The Réseau Africain Francoph<strong>on</strong>e Prime Enfance (<strong>Early</strong> <strong>Childhood</strong><br />

Francoph<strong>on</strong>e African Network) was created in September, 1996 for<br />

Francoph<strong>on</strong>e Africa <strong>and</strong> Nigeria. It is being jointly supported by<br />

UNESCO, the Regi<strong>on</strong>al Office of UNICEF, UNICEF Cote d’Ivoire,<br />

<strong>and</strong> FICEMEA (the internati<strong>on</strong>al federati<strong>on</strong> of CEMEA—an active<br />

learning training center movement started in France, with affiliate<br />

associati<strong>on</strong>s in 19 countries). The network has a fairly formalised<br />

structure, <strong>and</strong> c<strong>on</strong>sists of a general membership (made up of practiti<strong>on</strong>ers,<br />

supervisors, <strong>and</strong> others c<strong>on</strong>cerned with young children) organized<br />

into country “nodes” (or sub-networks), which in turn are<br />

linked through an inter-country coordinati<strong>on</strong> group.<br />

An <strong>Early</strong> <strong>Childhood</strong> Resource Centre will be established in<br />

Bamako, Mali, <strong>and</strong> in a joint UNICEF/ UNESCO project, use will be<br />

made of the UNICEF Better Parenting videos (developed by Cassie<br />

L<strong>and</strong>ers).<br />

In seeking a c<strong>on</strong>ceptual framework for <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> within the regi<strong>on</strong>,<br />

there is a str<strong>on</strong>g emphasis <strong>on</strong> the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of the<br />

Child, <strong>and</strong> the network is looking at how to create programming<br />

based <strong>on</strong> the CRC. Policy dialogue is also part of the strategy, as is<br />

building partnerships. At its February meeting in Bamako, the network<br />

proposed twenty projects to carry out jointly. One project is to<br />

implement a childcare centre, called Clos d’Enfants, in c<strong>on</strong>juncti<strong>on</strong><br />

with women’s associati<strong>on</strong>s in diverse settings. Another project is to<br />

collect traditi<strong>on</strong>al s<strong>on</strong>gs <strong>and</strong> materials documenting cultural practices<br />

in the regi<strong>on</strong>.<br />

In 1997, the ECDNA (the <strong>Early</strong> <strong>Childhood</strong> Development Network<br />

for Africa), worked to organize itself as a network <strong>and</strong> gained official<br />

recogniti<strong>on</strong> from the ADEA (Associati<strong>on</strong> for the Development of<br />

Educati<strong>on</strong> in Africa) as a Working <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>ECCD</str<strong>on</strong>g>.<br />

ECDNA worked in collaborati<strong>on</strong> with UNESCO to update the<br />

directory of NGOs in Africa, <strong>and</strong> to translate Toward a Fair Start for<br />
