Bernard van Leer Foundation<br />
Invest<strong>in</strong>g <strong>in</strong> the development of <strong>young</strong> <strong>children</strong><br />
The Bernard van Leer Foundation is a private foundation<br />
based <strong>in</strong> The Netherlands. It operates <strong>in</strong>ternationally.<br />
The Foundation aims <strong>to</strong> enhance opportunities for<br />
<strong>children</strong> 0–8 years, grow<strong>in</strong>g up <strong>in</strong> circumstances of<br />
social and economic disadvantage, with the objective<br />
of develop<strong>in</strong>g their potential <strong>to</strong> the greatest extent<br />
possible. The Foundation concentrates on <strong>children</strong><br />
0–8 years because research f<strong>in</strong>d<strong>in</strong>gs have demonstrated<br />
that <strong>in</strong>terventions <strong>in</strong> the early years of childhood are<br />
most effective <strong>in</strong> yield<strong>in</strong>g last<strong>in</strong>g benefits <strong>to</strong> <strong>children</strong><br />
and society.<br />
The Foundation accomplishes its objectives through<br />
two <strong>in</strong>terconnected strategies:<br />
• the shar<strong>in</strong>g of knowledge and know-how <strong>in</strong> the<br />
doma<strong>in</strong> of early childhood development that<br />
primarily draws on the experiences generated by the<br />
projects that the Foundation supports, with the aim<br />
of <strong>in</strong>form<strong>in</strong>g and <strong>in</strong>fluenc<strong>in</strong>g policy and practice.<br />
The Foundation currently supports a <strong>to</strong>tal of<br />
approximately 150 projects <strong>in</strong> 40 selected countries<br />
worldwide, both develop<strong>in</strong>g and <strong>in</strong>dustrialised. Projects<br />
are implemented by project partner organisations<br />
that may be governmental or non-governmental. The<br />
lessons learned and the knowledge and know-how <strong>in</strong><br />
the doma<strong>in</strong> of early childhood development which are<br />
generated through these projects are shared through a<br />
publications programme.<br />
• a grant-mak<strong>in</strong>g programme <strong>in</strong> selected countries<br />
aimed at develop<strong>in</strong>g culturally and contextually<br />
appropriate approaches <strong>to</strong> early childhood care and<br />
development; and<br />
The Bernard van Leer Foundation was established <strong>in</strong><br />
1949. Its <strong>in</strong>come is derived from the bequest of Bernard<br />
van Leer, a Dutch <strong>in</strong>dustrialist and philanthropist who<br />
lived from 1883 <strong>to</strong> 1958.<br />
International Catholic Child Bureau<br />
The International Catholic Child Bureau (commonly<br />
known by its French acronym BICE) is a child rights<br />
organisation that defends the child’s dignity and higher<br />
<strong>in</strong>terests.<br />
Founded <strong>in</strong> 1948, it promotes <strong>children</strong>’s rights and<br />
responsibilities <strong>in</strong> the unconditional respect of them as<br />
persons, their families, their culture, the community <strong>to</strong><br />
which they belong and their religion.<br />
advocacy and preventive actions, <strong>in</strong> more than 35<br />
countries BICE implements projects <strong>to</strong> protect <strong>children</strong><br />
who are exploited sexually, or by work, <strong>children</strong> <strong>in</strong> the<br />
street, <strong>in</strong> prison or affected by war as well as disabled<br />
<strong>children</strong>. The participation of the <strong>children</strong>, and their<br />
families and communities, <strong>in</strong> def<strong>in</strong><strong>in</strong>g the various<br />
activities of the organisation is an <strong>in</strong>tegral component<br />
<strong>in</strong> BICE’s approach <strong>to</strong> promot<strong>in</strong>g and protect<strong>in</strong>g the<br />
rights of the child.<br />
The work of the organisation is guided by the UN<br />
