The third alternative examined by CBO is a cadre augmented force. This alternative<br />

eliminates seven AC divisions but creates five new cadre divisions. CBO envisioned the<br />

cadre divisions as “retaining on active duty about 3,000 senior non-commissioned officers<br />

(paygrades E-6 and above) and officers (paygrades O-2 and above) for each division.” 263 At<br />

the time, an AC division was assigned about 15,000 personnel. 264 The cadre divisions<br />

envisioned by CBO would retain about 20 percent of their manpower during peacetime.<br />

CBO discussed a number of details regarding how they envisioned cadre divisions.<br />

The CBO report discusses how cadre units would be trained in peacetime and filled out in<br />

wartime. In peacetime, CBO envisioned that the mission of the cadre division would be “to<br />

remain ready to fight a war in Europe by maintaining up-to-date war plans, performing<br />
