neighboring countries in order to exchange<br />
experiences and realize regional comparative<br />
advantages for entrepreneurship.<br />
Agency for local economic development<br />
ZEDA seated in Zenica was established by<br />
Zenica municipality. The Agency has been<br />
operating since 2004. The aim of the agency<br />
is to become the most important development<br />
institution with the main objective to follow<br />
the development priorities of the municipality,<br />
to create partnerships for the implementation<br />
of development projects, to prepare them and<br />
coordinate their implementation.<br />
The main activities are:<br />
• Development of business environment;<br />
• Supporting the creation of new enterprises;<br />
• Increasing the competitiveness of small<br />
and medium enterprises;<br />
• Development of business services market<br />
with the organization and support of<br />
high-quality entrepreneurs.<br />
Sarajevo Regional Development Agency SERDA<br />
has a mission to create a positive environment<br />
for sustainable economic development in<br />
Sarajevo macroregion, and then to strengthen<br />
and promote development in the region through<br />
mobilisation of available resources.<br />
4.2.4 Montenegro<br />
University of Montenegro (www.ucg.ac.me),<br />
based in Podgorica, actively cooperates with<br />
the enterprises of Montenegro. It can be said<br />
that <strong>cooperation</strong> is more represented on faculty<br />
basis than the University. University has<br />
legally regulated some forms of <strong>cooperation</strong>.<br />
For example, the actual and most important<br />
<strong>cooperation</strong> is <strong>cooperation</strong> with the Union<br />
of Employers of Montenegro (UEM) and the<br />
Institute for the Black Metallurgy AD Niksic.<br />
University of Montenegro and the UEM adopted<br />
the agreement that regulates their <strong>cooperation</strong><br />
with the recognition and respect of statutory<br />
and program assignments. The main task<br />
of the business-technical <strong>cooperation</strong> is<br />
adequate and timely exchange of information<br />
on requirements and possibilities of profiling<br />
and employment of young professionals who<br />
are studying at the University.<br />
According to the agreement on business and<br />
technical <strong>cooperation</strong> University agrees to:<br />
• Inform UEM with study programs<br />
organized at the University units, the<br />
number of students in the final years and<br />
their success;<br />
• Enable UEM to present plans for employment<br />
of graduated young professionals;<br />
• Inform UEM about the needs of students<br />
for the performance of professional<br />
practice, including professional training<br />
of students from other universities<br />
(exchange-students);<br />
• Consider UEM suggestions regarding<br />
study programs;<br />
• Plan upon request of UEM rational forms<br />
of knowledge innovation of employees to<br />
make them acquainted with new scientific,<br />
technical and organizational achievements;<br />
• Plan training and other forms of education<br />
within its jurisdiction, which are of<br />
interest for the development of economic<br />
environment and the implementation of<br />
the concept of learning throughout life.<br />
UEM agrees to:<br />
• Follow the development of its members<br />
and their need for professional personnel<br />
and inform the University about that;<br />
• Present its members the information<br />
on study programs, recommending<br />
scholarships for talented students;<br />
• Conduct procedure review study plans,<br />
at the request of the University, with its<br />
members and provide timely comments<br />
and suggestions;<br />
• Track and inform the University about<br />
the success of young professionals who<br />
are hired after studying at one of the<br />
members of UEM;<br />
• Prepare and conduct training needs for employees<br />
and presented them to the University;<br />
