Section 5 – Guidelines for Preparation of Foreign Aided Projects<br />
will work with the MIS & Estates Circle to ensure that additions and improvements are made (as<br />
required) so that the Central Monitoring System continues to meet the requirements of all<br />
donors and FAPs.<br />
All FAPs shall record progress and disbursements in the RHD Central Management System.<br />
This system will be used by PIU as the main system for recording <strong>project</strong> accounting information<br />
and by the PCU for recording overall loan <strong>management</strong> information. Project reports shall be<br />
based on data generated from the CMS.<br />
The Director-Audit and Accounts shall be primarily responsible for financial audit of FAPs.<br />
Projects may be subject to ‘internal audit’ by auditors appointed and coordinated through the<br />
Director of Audit and Accounts. The external audits are conducted by the Comptroller Auditor<br />
General (CAG) in accordance with the provisions in the constitution. The Terms of Reference for<br />
these auditors shall be agreed between the Comptroller Auditor General (CAG) and the relevant<br />
donor agencies. This will include the specific conditionality required by different development<br />
partners or funding agencies.<br />
During the <strong>project</strong> and on its completion, the PIU shall ensure that all relevant <strong>project</strong><br />
information (e.g. date of construction, extent and type of the works) is completed in the RHD<br />
Central Management System (CMS).<br />
All important <strong>project</strong> documents (including inception and completion reports; economic, social,<br />
environment, resettlement and LA etc studies; technical reports such as hydrological and<br />
geotechnical reports; as-built records; contract documents) shall be archived through the MIS,<br />
RHD library and entered into the RHD document database. Electronic documents shall be<br />
stored centrally and linked to the RHD docum ent database for future reference.<br />
Where <strong>project</strong>s have multiple PIUs (e.g. each with different consultants or in different RHD<br />
zones) then the CMS will also be used to compile the accounts of these different components to<br />
review overall loan <strong>management</strong> in Dhaka.<br />
The SE-Monitoring and PCUs shall work together to review the performance, progress and<br />
budgets of FAPs using Central Management System.<br />
5.3.9 Training, HRD and Staff Systems<br />
The training components of all FAPs will be carried out in accordance with the RHD Training<br />
Policy. The Chief Engineer has issued an office order directing all the Project Directors to act<br />
through the RHD Training Centre (RHD TC) in respect of the use of training funds as approved<br />
by the Senior Management Committee.<br />
