1.3 LEGISLATIVE AND POLICY CONTEXT<br />

Planning at this <strong>local</strong> level must be informed by prevailing <strong>plan</strong>ning policies and standards as established<br />

in international, national, regional and <strong>local</strong> guidelines, reports and other documents. This LAP is guided<br />

A consistent theme in all <strong>plan</strong>ning related documents is that of ‘sustainable development’, defined as<br />

‘development that meets the needs of the present without compromising the ability of future generations to<br />

meet their own needs.’ <strong>Roscommon</strong> <strong>County</strong> <strong>Council</strong> supports this concept which forms an important part<br />

the Elphin LAP <strong>2009</strong>-<strong>2015</strong>. European Union policy Directives and national policy guidelines were also<br />

considered by the Planning Authority during the preparation of this LAP. Readers of this Local Area Plan<br />

are encouraged to visit the <strong>Roscommon</strong> <strong>County</strong> <strong>Council</strong> website at www.roscommoncoco.ie for further<br />

information.<br />

1.4 PREPARATION OF THE ELPHIN LAP<br />

The following is a summary of the timescale and processes involved in the preparation and adoption of an<br />

LAP:<br />

1. Pre-Draft consultation<br />

Prior to preparing the Draft LAP, the <strong>local</strong> authority consults with the public concerning the preparation of<br />

the Plan.<br />

2. Preparation of the Draft LAP<br />

The <strong>County</strong> <strong>Council</strong> then prepares the Draft LAP taking into account the issues raised during the Pre-<br />

Draft consultation phase.<br />

3. Public Notice and LAP display period<br />

An advertisement is placed in several <strong>local</strong> newspapers announcing the preparation of the LAP. Notice<br />

and a copy of the Draft LAP are also sent to the prescribed bodies including government agencies.<br />
