Phase 1 lands include <strong>area</strong>s north and south of Main<br />

Justification of Phase 1 lands<br />

Phase 3 lands consist of three <strong>area</strong>s of land east of<br />

(see Map 8) and lands to the west of the Town Core<br />

and Phase 1 and Phase 2 zoned lands. These lands<br />

would require additional water, sewerage and roads<br />

infrastructure (see Map 8). Development of these<br />

lands will be considered appropriate after 70% of<br />

Phase 2 lands are developed or have development<br />

consent.<br />

Population projections were calculated for the RCDP and these were utilised<br />

in the preparation of the information for the Housing Strategy. The Housing<br />

Strategy for <strong>County</strong> <strong>Roscommon</strong> provides an indicative distribution of new<br />

household formations of 100 for Elphin over the period of the Plan.<br />

In line with all policies outlined in this document.<br />

Water: Of adequate capacity (See Chapter 4)<br />

Sewerage: Existing treatment works is currently operating at near capacity<br />

and is sub-standard. The current population equivalent of the Elphin<br />

Wastewater Treatment Plant is 400 and the future Upgraded Plant design<br />

population equivalent will be 1820. Construction will commence in 2010.<br />

The expected completion date is early 2012. It is unlikely that any new<br />

large scale development will be permitted until the required Wastewater<br />

Treatment Plant upgrade is operational. The existing wastewater network<br />

has recently been rehabilitated.<br />
