9.8.2—LMI <strong>Cadre</strong> Report<br />

One of the most detailed reports released about cadre units was published in<br />

February of 1991 by the Logistics Management Institute (LMI). 317 This report analyzed four<br />

different cadre configurations. It explored the possibility of maintaining cadre leaders in the<br />

AC or the RC for both “full structure” and “leadership” cadre divisions. The full structure<br />

cadre division would “retain some of the critical leadership positions and some of the soldier<br />

positions to facilitate realistic training and maintenance,” while the leadership cadre division<br />

would “retain a large number of senior personnel of the division to preserve skills and<br />

experience.” 318 The structure of the AC and RC versions of each of these cadre units was to<br />

be the same, with the only difference being the status of the cadre leaders during peacetime.<br />

Table 9.2 shows the manning levels and relative costs for each of the alternative cadre<br />

configurations examined in the LMI report.<br />

The LMI report concludes that cadre forces were worth considering but that the<br />

choice of “cadre design and component should consider cadre performance along several<br />

dimensions, weighing the design parameters of cost, flexibility, and time required against the<br />
