Have regard to ‘The Planning System and Flood Risk Management – Guidelines for<br />

Planning Authorities’ (November <strong>2009</strong>), and any future reports in relation to flood risk<br />

for the Elphin Area.<br />

Prohibit development and ensure appropriate mitigation measures are in place for natural<br />

flood plains of rivers and develop guidelines in co-operation with the adjoining Local<br />

Authorities for permitted development in different flood risk category <strong>area</strong>s.<br />

Improve and extend the surface water disposal infrastructure to serve all zoned <strong>area</strong>s, in<br />

order to facilitate development, as resources permit.<br />

Require all significant development impacting on flood risk <strong>area</strong>s to provide a Flood<br />

Impact Assessment, to identify potential loss of flood plain storage and how it would be<br />

offset in order to minimise impact on the river flood regime<br />

It is the policy of <strong>Roscommon</strong> <strong>County</strong> <strong>Council</strong> to require all new large scale<br />

developments in all designated settlements to provide ‘Sustainable Urban Drainage<br />

Systems (SUDS) as part of their development proposals<br />

4.4 WASTEWATER SERVICES<br />

In addition to drinking water treatment and distribution, Local Authorities are also responsible for<br />

wastewater collection/ disposal and storm-water management, including collection and disposal. The<br />

drainage system collects foul sewerage, industrial effluent and rainwater, all of which must be discharged<br />

or treated while minimising flood risk or environmental impacts.<br />

The development and expansion of the <strong>County</strong>’s wastewater and surface water drainage system is<br />

essential to the future sustainable development of the <strong>County</strong> and to the improvement of water quality<br />

within and adjoining <strong>Roscommon</strong>.<br />

Capital Projects – Sewerage Schemes<br />

1. Town and Villages Sewerage Scheme - The provision of new and upgrading of existing sewerage<br />

facilities in the villages of Arigna, Ballinlough, Cootehall, Creagh, Elphin, Frenchpark, Hodson<br />

Bay, Knockcroghery, Lisacul, Loughglynn, Brideswell, Strokestown and Tulsk, Ballyleague<br />

environs.<br />

2. Sludge Management - The Plan provides for a Sludge Hub Centre at <strong>Roscommon</strong> Sewerage<br />

Treatment Works and also for sludge reception centres as required throughout the county.<br />

The existing treatment works in Elphin is currently operating at near capacity and is sub-standard. The<br />

detailed <strong>plan</strong>ning for a new <strong>plan</strong>t is complete and is included in a DBO (Design/Build/Operate) contract<br />

encompassing a number of other wastewater <strong>plan</strong>ts for other towns and villages around the county. The<br />

current population equivalent of the Elphin Wastewater Treatment Plant is 400 and the future Upgraded<br />

Plant design population equivalent will be 1820. This will cater for the expected growing population over<br />

the <strong>plan</strong> period. It is envisaged that construction will commence in 2010. The expected completion date is<br />
