RFP for selection of Transaction Advisor
Detailed Scope of Work
The scope of work has been divided to be undertaken in a period of 2 years. The execution
of the task does not necessarily have to be in the same order.
1. The Transaction Advisor will be retained to develop an effective PPP concession
agreement including design of necessary formats for capture of physical & financial
information which would be useful for Management Information System, for the clusters
of the proposed project. The objective of this Consultancy service is to produce a
financially viable concession that would address the principal issues related to project
risks and adequate returns to the concessionaire.
2. The tasks to be undertaken by the Transaction Advisor are:
2.1. Physical Packaging
Preparation of Feasibility Reports including technical parameters/details required
for bidding the projects on PPP basis
o Site assessment : Visit all the specified sites for RVTIs across the
country, for assessing the site and the requirement
o Market & Demand assessment
o Type of skills covered by skill development institutes (i.e. ITIs/ SDCs,
ATS, MES etc.) and trainers requirements in the appropriate catchment
area of proposed RVTI for understanding the potential course offerings
o New and emerging skills demands in the region or on a broader level
considering the future scenario in the country
o Model Design of a specimen RVTI. Model design herein refers to
submission of technical specifications and not architectural design.
Preparation of Conceptual Project design for development of the site.
Identifying issues that could have commercial and financial implications.
Preparation of the project cost estimate.
Preparation of the project implementation schedule.
Examine the overall viability of the project.
2.2. Strategic Packaging
To establish revenue and cost forecasts for the period of the concession.
Define methods for recovery of revenues.
Conducting sensitivity forecast.
Undertake risk assessment by:
o Identifying the risks and their allocation.
