</strong>ning and electricity network <strong>plan</strong>ning are as follows;<br />

• The need to address electricity infrastructure in CDP’s and LAP’s to facilitate national, regional<br />

and <strong>local</strong> economic progress<br />

• The need to liaise with the operators of the transmission and distribution grids, particularly in the<br />

environs of towns, to ensure the continued availability of corridors for overhead cables and<br />

continuity of supply for existing and new users of electricity.<br />

The Planning and Development (Strategic Infrastructure) Act, 2006<br />

This Act makes provision for key infrastructure development applications to be directed to the new<br />

division of An Bord Pleanála for consideration. All <strong>plan</strong>ning applications for high powered transmission<br />

lines are now expected to go directly to the Bord. This change in the legislation will ensure a more speedy<br />

approach to such applications, and, decisions will be delivered within an eight week timeframe by the<br />

Bord directly, rather than by a Local Authority.<br />

White Paper on Energy Policy Framework 2007-2020<br />

The recently published White Paper document sets out the Government’s Energy Policy Framework<br />

2007-2020 to deliver a sustainable energy future for Ireland. The document prioritised the delivery of the<br />

Single Electricity market in 2007, while continuing to enhance an all-island approach to gas, renewable<br />

energy, energy efficiency and energy research. The document sets out a number of strategic policy aims<br />

and goals:<br />
