We identified crucial protection issues <strong>in</strong>clud<strong>in</strong>g<br />

gender discrim<strong>in</strong>ation, risk of landm<strong>in</strong>es, poor<br />

hygiene, lack of water and sanitation, early marriage,<br />

child soldier<strong>in</strong>g and systemic violence, among<br />

others. S<strong>in</strong>ce both <strong>children</strong> and adults identified<br />

lack of education as a major problem, ccf worked<br />

with local people <strong>to</strong> establish ccss that taught<br />

skills of basic literacy and numeracy, and also<br />

gave vital messages about health and landm<strong>in</strong>es.<br />

We engaged <strong>children</strong> <strong>in</strong> expressive activities<br />

us<strong>in</strong>g songs and other cultural traditions that the<br />

Taliban had previously banned. To address gender<br />

discrim<strong>in</strong>ation we ensured that girls had a high<br />

level of participation. Effectively, the ccss brought<br />

the communities <strong>to</strong>gether around the <strong>children</strong>,<br />

strengthen<strong>in</strong>g trust and build<strong>in</strong>g relationships with<br />

ccf, as well as provid<strong>in</strong>g space for everyone <strong>to</strong> learn<br />

more about the villages and the causes of particular<br />

protection issues.<br />

Over a two-month period, more than 50 ccss were<br />

established <strong>in</strong> Afghanistan, allow<strong>in</strong>g us <strong>to</strong> plan<br />

longer-term programmes, such as literacy classes<br />

for <strong>young</strong> people, youth-led well construction<br />

projects and <strong>in</strong>come generation schemes as well as<br />

the cont<strong>in</strong>uation of child protection moni<strong>to</strong>r<strong>in</strong>g,<br />

report<strong>in</strong>g and action at village level. Tak<strong>in</strong>g our<br />

lessons <strong>to</strong> the national level, ccf helped organise<br />

a meet<strong>in</strong>g on child protection that <strong>in</strong>tegrated<br />

assessment data collected by many agencies,<br />

<strong>in</strong>clud<strong>in</strong>g Afghan ngos. The result<strong>in</strong>g national<br />

picture of child protection was used <strong>to</strong> help donors<br />

focus fund<strong>in</strong>g and <strong>to</strong> <strong>in</strong>form government efforts <strong>to</strong><br />

support <strong>children</strong>.<br />

The Asian tsunami of December 2004 also created<br />

a humanitarian crisis, and ccf’s response once<br />

aga<strong>in</strong> coupled rapid assessment and rapid action.<br />

Initial <strong>in</strong>vestigations <strong>in</strong>dicated that unaccompanied<br />

m<strong>in</strong>ors and orphans were the group with the<br />

most urgent protection needs, and ccf responded<br />

through the rapid provision of economic, social and<br />

psychological supports.<br />

In other <strong>situations</strong>, our assessments may <strong>in</strong>dicate<br />

that programme responses are best <strong>in</strong>tegrated with<br />

the work of other agencies <strong>in</strong> different humanitarian<br />

sec<strong>to</strong>rs. For example, <strong>in</strong> Chad we observed that<br />

<strong>children</strong> who attended feed<strong>in</strong>g centres run by<br />

Médec<strong>in</strong>s Sans Frontières (msf)–Belgium received<br />

little stimulation and recovered slowly. Follow<strong>in</strong>g<br />

their feed<strong>in</strong>g <strong>in</strong> the centres, many of the <strong>children</strong>,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>fants, were observed ly<strong>in</strong>g around the<br />

tents by themselves. Therefore, <strong>to</strong> complement<br />

MSF–Belgium’s feed<strong>in</strong>g programme, ccf quickly<br />

established ccss <strong>to</strong> improve the <strong>children</strong>’s<br />

surround<strong>in</strong>gs. These ccss engaged parents by<br />

teach<strong>in</strong>g them about healthy child development and<br />

giv<strong>in</strong>g them the opportunity <strong>to</strong> attend <strong>to</strong>, play with,<br />

and provide the love and support that <strong>children</strong> need<br />

<strong>in</strong> order <strong>to</strong> flourish, regardless of the circumstances.<br />

Because <strong>emergency</strong> assessments have obvious<br />

limitations, ccf regards them as the first stage of<br />

an iterative process that probes more deeply and<br />

systematically over time. Follow-up assessments such<br />

as child-led risk mapp<strong>in</strong>g often require the <strong>children</strong><br />

<strong>to</strong> present their f<strong>in</strong>d<strong>in</strong>gs <strong>to</strong> the adults by conduct<strong>in</strong>g<br />

a role play, which typically evokes excited discussion<br />

and leads <strong>to</strong> community action. Crucially, it is the<br />

fact that <strong>children</strong> play a major role <strong>in</strong> both the<br />

assessment and result<strong>in</strong>g action that means they are<br />

not passive recipients <strong>in</strong> a crisis, but active agents of<br />

their own protection.<br />
