FOREWORD<br />

RHD MANAGEMENT PLAN<br />

The RHD Management Plan has been developed as part of the commitment, as stated in the National<br />

Land Transport Policy, to ensure the effective planning, <strong>management</strong> and maintenance of the National<br />

Road Network.<br />

The Management Plan has been prepared by RHD officers working through the Management<br />

Committees and MPITs, assisted by consultants from IDC3, SRNDP and RRMP3. The Plan covers all<br />

aspects of the Department operations and extends to all support services including human resources,<br />

financial, administration, information technology and health and safety. Care has been taken to build on<br />

existing systems and procedures.<br />

The Management Plan is applied through the documented strategy papers, operational plans, job<br />

descriptions and procedures contained in eight <strong>volume</strong>s as follows:<br />

Volume 1 - RHD Management Manual<br />

Volume 2 - Management Services Wing Management Manual<br />

Volume 3 - Planning and Maintenance Wing Management Manual<br />

Volume 4 - Technical Services Wing Management Manual<br />

Volume 5 - Bridge Management Wing Management Manual<br />

Volume 6 - Mechanical Zone Management Manual<br />

Volume 7 - Zonal Operations Management Manual<br />

Volume 8 - Foreign Aided Project Management Manual<br />

Volume 1 contains the core documentation including the RHD strategy, general job descriptions,<br />

general procedures and a schedule of relevant GoB rules and regulations.<br />

In Volumes 2 to 7, operational plans define the objectives, outputs and activities of each Wing and<br />

Circle and establish the necessary operational budgets and resource requirements. Operational<br />

procedures and specific job descriptions provide a systematic record of current practice and a<br />

framework for the further development of the <strong>management</strong> of the whole Department.<br />

This Volume 8 defines the <strong>management</strong> plan and specific job descriptions for <strong>foreign</strong> <strong>aided</strong> <strong>project</strong>s.<br />

The RHD Management Plan is intended to be a live document, and will be maintained on the RHD<br />

Intranet. The implementation and future improvements of the documents will be conducted through<br />

MPITs under the overall directions of the ACE of Management Services Wing.<br />

I wish to thank and commend all of the officers of RHD who have devoted their time and energy to the<br />

preparation of this important document. I also extend my appreciation to the development partners who<br />

have actively supported this work particularly DFID, ADB and WB.<br />
