Chapter 4: Infrastructure and Services<br />

It is imperative that dependency on landfill continues to be reduced through re-use, recycling, composting<br />

and education. The <strong>Council</strong> also recognises that litter is an environmental problem, which can detract from<br />

the visual quality of a town. Litter has been a significant problem in Elphin for several years. <strong>Roscommon</strong><br />

<strong>County</strong> <strong>Council</strong> actively promotes litter awareness programmes and these will continue over the <strong>plan</strong><br />

period.<br />

Elphin has an active Tidy Towns Committee and has been increasingly successful in the Tidy Towns<br />

competition in recent years, with a marked improvement in the appearance of the village since its first<br />

entry.<br />

<strong>Roscommon</strong> <strong>County</strong> <strong>Council</strong> (RCC) promotes an integrated approach to waste management for any<br />

proposed development(s) within the <strong>local</strong> authority <strong>area</strong>. In addition, RCC promotes the development of<br />

an integrated <strong>plan</strong> for managing waste which should include wastes generated during the construction<br />

phase of development as well as the operation and maintenance phases. In this regard, developers are<br />

directed to the DoEHLG Best Practice Guidelines on the preparation of Waste Management Plans for<br />

Construction & Demolition Projects, July 2006. Developers are referred, in particular, to the thresholds set<br />

out in Section 3 of these Best Practice Guidelines with respect to the recommendation that developers of<br />

projects with significant potential for the generation of Construction and Demolition (C&D) should<br />

prepare a Waste Management Plan.<br />

RCC also promotes the undertaking of appropriate investigations to determine the nature and extent of any<br />

soil and / or groundwater contamination and the risks associated with site development work, where<br />

Brownfield development is to occur within the Plan <strong>area</strong>. Management of all wastes associated with<br />

excavation, demolition and development activities, including contaminated and hazardous material, must<br />

have the required authorisation, as appropriate.<br />

Encourage the recycling of construction and demolition waste and the reuse of aggregate<br />

and other materials.<br />

Promote the increased re-use and recycling of materials from waste sources and cooperate<br />

with <strong>local</strong> retailers and residents associations in managing collection points for<br />

recycling goods.<br />

Support the establishment of a Litter Management Plan for Elphin.<br />

Take account of any national and regional waste management <strong>plan</strong>ning processes so that<br />

priority waste issues are addressed i.e. the implementation of segregated brown bin<br />

collection for bio waste, for example the DoEHLG Circular WPPR 17/08 National<br />

Strategy on Biodegradable waste.<br />

Take account, where appropriate, of the information and any recommendations in the<br />
