distribution of <strong>the</strong> benefits result<strong>in</strong>g <strong>the</strong>ir utilization;<br />
3. Authorize <strong>the</strong> development of <strong>in</strong>frastructure and<br />
projects planned by <strong>the</strong> stakeholders, which could have<br />
substantial impact on <strong>water</strong> <strong>resources</strong>;<br />

Major Priorities for Intervention next 5 years:<br />
1. Improve f<strong>in</strong>ancial <strong>resources</strong> fully carry out basic functions;<br />
2. Cont<strong>in</strong>ue, launch and implement <strong>the</strong> follow<strong>in</strong>g fundamental<br />
technical activities:<br />
‣F<strong>in</strong>alize VBA Observatory;<br />
‣Launch and f<strong>in</strong>alize MPDWM;<br />
‣Formulate and implement Communication Plan;<br />
‣Water Charter for <strong>the</strong> Volta Bas<strong>in</strong>;<br />

CLIMATE CHANGE ISSUES<br />
•With f<strong>in</strong>ancial support from German Federal M<strong>in</strong>istry of<br />
Education and Research, <strong>the</strong> Centre for Development Research of<br />
<strong>the</strong> University of Bonn and its partners are <strong>in</strong> <strong>the</strong> process of<br />
establish<strong>in</strong>g a Regional Science Service Center West Africa.<br />
•The Centre would be sandwiched between Accra and<br />
Ouagadougou. Prime partners would be <strong>the</strong> Alliance for a Green<br />
Revolution <strong>in</strong> Africa, IWMI and VBA.<br />
•The project hopes to help VBA establish as a Center of<br />
Excellence <strong>in</strong> Climate Change and Susta<strong>in</strong>able Land and Water<br />
Use.<br />
•A good portion of <strong>the</strong> funds to sponsor research and educational<br />
networks <strong>in</strong> <strong>the</strong> 6 riparian countries of <strong>the</strong> VBA. The project is<br />
designed <strong>in</strong> such a manner to attract <strong>the</strong> participation of o<strong>the</strong>r<br />
donor countries and agencies.<br />
•Initial activities to start <strong>in</strong> February 2010<br />
