inch in width. NSN 8415-<strong>00</strong>-177-4974 satisfies<br />

this requirement and shall be used unless otherwise<br />

specified in command directives.<br />

(4) The CSS in concurrent operations shall also be<br />

responsible for controlling and monitoring all<br />

concurrent operations to include cargo/baggage<br />

loading/unloading, maintenance, fuel or oxygen<br />

servicing, and fleet servicing. CSS maintains continuous<br />

intercom contact with fuel servicing team<br />

members during the entire servicing operation<br />

(excluding 2F0X1 fuels specialists). C-9 aeromedical<br />

evacuation aircraft are authorized to conduct<br />

concurrent servicing operations away from<br />

home station using an alternate method of communication<br />

when aircraft intercom capability does<br />

not exist. Alternate communication procedures<br />

such as hand signals and/or voice communication<br />

will be agreed upon by the refueling team prior to<br />

start of the refueling operation. C-21 aircraft are<br />

authorized to conduct concurrent servicing using<br />

a deplaned aircrew member as the CSS. This individual<br />

can use either hand signals, voice communication,<br />

or intercom with the refueling team.<br />

In addition, the C-21 can use a ground power unit<br />

to supply aircraft electrical power. The refueling<br />

supervisor will ensure that the minimum number<br />

of personnel remain on the aircraft during refueling.<br />

(5) Personnel who supervise portions of the operation;<br />

e.g., aerial port supervisor, maintenance team<br />

supervisor, or fleet service supervisor, shall coordinate<br />

each phase of their operation with the CSS<br />

and report immediately any condition that might<br />

jeopardize safety prior to beginning or during<br />

concurrent servicing operations.<br />

(6) If concurrent operations are in progress, all personnel<br />

or their team chief will report to the CSS<br />

prior to entering the concurrent servicing area.<br />

(7) The CSS will have full and final authority over<br />

all phases of concurrent operations and over all<br />

participating personnel, except the deployment<br />

and control of fire fighting and rescue units.<br />

(8) During concurrent fuel servicing operations, the<br />

CSS may simultaneously perform CSS and fuel<br />

servicing supervisor duties.<br />

(9) During concurrent oxygen servicing, the CSS will<br />

be an individual other than the person doing the<br />

actual oxygen servicing.<br />

(11) Ensure all personnel involved in concurrent operations<br />

are briefed on the total requirements of<br />

servicing prior to commencing operations. This<br />

briefing will cover a general overview of the operation<br />

and emergency procedures.<br />

(12) Assure fuel servicing equipment is properly<br />

bonded. Bond conductive maintenance or work<br />

stands to the aircraft when using the stand to access<br />

the aircraft fuel servicing receptacles or support<br />

the fuel hose during servicing operations.<br />

(13) Ensure aircraft are not concurrently refueled if the<br />

fuel jettison (dump) system was used on the previous<br />

flight unless it can be positively verified<br />

that the jettison valve(s) closed after the fuel jettison<br />

operation. Verification can be accomplished<br />

by observing cockpit indications (provided they<br />

show the true status of the jettison valves) or by<br />

physically observing the fuel to stop exiting the<br />

jettison outlet(s) upon termination of the jettison<br />

operation. If neither of these verification actions<br />

can be done, then the aircraft must not be concurrently<br />

refueled until it undergoes at least one normal<br />

refueling operation to show that the jettison<br />

valves are closed.<br />

(14) Ensure the fire department is notified at least 15<br />

minutes before starting concurrent servicing operations.<br />

(15) Supervise the movement of equipment into and<br />

out of concurrent servicing area.<br />

(16) Assure connections of any ground power units<br />

are completed prior to starting the servicing operations.<br />

Equipment shall remain connected until<br />

the fuel servicing is terminated.<br />

(17) Assure all concurrent operations are performed in<br />

compliance with this technical order.<br />

(18) Assure the proper number of fire extinguishers<br />

are available (Table 3-1).<br />

(19) <strong>Air</strong>crew members may remain on board the aircraft<br />

during concurrent servicing operations as directed<br />

by the MAJCOM. When remaining on<br />

board, all safety procedures outlined in this technical<br />

order will be followed. Entering or exiting<br />

the aircraft shall be limited to performing essential<br />

duties associated with the concurrent servicing<br />

operation.<br />

(10) CSS will ensure communications to the fire department<br />

through Job Control or the Command<br />

Post are immediately available and operational.<br />
