OUTPUTS AND ACTIVITIES<br />

The FAP outputs and activities can be divided into two sets: general responsibilities for effective<br />

and efficient FAP delivery and the actual work activities depending on the nature of the works to<br />

be planned, designed and/ or implemented.<br />

4.1 OUTPUTS<br />

The main outputs required for each RHD <strong>foreign</strong> <strong>aided</strong> <strong>project</strong> are shared between a <strong>project</strong><br />

coordination unit (PCU) and <strong>project</strong> implementation unit (PIU) as follows:<br />

Projects Coordination Unit (PCU) Outputs<br />

• Donors express interest in giving aid for a desired sector or <strong>project</strong> or programme;<br />

• Donor/client appraisal on loan or grant and selection of <strong>project</strong>s with the GoB (initially the<br />

ERD) and the RHD (PCU);<br />

• Suggestion of <strong>project</strong> outline based on the planning principles, data and information;<br />

• Participation in preparing Aide Memoire and/or <strong>project</strong> formulation mission;<br />

• Loan or funding agreement, including Project Memorandum, ToR etc prepared and<br />

agreed;<br />

• Processing for approval of the <strong>project</strong> document (DPP/TAP) and inclusion of the <strong>project</strong> in<br />

the ADP;<br />

• Preparation of TAP, DPP based on the Project Appraisal Report, Project Memorandum,<br />

ToR, loan agreement etc;<br />

• Preparation of RFP including criteria (ToR) for selection of TA consultants;<br />

• Selection of design consultants;<br />

• Pre-feasibility or feasibility studies for <strong>project</strong> selection, including IEE, ISA, EIA and outline<br />

design (if required);<br />

• Procurement and administration of consultancy contract (for <strong>project</strong> preparation, TAP);<br />

• Establishment of PIU with PD and other posts (with mention of relevant PCU);<br />

• Delegation of responsibilities to PIU but retain function of overall monitoring, <strong>management</strong><br />

of the loan or grant.<br />
