4.3 WATER SERVICES<br />
4.3.1 Introduction<br />
Water supply and wastewater treatment and disposal are critical infrastructure requirements for<br />
development. The provision and safeguarding of infrastructural investment is a critical component of the<br />
sustainable development strategy of Elphin. Without an environmentally sound means of supplying water<br />
and disposing of wastewater, these principles cannot be met.<br />
4.3.2 Policy Context<br />
The provision or the facilitation of infrastructure provision is a mandatory objective required by the<br />
Planning and Development Act, 2000-2006 for inclusion into the <strong>County</strong> Development Plan. As such, this<br />
Local Area Plan includes objectives for the provision of adequate services and aims to continue the<br />
development and improvement of the water supply, wastewater treatment and surface water drainage<br />
systems, to meet the anticipated requirements of the <strong>area</strong>.<br />
In terms of water supply, it is important to ensure an adequate, continual potable and clean supply of water<br />
to all people, in accordance with applicable quality standards. The provision of water and sanitary services<br />
throughout the county is guided by the ‘Water Services Investment Programme-Assessment of Needs’<br />
2007-2014, which has been adopted by <strong>Roscommon</strong> <strong>County</strong> <strong>Council</strong>. It is the policy of <strong>Roscommon</strong><br />
<strong>County</strong> <strong>Council</strong>, as the Water Services Authority, to provide water services in a sustainable manner in<br />
accordance with all National and EU legislation.<br />
The <strong>Council</strong> shall take cognisance of all relevant legislation, including the following; European Union<br />
Water Framework Directive (2000), Urban Waste Water Treatment Regulations (2001), and the European<br />
Communities (Drinking Water) Regulations (2007). The Ground Water Protection study and mapping<br />
produced by the Geological Survey of Ireland (2003), displaying the ground water characteristics of the<br />
<strong>County</strong>, will be consulted in the development management process.<br />
The Draft European Communities Environmental Objectives (Surface Waters) Regulations, (2008), have<br />
been developed for the purposes of responding further to the requirements of:<br />
The Water Framework Directive (2000/60/EC) which requires that all surface waters achieve<br />
‘good status’ by <strong>2015</strong>.<br />
The Dangerous Substances Directive (2006/11/EC – formerly 76/464/EC) on pollution caused by<br />
certain dangerous substances discharged into the aquatic environment.<br />
A judgment of the European Court of Justice in June 2005 in relation to the Dangerous Substances<br />
Directive.<br />
A proposal for a Directive of the European Parliament and of the <strong>Council</strong> on water quality<br />
standards (Common Position adopted in June 2008).<br />
