Chapter 9: Urban Development<br />

Objective 114 Assess and ensure that all proposals for housing developments comply with the<br />

Development Management Guidelines and Standards section of the RCDP 2008 – 2014.<br />

Objective 115 Protect, improve and develop residential <strong>area</strong>s and provide for facilities and amenities<br />

incidental to those residential <strong>area</strong>s.<br />

Objective 116 Promote energy conservation and renewable energy technologies in developments, where<br />

appropriate.<br />

Objective 117 Encourage infill housing developments on appropriate sites where the proposals respect<br />

the existing scale and character of the <strong>area</strong>, and sufficiently protect the amenities of<br />

adjoining properties in the <strong>area</strong>.<br />

Objective 118 Encourage strong frontages onto main thoroughfares creating definite building lines and<br />

continuity of the structure of the Town Centre.<br />

Objective 119 Prevent urban sprawl and ribbon development into the countryside surrounding Elphin,<br />

with particular emphasis on control of ribbon development along main approaches to the<br />

town.<br />

Encourage the development and expansion of the retail sector in Elphin to facilitate the<br />

Objectives in relation to Urban Development<br />

Objective 120 Promote the town centre as the main retail core, and the expansion of the<br />

commercial/retail <strong>area</strong> of the town.<br />

Objective 121 Encourage appropriate small-scale infill developments on vacant/derelict sites.<br />

Objective 122 Secure, where appropriate, the conservation of traditional shop fronts and promote an<br />

increased awareness of good shop front design.<br />

Objective 123 Assess all retail proposals against the criteria and recommendations set down in the Retail<br />

Planning Guidelines and the Retail Planning Strategy for <strong>County</strong> <strong>Roscommon</strong> (2008-<br />

2014), and any subsequent amendments.<br />

Objective 124 Promote more compact development forms including back-land development, where<br />

appropriate, in Elphin, while restricting the degree of ribbon development on the edges of<br />

settlements.<br />

Objective 125 Implement Part V provisions as per S. 96 of the Planning and Development Act and<br />

ensure that the objectives of the Housing Strategy in relation to social and affordable<br />

housing are implemented by means of conditions attached to <strong>plan</strong>ning permissions for<br />

residential development on zoned lands.<br />

Policies in relation to the Re-Use and Regeneration of Derelict Sites and Buildings<br />

Policy 138<br />

Identify and facilitate the development and renewal of obsolete <strong>area</strong>s, derelict sites and<br />

derelict buildings in a manner appropriate to the <strong>area</strong>.<br />
