The 2027 forecast noise contours are depicted on the lower half <strong>of</strong> Exhibit C3. The<br />

65 CNEL extends beyond airport property in several locations including very<br />

slightly to the north <strong>of</strong> Runway 16 and to the southwest <strong>of</strong> Runway 9. These areas<br />

are currently roads or existing industrial development and are therefore compatible<br />

with the 65 CNEL.<br />

To the northeast <strong>of</strong> the planned runway extension the 65 CNEL extends beyond<br />

airport property over some vacant property and over a portion <strong>of</strong> a landscaping nursery<br />

business. These uses are compatible with the 65 CNEL. The 70 CNEL extends<br />

to the northeast property line and may extend a few feet onto the same private<br />

property.<br />

To the southeast <strong>of</strong> the planned runway extension both the 65 and 70 CNEL extend<br />

beyond airport property. Approximately eight residential dwelling units are impacted<br />

by the 70 CNEL. Approximately 30 residential dwelling units are impacted<br />

by the 65 CNEL in this area.<br />

CONSTRUCTION IMPACTS<br />

Construction impacts typically relate to the effects on specific impact categories,<br />

such as air quality or noise during construction. The use <strong>of</strong> best management practices<br />

(BMPs) during construction is typically a requirement <strong>of</strong> construction-related<br />

permits such as a National Pollutant Discharge Elimination System (NPDES) permit.<br />

Use <strong>of</strong> these measures typically alleviates potential resource impacts.<br />

Short-term construction-related noise impacts could occur with implementation <strong>of</strong><br />

the proposed project as there are scattered residences in the vicinity. However,<br />

these impacts typically do not arise unless construction is being undertaken during<br />

early morning, evening, or nighttime hours. Furthermore, the proposed projects<br />

will be undertaken on a demand basis and will not be constructed simultaneously.<br />

Construction-related air quality impacts can be expected. Air emissions related to<br />

construction activities will be short-term in nature and will be included in the air<br />

emissions inventory, if one is requested.<br />

Section 4(f) <strong>of</strong> the DOT Act, which was recodified and renumbered as Section 303(c)<br />

<strong>of</strong> 49 USC, provides that the Secretary <strong>of</strong> Transportation will not approve any program<br />

or project that requires the use <strong>of</strong> any publicly owned land from historic sites,<br />

public parks, recreation areas, or waterfowl and wildlife refuges <strong>of</strong> national, state,<br />

regional, or local importance unless there is no feasible and prudent alternative to<br />
