The suggested model is not the traditional linear<br />

model, based on the transfer of research results<br />

to industry through publication or mobility<br />

of graduates but rather so-called “Assisted<br />

Linear Model” comprising a variety of interlocking<br />

organizational mechanism such as<br />

research centers of excellence, technology<br />

transfer centers and incubators that move<br />

research with long-term commercial potential<br />

into use as well as cluster, centers for Lifelong<br />

learning and joint consortia.<br />

6.3.1 Establishment of Science and Technology<br />

Parks<br />

We suggest that all bigger universities and<br />

administrative centers in WB countries<br />

should establish Science and Technology<br />

Parks (STPs), in close <strong>cooperation</strong> with<br />

municipalities, universities, regional or<br />

national authorities and industry representatives.<br />

Fully developed, these parks can<br />

incorporate some of the following units as<br />

illustrated in Figure 3:<br />

• Technology transfer center;<br />

• Incubation center;<br />

• Centres of excellence;<br />

• Collaborative – training center;<br />

• Patent office or IPR support office;<br />

• Start-up center; as well as<br />

• Offices for start-ups, spin-offs and<br />

subsidiaries of large companies.<br />
