Specific Job Descriptions – Introduction<br />

CONTRACTUAL RESPONSIBILITIES<br />

RHD <strong>foreign</strong> <strong>aided</strong> <strong>project</strong> officers will also fulfil specific contractual duties (e.g. “The Employer’s<br />

Representative”, and “The Engineer”) for each contract under different FAPs. Generally the<br />

contract document sets out the duties and responsibilities of the ‘Employer’ and the ‘Engineer’.<br />

The consultant engaged in the <strong>project</strong> nominates a team leader to act as the ‘Engineer’s<br />

Representative’ who has supporting staff. These particular duties will vary slightly between<br />

different FAPs and these shall be agreed between RHD and the Development Partners(s)<br />

before tender documentation is prepared. These contractual roles place precise additional<br />

duties on the concerned RHD officers.<br />

PCU personnel<br />

1. Project Director - PCU ACE grade<br />

2. Superintending Engineer - PCU (Donor Desk)<br />

3. Project Manager - PCU EE grade<br />

4. Other supporting officers and staff<br />

PIU personnel<br />

1. Project Director - PIU SE or ACE grade<br />

2. Project Manager - PIU EE grade<br />

3. Other supporting officers and staff<br />

Specific job descriptions for individual posts may require modifications from time to time in order<br />

to respond to changing circumstances. Such modifications may be made with the agreement<br />

between the Government of Bangladesh and development partner(s).<br />

CONSULTANT DUTIES AN D RESPONSIBILITIES<br />

All consultants engaged on RHD <strong>project</strong>s (Project Preparation, PIU and other TA) shall<br />

generally use this RHD Foreign Aided Project Management Manual, and the guidelines in<br />

Section 5 in particular. The consultant’s duties and responsilities will be reflected in the terms of<br />

reference for that particular FAP. This requires the consultant to engage with the Project<br />

Director (‘The Engineer’), Project Manager and other counterpart officers in the PIU and PCU<br />

and thereby interact or involve with other RHD officers in different functional units as required.<br />

The indicative duties and responsibilities of the Engineer’s representative are also appended in<br />

SJD/FAP/3.1 of this Manual.<br />
