Apprise and Empower<br />
The final step in setting up for continued <strong>tourism</strong> industry management will be to<br />
apprise and empower the city’s and county’s leadership and citizens to undertake<br />
and carry out the plan. This can be achieved through the recurrent presentation <strong>of</strong><br />
findings and a continuous physical presence <strong>of</strong> efforts in public places and<br />
community publications.<br />
Goals - 12 to 18 Months<br />
County Master Plan – Innovation<br />
The <strong>Georgia</strong> Beautiful movement recommends the creation <strong>of</strong> a County and City<br />
Master Plan that looks beyond the status quo to provide a healthy and sustained<br />
discussion <strong>of</strong> boundaries. Boundaries are one <strong>of</strong> the primary tools available to both<br />
separate and connect and include the primary resource to fight sprawl and the<br />
subsequent damaging <strong>of</strong> Quitman’s vibrant city center. A good master plan will<br />
allow for new and old architecture to coexist and go far beyond land use guides to<br />
give detailed visual mockups <strong>of</strong> streetscapes, urban furniture, materials, and<br />
transportation infrastructures. The conclusion <strong>of</strong> the master plan process would<br />
culminate in: 1) the adoption <strong>of</strong> an innovative “zoning” ordinance giving preference<br />
to procedural permitting based on volume and liberty <strong>of</strong> use, and 2) a breakdown<br />
<strong>of</strong> “bite-size” partial plans to implement the total plan.<br />
City Urban Redevelopment Plan<br />
The city should consider amending the current urban redevelopment plan with a<br />
heritage and cultural <strong>tourism</strong> component. DCA and GDEcD staff can assist.<br />
