Chapter 9: Urban Development<br />
9.9 URBAN DEVELOPMENT STRATEGY<br />
The Urban Development Strategy for Elphin aims to sustain and enhance the viability and diversity of the<br />
settlement through appropriate development and growth. In addition to the policies and objectives outlined<br />
in the RCDP 2008-2014, the main policies and objectives for Urban Development are outlined below.<br />
Policies in relation to Residential Development<br />

Require that new residential accommodation meets the following;<br />
• necessary standards of energy consumption, sanitation and high standards of design;<br />
• avoiding unnecessary development on floodplains;<br />
• avoid traffic or environmental problems or damage to visual amenity;<br />
• encourage suitable infill development on appropriate sites; and,<br />
• prevent further ribbon development along roads within the development envelope<br />
and immediately contiguous thereto.<br />
Facilitate the Housing Authority’s programme for housing, including;<br />
• the provision of new housing,<br />
• renovation/refurbishment of existing buildings;<br />
• the provision of suitable accommodation and facilities for the Traveller Community;<br />
• the provision of suitable accommodation for people with disabilities;<br />
• the provision of social and affordable housing; and,<br />
• implementation of the provisions of Part V of the Planning and Development Act<br />
2000, as amended<br />
Ensure that a high standard of design is incorporated into residential developments<br />
through careful consideration of the layout to facilitate pedestrian safety and restrict<br />
vehicular traffic speeds.<br />
Ensure that developments are appropriately designed in terms of their form, density, size<br />
and dwelling types within residential <strong>area</strong>s, such that they contribute to the built character<br />
of the <strong>area</strong>.<br />
Require that all new residential accommodation meets the necessary standards of health,<br />
sanitation and design, and are carried out generally in accordance with the<br />
‘Recommendations for Site Development Works for Housing Areas’ (DOEHLG 1998).<br />
Require all new housing developments (with 30 houses or more) to provide recycling<br />
facilities at designated <strong>area</strong>s designed to a high standard in accordance with the provisions<br />
of the Connaught Waste Management Replacement Plan, 2006.<br />
Require the naming of residential developments to reflect <strong>local</strong> place names, language or<br />
topographical features as appropriate.<br />
Objectives in relation to Residential Development<br />
Objective 111 Phased development should take place within the Elphin LAP <strong>area</strong>, as per Table 8 above.<br />
Objective 112 Encourage suitable infill housing developments on appropriate sites.<br />
Objective 113 Encourage increased residential densities in appropriate locations in accordance with the<br />
‘Residential Density Guidelines’, 1999, or any subsequent revisions.<br />
