Chapter 9: Urban Development 9.9 URBAN DEVELOPMENT STRATEGY The Urban Development Strategy for Elphin aims to sustain and enhance the viability and diversity of the settlement through appropriate development and growth. In addition to the policies and objectives outlined in the RCDP 2008-2014, the main policies and objectives for Urban Development are outlined below. Policies in relation to Residential Development Policy 129 Policy 130 Policy 131 Policy 132 Policy 133 Policy 134 Policy 135 Require that new residential accommodation meets the following; • necessary standards of energy consumption, sanitation and high standards of design; • avoiding unnecessary development on floodplains; • avoid traffic or environmental problems or damage to visual amenity; • encourage suitable infill development on appropriate sites; and, • prevent further ribbon development along roads within the development envelope and immediately contiguous thereto. Facilitate the Housing Authority’s programme for housing, including; • the provision of new housing, • renovation/refurbishment of existing buildings; • the provision of suitable accommodation and facilities for the Traveller Community; • the provision of suitable accommodation for people with disabilities; • the provision of social and affordable housing; and, • implementation of the provisions of Part V of the Planning and Development Act 2000, as amended Ensure that a high standard of design is incorporated into residential developments through careful consideration of the layout to facilitate pedestrian safety and restrict vehicular traffic speeds. Ensure that developments are appropriately designed in terms of their form, density, size and dwelling types within residential areas, such that they contribute to the built character of the area. Require that all new residential accommodation meets the necessary standards of health, sanitation and design, and are carried out generally in accordance with the ‘Recommendations for Site Development Works for Housing Areas’ (DOEHLG 1998). Require all new housing developments (with 30 houses or more) to provide recycling facilities at designated areas designed to a high standard in accordance with the provisions of the Connaught Waste Management Replacement Plan, 2006. Require the naming of residential developments to reflect local place names, language or topographical features as appropriate. Objectives in relation to Residential Development Objective 111 Phased development should take place within the Elphin LAP area, as per Table 8 above. Objective 112 Encourage suitable infill housing developments on appropriate sites. Objective 113 Encourage increased residential densities in appropriate locations in accordance with the ‘Residential Density Guidelines’, 1999, or any subsequent revisions. Chapter 9: Urban Development Objective 114 Assess and ensure that all proposals for housing developments comply with the Development Management Guidelines and Standards section of the RCDP 2008 – 2014. Objective 115 Protect, improve and develop residential areas and provide for facilities and amenities incidental to those residential areas. Objective 116 Promote energy conservation and renewable energy technologies in developments, where appropriate. Objective 117 Encourage infill housing developments on appropriate sites where the proposals respect the existing scale and character of the area, and sufficiently protect the amenities of adjoining properties in the area. Objective 118 Encourage strong frontages onto main thoroughfares creating definite building lines and continuity of the structure of the Town Centre. Objective 119 Prevent urban sprawl and ribbon development into the countryside surrounding Elphin, with particular emphasis on control of ribbon development along main approaches to the town. Policies in relation to Town Centre Development Policy 136 Policy 137 Encourage the development and expansion of the retail sector in Elphin to facilitate the provision of local retail needs. Facilitate the safe movement of pedestrians and shoppers within the town. Objectives in relation to Urban Development Objective 120 Promote the town centre as the main retail core, and the expansion of the commercial/retail area of the town. Objective 121 Encourage appropriate small-scale infill developments on vacant/derelict sites. Objective 122 Secure, where appropriate, the conservation of traditional shop fronts and promote an increased awareness of good shop front design. Objective 123 Assess all retail proposals against the criteria and recommendations set down in the Retail Planning Guidelines and the Retail Planning Strategy for County Roscommon (2008- 2014), and any subsequent amendments. Objective 124 Promote more compact development forms including back-land development, where appropriate, in Elphin, while restricting the degree of ribbon development on the edges of settlements. Objective 125 Implement Part V provisions as per S. 96 of the Planning and Development Act and ensure that the objectives of the Housing Strategy in relation to social and affordable housing are implemented by means of conditions attached to planning permissions for residential development on zoned lands. Policies in relation to the Re-Use and Regeneration of Derelict Sites and Buildings Policy 138 Identify and facilitate the development and renewal of obsolete areas, derelict sites and derelict buildings in a manner appropriate to the area.
