early 2012. No new large scale development will be permitted, on the basis of this Plan, until the required<br />
Wastewater Treatment Plant upgrade is operational.<br />
The existing wastewater network has recently been rehabilitated. Extension to the sewerage system and<br />
replacement of certain existing sections, together with the provision of a surface system for part of the<br />
town, are due to commence in <strong>2009</strong>.<br />
The purpose of the Waste Water Discharge (Authorisation) Regulations, (2007), is to prevent and reduce<br />
the pollution of waters by waste water discharges by giving effect to Article 6 of the Dangerous<br />
Substances Directive and includes the purpose of implementing the following measures required under the<br />
Water Framework Directive. Under these Regulations, there is a requirement for all wastewater<br />
discharges, including storm water discharges, which come within the scope of these Regulations to be<br />
licensed. The EPA is currently in the process of licensing discharges from wastewater treatment facilities.<br />

Continue to provide a reliable system for the safe and adequate disposal of wastewater in a<br />
manner which is sustainable and which is within the resources of the <strong>Council</strong>.<br />

Ensure that septic tanks and other individual wastewater treatment systems are not<br />
permitted within the development envelope of the <strong>area</strong>.<br />
Where technically feasible and economically viable, improve and extend the wastewater<br />
collection, treatment, and disposal infrastructure to serve all zoned <strong>area</strong>s, in order to<br />
facilitate development.<br />
Enter into Public Private Partnerships for the provision of necessary infrastructure as<br />
appropriate.<br />
Require that all existing developments which are in close proximity to the public sewer<br />
should connect to it.<br />
Implement the Urban Waste Water Treatment Regulations 2001 and 2004, and promote,<br />
as appropriate, the provisions for the implementation of the relevant recommendations set<br />
out in Urban Waste Water Discharges in Ireland for Population Equivalents Greater than<br />
500 Persons – A Report for the Years 2006 and 2007.<br />
Promote the connection of all remaining houses within the Plan boundary to the Elphin<br />
wastewater treatment <strong>plan</strong>t, as appropriate.<br />
Promote the development of a wastewater leak detection programme and the use of a<br />
strategic metering system to aid in leak detection in and around Elphin, as appropriate.<br />
4.5 WASTE MANAGEMENT<br />
The <strong>Council</strong> has adopted the Connaught Waste Management Replacement Plan 2006. This Plan has been<br />
developed by the <strong>local</strong> authorities of Galway City and <strong>County</strong>, Leitrim, Mayo, <strong>Roscommon</strong> and Sligo and<br />
covers the period 2006 to 2011. The 2001 Plan adopted a regional approach to integrated waste<br />
management based on the waste hierarchy established in the EU Framework Directive on Waste and set<br />
targets for 2013 for municipal waste in the Region.<br />
