between NGOs in the regi<strong>on</strong>, <strong>and</strong> the formati<strong>on</strong> of a loose e-mail<br />

discussi<strong>on</strong> group am<strong>on</strong>g interested members of the c<strong>on</strong>sortium. The<br />

network has received str<strong>on</strong>g regi<strong>on</strong>al support from UNICEF. In additi<strong>on</strong>,<br />

several regi<strong>on</strong>ally-based <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> specialists have c<strong>on</strong>tributed<br />

their time generously as faculty in the Regi<strong>on</strong>al Institute <strong>and</strong> in coordinating<br />

exchange training opportunities for <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> practiti<strong>on</strong>ers in<br />

the regi<strong>on</strong>.<br />

Issues that have been addressed (<strong>and</strong> shared) within the regi<strong>on</strong><br />

include: measurement/assessment of children, media <strong>and</strong> <str<strong>on</strong>g>ECCD</str<strong>on</strong>g>, parent<br />

educati<strong>on</strong>, <strong>and</strong> creating linkages between child labour <strong>and</strong><br />

<str<strong>on</strong>g>ECCD</str<strong>on</strong>g>. Particular efforts within individual countries, such as an initiative<br />

in the Philippines to reach out to developmental pediatricians,<br />

have been communicated to others within the network.<br />

Members of the network have shared programme descripti<strong>on</strong>s of<br />

interesting <strong>and</strong> effective efforts within the regi<strong>on</strong> (<strong>and</strong> within South<br />

Asia as well), <strong>and</strong> in a couple of cases, offered site visits as well.<br />

The following issues were identified for further attenti<strong>on</strong> in the<br />

near future: It was felt that parenting programmes (built <strong>on</strong> strengths<br />

<strong>and</strong> not deficit models) need to be more widely available. In additi<strong>on</strong>,<br />

it was felt that <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> practiti<strong>on</strong>ers need to know how to better link<br />

with Ministers of Finance, <strong>and</strong> with the business world in general, to<br />

gain wider acceptance of <str<strong>on</strong>g>ECCD</str<strong>on</strong>g>. The CG for Southeast Asia is c<strong>on</strong>vened<br />

by Feny de los Angeles Bautista in c<strong>on</strong>juncti<strong>on</strong> with a support<br />

team representing diverse countries in the regi<strong>on</strong>.<br />

A regi<strong>on</strong>al technical c<strong>on</strong>sultati<strong>on</strong> was held in Manila from<br />

September 21–24, 1998 <strong>on</strong> Assessment Issues in <str<strong>on</strong>g>ECCD</str<strong>on</strong>g>. The meeting, supported<br />

by UNICEF, was attended by individuals from Nepal, Sri<br />

Lanka, Thail<strong>and</strong>, Singapore, the Philippines, UNICEF Headquarters,<br />

Regi<strong>on</strong>al offices (EAPRO <strong>and</strong> ROSA) <strong>and</strong> the Philippines office, <strong>and</strong><br />

the <str<strong>on</strong>g>C<strong>on</strong>sultative</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> Secretariat. During the four days current<br />

instruments that are being used in the regi<strong>on</strong> were reviewed. In additi<strong>on</strong>,<br />

there was c<strong>on</strong>siderable discussi<strong>on</strong> of the kinds of outcomes that<br />

are desirable from <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> programmes <strong>and</strong> of the kinds of strategies<br />

that could be used to measure those outcomes. Current instruments do<br />

not provide this kind of informati<strong>on</strong>. Two task forces were created:<br />

<strong>on</strong>e to work <strong>on</strong> instrumentati<strong>on</strong> appropriate for children from birth<br />

to three years of age; the sec<strong>on</strong>d task force was created to work <strong>on</strong><br />

instrumentati<strong>on</strong> related to the growth <strong>and</strong> development from age<br />

three through the early primary grades.<br />

In a recent Coordinators’ Notebook there was discussi<strong>on</strong> of the fact that<br />

the Caribbean Plan of Acti<strong>on</strong> was ratified by the CARICOM Heads<br />

of State in 1997. Since ratificati<strong>on</strong> there have been several difficulties<br />

experienced in moving governments to acti<strong>on</strong> now that nati<strong>on</strong>al policies<br />

have been developed. Issues being faced include the following:<br />
