Chapter 4: Infrastructure and Services<br />

Kiltrustan reservoir, which supplies the town. The Elphin Water Tower, situated in Chanterland, provides<br />

water for the western half of the town.<br />

Detailed <strong>plan</strong>ning is now almost complete for the improvement, augmentation and provision of full<br />

treatment of the North Eastern Regional Water Scheme. This project consists of the development of<br />

Grange Lough as the new source for the scheme, together with a treatment <strong>plan</strong>t and associated pipelines.<br />

It is anticipated that this project will commence construction in 2010, with completion expected in early<br />

2012, subject to funding.<br />

2. Groundwater Vulnerability and Protection<br />

Groundwater and water catchment <strong>area</strong>s have an inherent ecological and economic value and are a major<br />

resource that needs to be protected. Groundwater contributes to rivers, lakes and therefore influences its<br />

amenity and recreational value. The <strong>Council</strong> is responsible for the protection of all waters including rivers,<br />

lakes, and groundwater. The responsibilities include; implementation of pollution control measures,<br />

licensing of effluent discharges, implementing and monitoring compliance with environmental<br />

regulations, and the drawing up of pollution contingency measures.<br />

The Geological Survey of Ireland/<strong>Roscommon</strong> <strong>County</strong> <strong>Council</strong> publication ‘<strong>County</strong> <strong>Roscommon</strong><br />

Groundwater Protection Scheme’ (June 2003) states that a large portion of the county is classed as having<br />

either ‘extreme or high vulnerability <strong>area</strong>s and risk of contamination’. The Planning Authority will<br />

consider the groundwater vulnerability as per the Geological Survey findings when assessing development<br />

proposals in the Elphin <strong>area</strong>. Figure 1. illustrates the Groundwater Vulnerability categories in the Elphin<br />

<strong>area</strong>.<br />
