4.3 WATER SERVICES
4.3.1 Introduction
Water supply and wastewater treatment and disposal are critical infrastructure requirements for
development. The provision and safeguarding of infrastructural investment is a critical component of the
sustainable development strategy of Elphin. Without an environmentally sound means of supplying water
and disposing of wastewater, these principles cannot be met.
4.3.2 Policy Context
The provision or the facilitation of infrastructure provision is a mandatory objective required by the
Planning and Development Act, 2000-2006 for inclusion into the County Development Plan. As such, this
Local Area Plan includes objectives for the provision of adequate services and aims to continue the
development and improvement of the water supply, wastewater treatment and surface water drainage
systems, to meet the anticipated requirements of the area.
In terms of water supply, it is important to ensure an adequate, continual potable and clean supply of water
to all people, in accordance with applicable quality standards. The provision of water and sanitary services
throughout the county is guided by the ‘Water Services Investment Programme-Assessment of Needs’
2007-2014, which has been adopted by Roscommon County Council. It is the policy of Roscommon
County Council, as the Water Services Authority, to provide water services in a sustainable manner in
accordance with all National and EU legislation.
The Council shall take cognisance of all relevant legislation, including the following; European Union
Water Framework Directive (2000), Urban Waste Water Treatment Regulations (2001), and the European
Communities (Drinking Water) Regulations (2007). The Ground Water Protection study and mapping
produced by the Geological Survey of Ireland (2003), displaying the ground water characteristics of the
County, will be consulted in the development management process.
The Draft European Communities Environmental Objectives (Surface Waters) Regulations, (2008), have
been developed for the purposes of responding further to the requirements of:
The Water Framework Directive (2000/60/EC) which requires that all surface waters achieve
‘good status’ by 2015.
The Dangerous Substances Directive (2006/11/EC – formerly 76/464/EC) on pollution caused by
certain dangerous substances discharged into the aquatic environment.
A judgment of the European Court of Justice in June 2005 in relation to the Dangerous Substances
Directive.
A proposal for a Directive of the European Parliament and of the Council on water quality
standards (Common Position adopted in June 2008).
