4.2 ACTIVITIES<br />

ROAD ASSET MANAGEMENT SYSTEM<br />

The Road Asset Management System (RAMS) of RHD sets out the key activities in RHD<br />

<strong>project</strong>s and describes the steps to be followed for planning, design and implementation of any<br />

<strong>project</strong> including <strong>foreign</strong> <strong>aided</strong> <strong>project</strong>s. This is a continuous process supported by activities<br />

from different RHD functional units, and also presents a schedule of the main areas of particular<br />

responsibility for RHD staff. This RHD Road Asset Management System and the RHD budget<br />

process provide the overall system and time frame for FAP outputs and the “<strong>project</strong> cycle” for<br />

each FAP. An excerpt from RAMS Manual (in table 4.1 overleaf) shows the RAMS process<br />

where outputs have been listed vis-à-vis activities, responsibilities and identified the time frame<br />

as in the rolling calendar.<br />
