of activities in the entire territory of BiH.<br />

The development strategy of BiH for the<br />

period 2010 - 2015, which is in the developing<br />

process, the analysis of the importance<br />

of science and research, development of<br />

technology and innovation as the main<br />

conditions for achieving the competitiveness<br />

of medium developed countries is planned.<br />

4.2.3.2 University of Banja Luka<br />

University of Banja Luka has thirteen faculties.<br />

University of Banja Luka and certain faculties<br />

have concluded a great number of contracts<br />

of <strong>cooperation</strong> with higher education and<br />

scientific institutions in the RS, FBiH and the<br />

number of countries such as: Bulgaria, Italy,<br />

Japan, Macedonia, Norway, Poland, Russia,<br />

Slovenia, Serbia, Thailand, Ukraine, Finland,<br />

France, Croatia, Montenegro, Spain and<br />

other European countries in the framework<br />

of international projects. In addition to<br />

international projects faculties, participate<br />

in a number of projects financed by domestic<br />

institutions.<br />

In December 2007, the Ministry of Science and<br />

Technology of Republic of Srpska together with<br />

the Universities of East Sarajevo and Banja<br />

Luka, initiated the project entitled “Capacity<br />

building of science-research and<br />

higher education institutions in RS for<br />

participation in international programs<br />

(Center for project management)” which<br />

aims to strengthen the resources of higher<br />

education, research, and all other institutions<br />

in the Republic of Srpska for participation in<br />

European programs for science and higher<br />

education and to improve the quality of their<br />

international <strong>cooperation</strong>.<br />

Project Management Center was established<br />

within the Ministry, and its responsibility<br />

is to work on technical assistance to all<br />

potential users, such as state and private<br />

universities, research institutions, public<br />

sector, NGOs, small and medium enterprises,<br />

and others, through direct engagement<br />

of the Center’s staff in designing project<br />

proposals for the European Commission<br />

calls for tenders, preparing and completing<br />

the project proposals, financial management<br />

of projects, direct consultations with<br />

participants in the project, the distribution<br />

of necessary information, consultation<br />

with foreign partners and collecting the<br />

necessary knowledge and experience on<br />

international projects. The Center works on<br />

promotion of the Seventh Framework Program<br />

and the preparations for the inclusion in<br />

other European programs for science and<br />

research, in <strong>cooperation</strong> and coordination<br />

of activities with the National Office for the<br />

Framework Program in Bosnia - NCP FP BiH,<br />

which is located in Sarajevo. The Center’s<br />

Staff work on the education of potential users<br />

(workshops, seminars, direct presentations<br />

and consultations in institutions). This is the<br />

first center of this type in Republic of Srpska in<br />

Bosnia-Herzegovina, which provides all users<br />

with full service.<br />

With the support of the University of Banja Luka,<br />

Republic of Srpska Government, Government<br />

of Norway, the City of Banja Luka, Republic<br />

Agency for development of small and medium<br />

enterprises, the Foundation “Innovation<br />

Centre of Banja Luka” was established. In<br />

achieving its objectives, center focuses on<br />

three main elements: business incubator,<br />

consulting and training. Establishing the<br />

business infrastructure will enable small<br />

enterprises to become active and profitable<br />

on the market. The Foundation will be the<br />

place where foreign companies will come for<br />

possible joint ventures with local companies,<br />

whilst the <strong>cooperation</strong> with the University<br />

of Banja Luka will enable it to become the<br />

centre of development activities. Within the<br />

Innovation Centre, the company will be<br />

established, which will specifically support<br />

the development and robotization of small<br />

and medium enterprises.<br />

Agency for Cooperation, Education and<br />

Development - ACED organizes practice<br />

for students of the Faculty of Agriculture,<br />

University of Banja Luka within their<br />

project activities “Development of<br />

entrepreneurship in agriculture“.
