Community-based care<br />

for separated <strong>children</strong><br />

This article is adapted from Community based care for separated <strong>children</strong>, which provides a condensed<br />

output from Save the Children’s “Care and Protection of Separated Children <strong>in</strong> Emergencies” research project. 1<br />

All over the world, <strong>children</strong> are separated from their<br />

parents, caretakers and communities due <strong>to</strong> – among<br />

other th<strong>in</strong>gs – armed conflict, natural disasters,<br />

pandemics and various forms of exploitation<br />

and abuse. The prevail<strong>in</strong>g response <strong>to</strong> those who<br />

cannot return <strong>to</strong> their family and/or place of orig<strong>in</strong><br />

by authorities and aid agencies has been some<br />

k<strong>in</strong>d of residential care. This article discusses<br />

the shortcom<strong>in</strong>gs of this model <strong>in</strong> relation <strong>to</strong><br />

community based care approaches, e.g., (extended)<br />

family and foster home solutions for separated<br />

<strong>children</strong>. It identifies a series of critical issues for<br />

those who wish <strong>to</strong> promote and protect the best<br />

<strong>in</strong>terests of the separated child.<br />

Introduction<br />

A dist<strong>in</strong>ction is sometimes made between<br />

‘<strong>in</strong>stitutional’ or ‘residential’ care 2 on the one hand,<br />

and ‘community’ care on the other. Although it<br />

is quite possible for residential care <strong>to</strong> be firmly<br />

rooted with<strong>in</strong> the community (there have been<br />

various experiments <strong>in</strong> small, family-like groups of<br />

<strong>children</strong> liv<strong>in</strong>g <strong>in</strong> <strong>children</strong>’s homes with<strong>in</strong> the local<br />

community) these are very much the exception <strong>to</strong><br />

the rule. In the vast majority of cases, <strong>in</strong>stitutional<br />

care <strong>in</strong>volves large numbers of <strong>children</strong> liv<strong>in</strong>g <strong>in</strong> an<br />

artificial sett<strong>in</strong>g, which effectively detaches them<br />

not only from their own immediate and extended<br />

family and from their community of orig<strong>in</strong>, but also<br />

from mean<strong>in</strong>gful <strong>in</strong>teraction with the community<br />

<strong>in</strong> which the <strong>in</strong>stitution is located. The long-term<br />

effects of this on <strong>children</strong>’s development can be<br />

profound – hence the importance of prevent<strong>in</strong>g<br />

separation and the search <strong>to</strong> devise, develop<br />

and promote community-based forms of care<br />

for separated <strong>children</strong>. Such an approach is not<br />

straightforward, however, and <strong>in</strong> the research <strong>in</strong><strong>to</strong><br />

the Care and Protection of Separated Children<br />

<strong>in</strong> Emergencies (cpsc) it has been revealed that<br />

community-based forms of care can also seriously<br />

<strong>in</strong>fr<strong>in</strong>ge the right <strong>to</strong> development of potentially<br />

vulnerable <strong>children</strong>.<br />

This paper beg<strong>in</strong>s with an overview of the<br />

empirical evidence about the impact of <strong>in</strong>stitutional<br />

forms of care on <strong>children</strong>: this is based on a<br />

review of the literature and is illustrated, as far<br />

as possible, by the voices of <strong>young</strong> people who<br />

have experienced residential forms of care.<br />

It cont<strong>in</strong>ues with an analytical description of<br />

community-based care: as well as consider<strong>in</strong>g the<br />

advantages of childcare <strong>in</strong> the community. There<br />

will be a discussion of some of the constra<strong>in</strong>ts and<br />

difficulties, and some conclusions will be drawn<br />

concern<strong>in</strong>g the safeguards required <strong>to</strong> ensure that<br />

<strong>children</strong>’s rights are respected. The paper will<br />

then consider whether there are some <strong>situations</strong><br />

<strong>in</strong> which <strong>in</strong>stitutional forms of care are either<br />

appropriate or unavoidable, and f<strong>in</strong>ally some<br />

unresolved questions will be posed.<br />

The impact of <strong>in</strong>stitutional care on <strong>children</strong><br />

The research literature on residential care provides<br />

a high degree of convergence on the pr<strong>in</strong>cipal<br />

disadvantages and negative impacts of residential<br />

care. Significantly, there is virtually no empirical<br />

evidence <strong>to</strong> contradict these f<strong>in</strong>d<strong>in</strong>gs. At the<br />

worst end of the spectrum, serious violations of<br />

<strong>children</strong>’s rights are found, whether <strong>in</strong> the form<br />

of systematic sexual abuse, exploitation, life<br />

threaten<strong>in</strong>gly poor nutrition, hygiene and health<br />

care, educational deprivation or strict, regimented<br />

and harsh discipl<strong>in</strong>e. At the more positive end of<br />

the spectrum, physical conditions may be good,<br />
