Pakistan meeting was followed by a meeting at Wye College in Kent,<br />

Engl<strong>and</strong> in April. At that meeting, researchers who have been exploring<br />

early development <strong>and</strong> its impact <strong>on</strong> later development were brought<br />

together to decide what key messages research can provide us about<br />

the impact of early experiences <strong>on</strong> later life. Subsequent to the Wye meeting<br />

there was a series of meetings at UNICEF New York to further develop the<br />

<str<strong>on</strong>g>ECCD</str<strong>on</strong>g> framework. The Technical Working <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> developed<br />

a statement in September 1998 which frames their recommendati<strong>on</strong>.<br />

A further descripti<strong>on</strong> of the UNICEF early childhood strategy<br />

can be found <strong>on</strong> page 52, within our coverage of internati<strong>on</strong>al <strong>and</strong> inter-agency<br />

<str<strong>on</strong>g>ECCD</str<strong>on</strong>g> initiatives.<br />

UNESCO <strong>Early</strong> <strong>Childhood</strong><br />

Partnerships Programme<br />

UNESCO is developing collaborative relati<strong>on</strong>ships with regi<strong>on</strong>al<br />

instituti<strong>on</strong>s for the purpose of capacity building. The main idea is to<br />

link, at the regi<strong>on</strong>al level, at least <strong>on</strong>e sp<strong>on</strong>sor, an already existing<br />

organizati<strong>on</strong>, a regi<strong>on</strong>al partner, <strong>and</strong> a nati<strong>on</strong>al partner or partners in<br />

the countries making up the regi<strong>on</strong>. This initiative is very much in line with<br />

what we at the <str<strong>on</strong>g>C<strong>on</strong>sultative</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> have been promoting in terms of regi<strong>on</strong>al networking.<br />

The UNESCO <strong>Early</strong> <strong>Childhood</strong> Partnerships Programme is<br />

designed to help strengthen the regi<strong>on</strong>alizati<strong>on</strong> process. In undertaking<br />

this initiative UNESCO is c<strong>on</strong>tributing to the work of the CG by<br />

having Regi<strong>on</strong>al Members of the <str<strong>on</strong>g>C<strong>on</strong>sultative</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> Secretariat<br />

serve as their partner/focal point for that regi<strong>on</strong>. See page 53 for a<br />

descripti<strong>on</strong> of this effort.<br />

UNESCO early childhood<br />

acti<strong>on</strong> research<br />

UNESCO co-organized an Internati<strong>on</strong>al C<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> Culture,<br />

<strong>Childhood</strong> <strong>and</strong> <strong>Early</strong> <strong>Childhood</strong> Educati<strong>on</strong> (October 1–3, 1998) to<br />

explore the place of cultural dimensi<strong>on</strong>s within early childhood educati<strong>on</strong><br />

systems <strong>and</strong> services. It was attended by some 17 participants<br />

coming mainly from universities in France, Morocco, Denmark, Mali,<br />

Japan, Germany, USA, the Netherl<strong>and</strong>s. The c<strong>on</strong>sultati<strong>on</strong> was c<strong>on</strong>ceived<br />

as a working sessi<strong>on</strong>, as all participants had prepared papers<br />

which had been distributed several weeks earlier so that during the<br />

meeting there could be a real dialogue <strong>and</strong> exchange, <strong>and</strong> an attempt<br />

to come to a comm<strong>on</strong> underst<strong>and</strong>ing of issues.<br />

UNESCO will be publishing the report of this meeting in early spring<br />

1999. Topics were quite varied <strong>and</strong> included such things as: cultural<br />

c<strong>on</strong>texts <strong>and</strong> early childhood programming; educati<strong>on</strong> for the<br />

improvement of cultural participati<strong>on</strong>; early childhood professi<strong>on</strong>alism<br />

<strong>and</strong> multi-perspective pedagogy; trends of preschool educati<strong>on</strong> in a changing<br />

Japanese society; appearance of literacy in early childhood educati<strong>on</strong>;<br />

<strong>and</strong> using cross-cultural research to questi<strong>on</strong> taken-for-granted beliefs.<br />
