in c<strong>on</strong>ducting acti<strong>on</strong> research. Each year they hold <strong>on</strong>e regi<strong>on</strong>al<br />
meeting of the ECECD network <strong>and</strong> a participatory workshop <strong>on</strong> a<br />
key theme in ECECD. (This year it was <strong>on</strong> “<str<strong>on</strong>g>Inclusive</str<strong>on</strong>g> Educati<strong>on</strong>”.)<br />
Although they have identified several l<strong>on</strong>g term themes they wish<br />
to address (policy <strong>and</strong> the c<strong>on</strong>ceptual framework for <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> acti<strong>on</strong>s),<br />
the evoluti<strong>on</strong> of the network’s activities is organic, arising from the<br />
interests <strong>and</strong> needs of the participants.<br />

This network has a number of different training activities for <str<strong>on</strong>g>ECCD</str<strong>on</strong>g><br />
partners, including the development <strong>and</strong> exchange of short papers <strong>on</strong><br />
particular topics; exchanges/training with partners in the regi<strong>on</strong>,<br />
including site visits; the development of an e-mail bulletin board (the<br />
Whole Asia Bulletin Board) for sharing training resources, regi<strong>on</strong>al<br />
events, issues, <strong>and</strong> problems; <strong>and</strong> documenting successful efforts.<br />
There is a str<strong>on</strong>g linkage between this network <strong>and</strong> the <strong>on</strong>e in South<br />
East Asia; the two have coordinated exchange of informati<strong>on</strong> about<br />
programmes <strong>and</strong> c<strong>on</strong>cerns, as is reflected in the joint Asian ECD<br />
Newsletter.<br />
Participati<strong>on</strong> in the network at this point includes Save the<br />
Children pers<strong>on</strong>nel, nati<strong>on</strong>al NGOs, UNICEF pers<strong>on</strong>nel in the<br />
regi<strong>on</strong>, <strong>and</strong> governments. In March, a week-l<strong>on</strong>g Workshop <strong>on</strong><br />
<str<strong>on</strong>g>ECCD</str<strong>on</strong>g> was sp<strong>on</strong>sored by UNICEF in c<strong>on</strong>juncti<strong>on</strong> with an internati<strong>on</strong>al<br />
c<strong>on</strong>ference <strong>on</strong> <strong>Early</strong> <strong>Childhood</strong> for Health Professi<strong>on</strong>als put <strong>on</strong><br />
by the Aga Khan University in Karachi. This dual event identified<br />
some new participants for the network, <strong>and</strong> generated lots of support<br />
<strong>and</strong> enthusiasm for UNICEF’s new emphasis <strong>on</strong> <str<strong>on</strong>g>ECCD</str<strong>on</strong>g>.<br />
The network coordinators see <strong>on</strong>e of their tasks as capacity-building<br />
of community level pers<strong>on</strong>nel. In additi<strong>on</strong>, there is a str<strong>on</strong>g c<strong>on</strong>cern<br />
about the low status of <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> within the regi<strong>on</strong>, <strong>and</strong> the lack of<br />
programme sustainability. Descripti<strong>on</strong>s of effective programme<br />
approaches in the regi<strong>on</strong> are being circulated within the network,<br />
al<strong>on</strong>g with informati<strong>on</strong> <strong>on</strong> interesting acti<strong>on</strong> research projects, such<br />
as the study in Bangladesh of how children of garment workers are<br />
cared for by their families.<br />
