more active involvement of the BiH Council<br />
of Ministers in matters of coordination<br />
of higher education. Since the academic<br />
year 2005/2006, at all public Universities<br />
in BiH, the implementation of the first<br />
cycle, in accordance with the Bologna<br />
principles began. The reform of curricula and<br />
their adjustment to double-cyclic system of<br />
studying have been made, and preparations<br />
for the third cycle (PhD studies) have<br />
begun. BiH is on the last place in the field<br />
of science and technology from all the<br />
countries of Southeast Europe. In the last<br />
few years in BiH, the situation is developing in<br />
positive direction, in the terms of creating the<br />
framework for the more active role of science.<br />
4.2.3.1 State Institutions, strategies and<br />
programs<br />
Bosnia and Herzegovina (BiH) is a state<br />
composed of two entities: the Republic of<br />
Srpska (RS) and Federation of Bosnia and<br />
Herzegovina (FBiH). Furthermore, FBiH is<br />
administratively divided into ten cantons.<br />
The special administrative unit is the District<br />
of Brcko (DB). In Bosnia and Herzegovina<br />
today, there are 8 public universities,<br />
of which two are in the RS: University of<br />
Banja Luka and the University of East<br />
Sarajevo, and six in the FBiH: University of<br />
Sarajevo, University of Tuzla, University of<br />
Mostar, University Dzemal Bijedic in Mostar,<br />
University of Bihac and the University of<br />
Zenica. At the end of 2008, in BiH, there<br />
were nine private universities (3 in the<br />
FBiH and 6 in RS), and several independent<br />
faculties and high schools (colleges).<br />
Within the public and private Universities in BiH<br />
currently operate 140 faculties, 10 academies, 16<br />
senior high schools, 4 religious faculties and 4<br />
international studies.<br />
Management structure in the education sector<br />
is very complicated in Bosnia and Herzegovina.<br />
In the BiH Federation the responsibility<br />
for education, including higher education,<br />
belongs to the Federal Ministry of Education<br />
and Science, where each of the ten cantons<br />
has its own Ministry of Education and Science.<br />
In the Republic of Srpska, the responsibility<br />
for education belonged to the Ministry<br />
of Education and Culture of Republic of<br />
Srpska, and scientific research activities to the<br />
Ministry of Science and Technology of Republic<br />
of Srpska. In addition, there is a state-level<br />
Ministry of Civil Affairs of BiH - MCP, which<br />
has a Department for Education and the<br />
Department of Science and Culture, whose<br />
role is to coordinate activities in the field of<br />
education at the state level, to coordinate<br />
the plans of government entity bodies and<br />
to define strategies at the international level<br />
in the area of education, science and culture.<br />
Financing, management and organization of<br />
Universities in the RS are based on the Law on<br />
Higher Education of Republic of Srpska.<br />
The Government of Republic of Srpska<br />
adopted the Action Plan of support for the<br />
establishment and development of business<br />
zones in the Republc of Srpska 2009-2013.<br />
The launch of two business zones with fully<br />
built infrastructure and two zones with partially<br />
developed infrastructure is planned.<br />
Last year, Ministry of Civil Affairs of BiH,<br />
adopted Strategic directions of development<br />
of education in Bosnia and Herzegovina with<br />
the implementation plan, 2008 th -2015 th , a<br />
document that gives the main directions<br />
of development of education in Bosnia and<br />
Herzegovina up to the year of 2015. The<br />
Strategy for the development of science<br />
in BiH 2010-2015, a document that gives<br />
strategic guidelines and action plan for the<br />
development of scientific activities in Bosnia<br />
and Herzegovina for the period of 2010 to<br />
2015 is under construction.<br />
The reform at all Universities in BiH has been<br />
undergone, with the aim of becoming the part<br />
of European higher education community.<br />
All public Universities in BiH participate in<br />
projects within the EU funds through the<br />
Tempus, Erasmus Mundus and the Framework<br />
Program for Research and Development (FP6<br />
and FP7). Austrian Development Agency<br />
(ADA Austrian Development Cooperation),<br />
Open Society Fund BiH and the BiH Ministry of<br />
Civil Affairs have supported the establishment<br />
of National contact points system for the EU<br />
Framework Programs in Bosnia-Herzegovina<br />
(NCP FP BiH). NCP FP BiH system consists of a<br />
main office in Sarajevo and regional offices at<br />
