The Center for Health <strong>and</strong> Gender Equity<br />
is a relatively new n<strong>on</strong>-governmental organizati<strong>on</strong><br />
that is, in effect, a watchdog with<br />
regard to internati<strong>on</strong>al populati<strong>on</strong> <strong>and</strong><br />
reproductive health programs. Taking a<br />
human rights/women’s rights perspective,<br />
the organisati<strong>on</strong> examines US <strong>and</strong> other<br />
internati<strong>on</strong>al d<strong>on</strong>or-funded reproductive<br />
health programs in developing countries to<br />
see that they are carrying through <strong>on</strong> internati<strong>on</strong>al<br />
agreements such as those developed<br />
at the Beijing meeting or at the Cairo<br />
c<strong>on</strong>ference <strong>on</strong> populati<strong>on</strong> <strong>and</strong> development.<br />

about the discovery that some US-supported<br />
sterilizati<strong>on</strong>s in Peru were coercive—<br />

was involved in making that news known<br />
to the public.)<br />
An important difference between this <strong>and</strong><br />
many other human rights <strong>and</strong> feminist<br />
groups is that the Center does not merely<br />
want to denounce acti<strong>on</strong>s, but to make recommendati<strong>on</strong>s<br />
for improvements. In the<br />
currently political climate, where criticisms<br />
of internati<strong>on</strong>al assistance often lead to<br />
reducti<strong>on</strong>s in funding, the Center attempts<br />
to work gently with the d<strong>on</strong>or agencies in<br />
bringing about changes in their programs,<br />
rather than shutting them down.<br />
