9.9 URBAN DEVELOPMENT STRATEGY
The Urban Development Strategy for Elphin aims to sustain and enhance the viability and diversity of the
settlement through appropriate development and growth. In addition to the policies and objectives outlined
in the RCDP 2008-2014, the main policies and objectives for Urban Development are outlined below.

Require that new residential accommodation meets the following;
• necessary standards of energy consumption, sanitation and high standards of design;
• avoiding unnecessary development on floodplains;
• avoid traffic or environmental problems or damage to visual amenity;
• encourage suitable infill development on appropriate sites; and,
• prevent further ribbon development along roads within the development envelope
and immediately contiguous thereto.
Facilitate the Housing Authority’s programme for housing, including;
• the provision of new housing,
• renovation/refurbishment of existing buildings;
• the provision of suitable accommodation and facilities for the Traveller Community;
• the provision of suitable accommodation for people with disabilities;
• the provision of social and affordable housing; and,
• implementation of the provisions of Part V of the Planning and Development Act
2000, as amended
Ensure that a high standard of design is incorporated into residential developments
through careful consideration of the layout to facilitate pedestrian safety and restrict
vehicular traffic speeds.
Ensure that developments are appropriately designed in terms of their form, density, size
and dwelling types within residential areas, such that they contribute to the built character
of the area.
Require that all new residential accommodation meets the necessary standards of health,
sanitation and design, and are carried out generally in accordance with the
‘Recommendations for Site Development Works for Housing Areas’ (DOEHLG 1998).
Require all new housing developments (with 30 houses or more) to provide recycling
facilities at designated areas designed to a high standard in accordance with the provisions
of the Connaught Waste Management Replacement Plan, 2006.
Require the naming of residential developments to reflect local place names, language or
topographical features as appropriate.
Objectives in relation to Residential Development
Objective 111 Phased development should take place within the Elphin LAP area, as per Table 8 above.
Objective 112 Encourage suitable infill housing developments on appropriate sites.
Objective 113 Encourage increased residential densities in appropriate locations in accordance with the
‘Residential Density Guidelines’, 1999, or any subsequent revisions.
