Chapter 4: Infrastructure and Services<br />

Regional Policies<br />

The Regional Planning Guidelines for the West 2004-2016, provides Strategic Goals in Section 3.2<br />

which seek to: secure for the Western Region (including <strong>County</strong> <strong>Roscommon</strong>) an integrated transport and<br />

access infrastructure; to tackle infrastructure deficits in telecommunications; to improve energy efficiency;<br />

and, to put in place a framework that would meet the service infrastructural requirements of the Region for<br />

the present and into the future.<br />

Local Policies<br />

“<strong>Roscommon</strong> Common Vision”, <strong>Roscommon</strong> <strong>County</strong> Development Board Strategy, 2002 - 2012<br />

The strategic aims of <strong>Roscommon</strong> <strong>County</strong> Development Board (RCDB) are to develop an integrated,<br />

sustainable, and people centred framework for the development of the <strong>County</strong>. The work of the Board<br />

aims to ensure the delivery of all public services in the county in a cost efficient and equitable manner. Its<br />

10 year strategy <strong>plan</strong> has informed the RCDP process in relation to infrastructure provision. The<br />

Implementation Plan for this strategy sets out all key issues, objectives, practical actions, indicators,<br />

project completion dates and co-coordinating/partner agencies.<br />

<strong>Roscommon</strong> <strong>County</strong> Development Plan 2008-2014<br />

The policies and objectives outlined in this Elphin Local Area Plan are in addition to the policies and<br />

objectives contained within the <strong>Roscommon</strong> <strong>County</strong> Development Plan, 2008-2014.<br />

4.2.2 Physical Context<br />

This section of the LAP will focus on access roads, urban streets, future development and major<br />

infrastructure.<br />

Access Roads<br />

Elphin is connected to the N61 National Secondary Route and the national road network via a 1.5km<br />

section of the R369 Regional Road to the west of the town. Low cost accident remedial measures were<br />

carried out at the N61/R369 junction in 2000; however, a major realignment scheme would be required to<br />

achieve appropriate sight lines.<br />

Elphin is accessed directly by the R369 and R368 Regional Roads. The R369 provides access from the<br />

west (Bellanagare and the N5) while the R368 provides access from the south (Strokestown and the N5)<br />

and the north (Carrick-on-Shannon and the N4).<br />

Since 2000, significant maintenance and improvement works have been carried out by <strong>Roscommon</strong><br />

<strong>County</strong> <strong>Council</strong> on the national road network in the vicinity of Elphin (N61, N5 and N4). With the<br />

exception of the newly realigned N4, the National Roads Authority (NRA) funded improvement works<br />

have focused on pavement strengthening/resurfacing works within the LAP <strong>area</strong>.<br />

Maintenance and improvement works on the regional and <strong>local</strong> road network were funded by the<br />

Department of Transport during this same period. Improvement works involved pavement<br />

strengthening/resurfacing works and the realignment of critical sections of the regional network. Notable<br />

recent and ongoing schemes include; realignment works on the R368 at Killukin, road stabilisation works<br />

at Killummod to the north of Elphin, and realignment works on the R368 at Cregga to the south of the<br />

town.<br />
