<strong>TO</strong> <strong>00</strong>-<strong>25</strong>-<strong>172</strong><br />

poppet valve in the open position prior to pressurizing<br />

the system. If the SCR or designated<br />

contractor representative is able to remove the<br />

nozzle from the aircraft SPR with the poppet<br />

valve open, the fuel servicing operation will not<br />

be started. The fuel servicing unit/hydrant hose<br />

cart operator will immediately remove the nozzle<br />

from service. If the poppet valve on a SPR nozzle<br />

is closed, after the initial check and prior to pressurization,<br />

then another nozzle to aircraft lock<br />

check is required.<br />

(6) The SCR shall provide two intercom headsets and<br />

cords, one 1<strong>00</strong>-foot and one 50-foot, for <strong>Air</strong> <strong>Force</strong><br />

use. The 1<strong>00</strong>-foot cord shall be used by the CSS.<br />

All aircraft external intercom plug-ins must be<br />

operational and usable.<br />

NOTE<br />

When fuel servicing with government provided<br />

fuel on a USAF (or other) installation, the USAF<br />

(or other service) shall furnish additional personnel<br />

for monitoring each fuel nozzle connection<br />

where the number of personnel required exceeds<br />

those specified in the contract.<br />

(7) Prior to beginning concurrent servicing operations,<br />

the SCR shall establish a liaison with the<br />

CSS to:<br />

(a) Determine specific servicing requirements, to<br />

include if unique bonding sequence is required,<br />

for the aircraft.<br />

(b) Discuss any unfamiliar system characteristics<br />

or deficiencies.<br />

(c) Provide guidance on the duties and physical<br />

positioning of the commercial carrier’s technical<br />

personnel during the concurrent servicing<br />

operation.<br />

NOTE<br />

A qualified SCR shall be present for supervision<br />

and control of the commercial contractor personnel<br />

involved in the concurrent servicing operation,<br />

to include subcontractor personnel, such as caterers,<br />

cleaning crews, and the flight crew. The SCR<br />

shall provide the safety expertise as related to<br />

commercial carrier’s aircraft and shall notify the<br />

CSS of any potential safety hazards.<br />

(8) Determine and jointly approve the timing of<br />

maintenance, cargo baggage loading/unloading,<br />

fleet servicing or other activities (food service,<br />

cleaning, etc.) to be accomplished during the concurrent<br />

servicing operation.<br />

b. Additional requirements for SCR with passengers on<br />

board.<br />

(1) The SCR will provide one operable 50-foot headset<br />

for each SPR/vent monitor and a 1<strong>00</strong>-foot or<br />

longer cord and headset for the CSS (minimum<br />

of three headsets required for <strong>Air</strong> <strong>Force</strong> use). The<br />

SCR must also ensure the fuel control panel operator<br />

has a headset and remains on intercom during<br />

the fuel servicing operation.<br />

(2) The SCR must also ensure a member of the aircrew<br />

or a contractor representative is in intercom<br />

contact in the cockpit and cabin areas when passengers<br />

are on board during fuel servicing. This<br />

individual will be in constant intercom contact<br />

with the CSS.<br />

(3) The SCR will ensure the aircraft external intercom<br />

plug-in jacks are in good working order. If<br />

intercom contact cannot be maintained between<br />

the CSS, fuel control panel operator(s), vent/SPR<br />

monitor(s), and the individual in the cockpit/cabin<br />

area with the passengers, fuel servicing with passengers<br />

on board will not be done.<br />

5.6 CARGO/BAGGAGE HANDLING OPERATIONS.<br />

a. Winching cargo and/or movement of nonpalletized<br />

self-propelled vehicles/equipment into or out of aircraft<br />

in conjunction with concurrent servicing is not authorized<br />

except on the C-5, C-130, C-141, C-17, and<br />

KC-10 aircraft.<br />

b. Passengers will not be allowed in the cargo compartment<br />

while winching of rolling stock or pallets is being<br />

accomplished.<br />

c. Use of the winch in the cargo compartment of C-5 and<br />

C-141 aircraft is prohibited during defueling operations.<br />

d. Cargo containing explosives, oxygen, or flammable<br />

gases or liquids shall not be loaded or unloaded during<br />

concurrent servicing operations. Under combat conditions<br />

or simulated combat exercises, loading or unloading<br />

cargo containing explosives or munitions shall be<br />

accomplished according to <strong>TO</strong> 11A-1-33. Munitions<br />

will not be on-loaded or off-loaded from airlift aircraft<br />

during concurrent servicing operations.<br />
