Internati<strong>on</strong>al <strong>and</strong> Inter-agency<br />

<str<strong>on</strong>g>ECCD</str<strong>on</strong>g> Initiatives<br />

Effectiveness in <str<strong>on</strong>g>ECCD</str<strong>on</strong>g><br />

The Bernard van Leer Foundati<strong>on</strong> is spearheading<br />

a three to five year inter-agency, cross-country<br />

study of programming in <str<strong>on</strong>g>ECCD</str<strong>on</strong>g>, titled the<br />

Effectiveness Initiative. Judith L. Evans, (Director<br />

of the <str<strong>on</strong>g>C<strong>on</strong>sultative</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>) will be serving as the<br />

Bernard van Leer coordinator of this effort from<br />

The Hague, working closely with Bernard van<br />

Leer Foundati<strong>on</strong> staff members, as well as with<br />

individuals from other partner agencies within the<br />

CG, <strong>and</strong> key <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> prop<strong>on</strong>ents in the field.<br />

The Effectiveness Initiative (EI) is an<br />

in-depth, c<strong>on</strong>textual look at what is working in<br />

early childhood development (<str<strong>on</strong>g>ECCD</str<strong>on</strong>g>) programming.<br />

The centrepiece of the Effectiveness Initiative<br />

involves an in-depth case study of<br />

approximately 10 projects (some funded by the<br />

Bernard van Leer Foundati<strong>on</strong>, some not) that<br />

have a reputati<strong>on</strong> in the field for being effective.<br />

In seeking to underst<strong>and</strong> what makes an approach<br />

effective in a given c<strong>on</strong>text, the focus<br />

will be <strong>on</strong> the processes that go into the creati<strong>on</strong><br />

<strong>and</strong> implementati<strong>on</strong> of an effective <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> project,<br />

as judged by its outcomes. Within this initiative<br />

an attempt will be made to identify what<br />

has been tried, what has worked, <strong>and</strong> what has<br />

not worked in <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> programming. The EI effort<br />

will provide a building block for our underst<strong>and</strong>ing<br />

of how effectiveness is achieved. It will<br />

offer opportunities to compare what c<strong>on</strong>stitutes<br />

effectiveness in diverse settings, derive comm<strong>on</strong><br />

less<strong>on</strong>s learned, <strong>and</strong> distil a process for c<strong>on</strong>ducting<br />

in-depth case studies in other settings to further<br />

enhance our underst<strong>and</strong>ing of effectiveness.<br />

For the purposes of the Initiative, effectiveness is<br />

defined as follows:<br />

Effectiveness in <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> programming is meeting the developmental<br />

<strong>and</strong> cultural needs of young children <strong>and</strong><br />

their families, in ways that enable them to thrive.<br />

Effectiveness is a judgement, based <strong>on</strong> an<br />

agreed-up<strong>on</strong> st<strong>and</strong>ard. Effectiveness encompasses<br />

both the processes <strong>and</strong> outcomes of an activity.<br />

Having said that, it needs to be recognised<br />

that there is no universal st<strong>and</strong>ard for judging effectiveness.<br />

The definiti<strong>on</strong> will vary according<br />

to the nature/perspective of different people <strong>and</strong><br />

groups within a project. Effectiveness is neither<br />

linear, uni-dimensi<strong>on</strong>al, nor uni-directi<strong>on</strong>al. It is<br />

likely to vary within the same project, <strong>and</strong><br />

across projects. St<strong>and</strong>ards for effectiveness are<br />

derived from cultural values, pers<strong>on</strong>al experience,<br />

“science”, <strong>and</strong> particular theoretical positi<strong>on</strong>s,<br />

as well as the comparis<strong>on</strong> of similar<br />

experiences.<br />

Operati<strong>on</strong>ally, an <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> project is effective<br />

when it:<br />

■ activates people within a c<strong>on</strong>text to provide<br />

supports to children, care providers, <strong>and</strong><br />

families;<br />

■ recognises, builds <strong>on</strong> <strong>and</strong>/or creates dynamic systems<br />

of support in a community/c<strong>on</strong>text that<br />

can resp<strong>on</strong>d to people’s changing<br />

needs/c<strong>on</strong>cerns;<br />

■ supports parenting/care provisi<strong>on</strong> for children in<br />

all sectors of community life, so that care<br />

for children is woven throughout the cultural<br />

c<strong>on</strong>text;<br />

■ helps to create a cultural climate of family/child<br />

support <strong>on</strong> the levels of policy/ programming/care<br />

provisi<strong>on</strong> <strong>and</strong> cultural attitudes<br />

or ethos;<br />

■ helps adults <strong>and</strong> caregivers develop to their potential;<br />

■ helps ensure that children have love, care, nutriti<strong>on</strong>,<br />

support, stimulati<strong>on</strong>, language, safety,<br />

<strong>and</strong> c<strong>on</strong>sistency in an envir<strong>on</strong>ment that allows<br />

them to grow <strong>and</strong> develop to their<br />

fullest human potential;<br />

■ helps children to become emoti<strong>on</strong>ally <strong>and</strong> physically<br />

healthy, to be curious about their<br />

world, to have self-c<strong>on</strong>fidence, to seek<br />

mastery of skills, to develop thinking <strong>and</strong><br />

problem-solving abilities, <strong>and</strong> to be resilient.<br />

It teaches them not <strong>on</strong>ly to adapt<br />

to changing c<strong>on</strong>diti<strong>on</strong>s but also to transform<br />

situati<strong>on</strong>s;<br />

■ serves as a catalyst or affects directly the way people<br />

live their lives, ec<strong>on</strong>omically, socially, <strong>and</strong><br />

in qualitative dimensi<strong>on</strong>s.<br />

This definiti<strong>on</strong> of effectiveness is not bound to<br />

a single <str<strong>on</strong>g>ECCD</str<strong>on</strong>g> “model”. Rather these outcomes<br />

can be achieved within a variety of programming<br />

strategies. It is worth stressing that the partners in<br />

the Effectiveness Initiative are not interested,<br />
